OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Thursday November 4, 1976
An adjourned meeting of the City Council of the City of Chula Vista, California was held
on the above date beginning at 9:10 p.m. in the Council Conference Room, City }{all, 276
Fourth Avenue, with the following
Councilmen present: Mayor Hamilton, Councilmen Hyde, Cox, Egdahl
Councilmen absent: Councilman Hobel
Staff present: City Manager Cole, Senior Administrative Analyst Smith
1. PRESENTATION OF CONVERSION With the present remodeling of the Civic Center
OF CITY TELEPHONE SYSTEM under consideration, concern had been expressed with
TO CENTREX the present telephone system. Staff requested
Pacific Telephone to perform a study of the City's
PBX telephone system in comparison to the Centrex.
~e findings showed that with the present system
only another 15 stations could be added, at which
time it would meet its effective limitation and
another switchboard would have to be installed to
handle the additional work load. This would necessi-
tate another full-time switchboard operator as the
current opperator now handles 80-90% of ali incoming
calls. Converting to the Centrex would decrease
the amount of error in the handling of calls. The
cost showed the Centrex expense to be less than
expanding the current system.
Discussion ensued regarding tie-in with the computer
system, penalty charges for removal of the PBX system
and time unit charges. Mr. Earl Gillmore, representing
Pacific Telephone, explained that the system presently
being used is not compatible to computer tie-in. The
Centrex though has a direct connection with the
main office and a tie-in to the computers. A basic
termination charge is enforced should the system be
disconnected before five years. This cost is pro-
rated from the time of installation to the time of
removal. Substantial cost would be incurred should
the City stay with the present system; not only in
personnel, but also equipment.
Councilman Egdahl inquired if the City had considered
the needs of each office. City Manager Cole responded
that the City had not been austere in its telephone
operations but has been conservative with the number
of lines to each department. The Centrex would in-
volve direct dialing with an attendant to handle calls
from callers who are not sure of who to contact re-
garding City business. The outgoing calls would be
charged per message unit with a limit of 80 units
before an extra charge is made. The cost for the
present PBX system is now at the break-even-point.
Conversion to Centrex would realize savings in the
reduction of personnel. It is hoped that the savings
would eventually increase over a time period. Centrex
will experience 90-95% in direct dialing to the station,
avoiding the operator connection.

2. DISCUSSION OF REVISIONS City Manager Cole explained that he wished to inform
TO HOUSING ELEMENT GUIDE- Council and receive their concurrence regarding a
LINES PROPOSED BY STATE letter to be sent objecting to the proposed Housing
DIRECTOR OF HOUSING AND Element Guidelines intended for promulgation. These
COb~UNITY DEVELOPMENT guidelines would establish low income housing as the
first priority in every city, refuting the practice
of sound urban planning. It places quantity of
housing as the dominant goal of local government. It
is proposed to send Senior Planner Pass to appear at
a public hearing on this subject to state the City's
discontent with the proposed guidelines. It is also
requested that Council authorize the preparation of
a letter for the Mayor's signature, directed to
Governor Brown, offering similar objections.
Motion to accept City It was moved by Councilman Hyde, seconded by Councilman
Manager's recommendation Cox and unanimously carried by those present to
accept the City Manager's recommendation to proceed
with the preparation of a letter to Governor Brown
and to authorize a staff member to appear at the
public hearing on the City's behalf, offering testi-
mony in opposition.
3. CITY MANAGER'S REPORT In response to an earlier Council inquiry regarding
flooding in the Tobias-Quintard area, City Manager
Cole responded that staff had investigated and there
were no complaints.
City Manager Cole requested direction from Council
regarding a letter received by the Mayor from the
San Diego Bulk Terminal requesting a letter of support
to the San Diego ~ Arizona Eastern Railroad for
needed repairs to tracks into the Imperial Valley.
Motion for letter It was moved by Councilman Hyde, seconded by Council-
man Egdahl and unanimously carried by those present
that a letter be prepared for the Mayor's signature
urging support.
4. MAYOR'S REPORT Mayor Hamilton recommended that interviews for the
applicants to the Planning Commission and the Environ-
mental Review Committee be set for Tuesday, November
9, 1976 beginning at 4:00 p.m. prior to the Council
meeting. He directed that the City Clerk's office
notify the applicants and arrange for the interviews.
ADJOURNMENT Mayor Hamilton adjourned the meeting at 9:42 p.m. to
the meeting scheduled for 4:00 p.m. in the Conference
Room on Tuesday, November 9, 1976.
