OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday August 25, 1976
An adjourned regular meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City
Hall, 276 Fourth Avenue, with the following
Councilmen present: Councilmen Hyde, Cox, Egdahl, Hobel
Councilmen absent: Mayor Hamilton
Staff present: City Manager Cole, Assistant City Manager Asmus, Director of Public
Works Robens, Senior Planner Pass, Chief Building Inspector Gingerich,
Administrative Analyst Boyd
Others present: Donald Goldman, Liebhart and Goldman Nancy Manos, Brenda Mason Associates
In the absence of Mayor Hamilton, Mayor Pro Tempore Hyde opened the meeting at 4:15 p.m.
REVIEW OF THE SCHEmaTIC PLANS City Manager Cole briefed the Council on the plans
FOR THE REMODELING OF THE submitted by the consultant for the remodeling of
CIVIC CENTER the old library and post office buildings, noting
particularly the new Council Chamber.
Council discussion centered around the location of
the lectern, the staff seating arrangement and the
change of seating for the City Clerk°
Mr. Cole then noted the layout of the two buildings
which encloses the alleyway and adding another
addition for an employees' lounge.
The combined buildings will then house the depart-
ments of Finance, Purchasing, Public Works, Building
and Housing, Planning, Parks and Recreation,
Community Development and Fire Marshal (a total of
107 employees).
Council Chamber layout Director of Public Works Robens detailed the pro-
posed layout for the new Council Chamber.
Mayor Pro Tempore questioned having a large Council
Conference Room next to the new Chamber which he
felt would seldom be used in view of the fact that
the Council will continue to meet in the one located
in the City Hallo
Mr. Robens explained that the new Conference Room
would be used chiefly for Executive Sessions and
for overflow of people coming to Council meetings.
Mayor Pro Tempore Hyde suggested the room marked
"private conference room" be enlarged for the
Executive Session Room.
Presentation by Don Goldman Mr. Goldman explained that it has been an evolu-
tionary process to get to this point of the plans,
In answer to Council's inquiries, Mr. Goldman
explained the reasoning for adding another section
to the building for the employees' lounge.
Council seating Discussion followed with the staff and Council
concerning the need for eye contact with the
Council and the suggestions for various seating
arrangements at the dais.

Motion regarding lectern It was moved by Councilman Egdahl and seconded by
Mayor Pro Tempore Hyde that the lectern be put in
the center isle.
Discussion of motion The subject of eye contact with the Council and
audience was discussed as being very important
for the staff at the lectern.
Motion withdrawn Councilman Egdahl withdrew his motion; Mayor Pro
Tempore Hyde agreed to the second.
Motion for It was moved by Councilman Egdahl, seconded by Mayor
microphone jacks Pro Tempore Hyde and unanimously carried by those
present that microphone jacks be placed in the
center and on the sides of the Chamber (3 jacks).
Council bench The Council concurred that there should be seven
seats on the bench (to acconnnodate the number on
the Planning Commission as well).
Motion regarding It was moved by Mayor Pro Tempore Hyde and seconded
staff positions by Councilman ltobel that the staff positions be
oriented as close to perpendicular to the City
Council as can be achieved.
Discussion of motion Councilman Mobel suggested putting a "hook" on the
end of each side of the Council bench to accommodate
the seating for the City Manager and City Attorney
on one side and the City Clerk on the other.
Councilman Egdahl felt the motion was too directive -
that the Council should have the consultant their
views and let him work out the details. Mayor Pro
Tempore Hyde stated he had no objection to this
and withdrew his motion.
Mr. Goldman said he would explore all possibilities.
Conference Room Mayor Pro Tempore Hyde presented his views on the
present Council Conference Room in the City Hall:
if the Council will stay in its present offices,
then the Conference Room should be extended to
the east wall (into the present Council office)
to accommodate the people attending these meetings.
The office that will be vacated by the City Clerk
will then be used for a Council office.
Mayor Pro Tempore Hyde added that he felt the
addition of the construction of another area for
the employees' lounge was too costly - that, in
fact, the proposed Council Conference Room could
be cut out and utilized for that purposes.
Mr. Roberts noted that the plans for the buildings
are for the year 1990 and explained the flow of
employees to the lounge during working hours° He
suggested a means whereby the Council Conference
Room and the Staff Conference Room could be combined
into one unit, shifting the position of the door
and the toilet facilities.
(Councilman Egdahl left the meeting at this time).
Another Conference Mayor Pro Tempore }~de suggested another Conference
with the Council when the architect works out the
suggestions offered today.

Executive Conference Room It was moved by Councilman Hobel, seconded by Mayor
Pro Tempore Hyde and unanimously carried by those
present that the Executive Conference Room be
enlarged and that the other supporting facilities
(rest rooms, etc.) be moved (to the north) which
will cut down the size of the proposed Council
Conference Room.
City Hall interior Mayor Pro Tempore Hyde questioned the new layout
for the City }{all.
Mr. Robens commented that all that work will be
done by the Building and Housing Department and
that the consultant will be involved to some degree.
Solar System Assistant City Manager Asmus brought up the
question of the solar energy.
~r. Robens referred to the report prepared by the
mechanical engineer in which the engineer reported
that due to the savings estimated in fuel costs
in installing solar energy purely on a cost analysis,
it would justify a system of about $20,000 expendi-
ture and the cost for installing solar heating in
the new complex would be $25,000. Based on this
$45,000 amount, it would be a policy decision of
the Council - the staff can apply for grants, or
Council can authorize the expenditure of the money°
Assistant City Manager Asmus indicated the pos-
sibility of obtaining Federal funds.
Motion for staff direction It was moved by Councilman Hobel, seconded by
regarding solar energy Mayor Pro Tempore Hyde and unanimously carried
by those present that the staff proceed along
and investigate the potential of obtaining grant
applications°
ADJOURNMENT Mayor Pro Tempore ttyde adjourned the meeting
at 6:10 p.m. to the meeting scheduled for Tuesday,
August 31, 1976 at 7:00 p.m.
