OF THE CITY COUNCIL OF ~{E CITY OF
CHULA VISTA, CALIFORNIA
Held Thursday January 13, 1977
An adjourned regular meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City
Hall, 276 Fourth Avenue, with the following
Councilmen present: Councilmen Hyde, Cox, Egdahl, Hobel
Councilmen absent: Mayor Scott
Staff present City Manager Cole, Assistant City Manager Asmus, Director of Public
Works Robens, Director of Community Development Desrochers, City
Attorney Lindberg, Parks and Recreation Director Hall, Building and
Housing Director Grady
In the absence of Mayor Scott, Mayor Pro Tempore Hyde presided over the meeting~
CON~JNITY BLOCK GRANT PROGRAM City Manager Cole explained that the application for
$965,000 under Title I, Housing and Community Development
Act of 1974, Community Block Grant Program, has to be sub-
mitted to the Comprehensive Planning Organization the
first week in February, and they have 75 days in which to
approve it. Then, it is sent to HUD, who has 90 days to
approve it. The City would expect final approval in June
1977.
Councilman Hobel arrived at 4:15 p.m.
Director of Community Development Desrochers submitted
and discussed the applications received for the Community
Block Grant Program funds. He explained to the Council
those projects that were eligible and those that were
ineligible. He said that the staff has been constantly
in touch with HUD regarding the changes in the guidelines,
and has worked with the various projects delineating these
changes.
SPEAKING FOR PROJECTS THAT Sandra Derky, Coordinator at Mueller Elementary School and
DID NOT MEET THE GUIDELINES Pat Allen, 236 Madrona~ Chula Vista spoke for funds to be
OF THE BLOCK GRANT PROGRAM used to renovate the Mueller School auditorium for a Com-
munity Playhouse which they were told did not meet the
guidelines of the program.
Stella Barlow, 78 East Emerson Street, Chula Vista spoke
in favor of funds for relocation of the Girls Club and
asked if the Club could participate in the request for
funds for renovation of the buildings in Memorial Park.
Community Development Director Desrochers replied that
these buildings are available for public use and the Girls'
Club could use the facilities.
Ted Bell, 70 Valecito Way, Chula Vista, President of the
Chula Vista Visitors and Convention Bureau reminded the
Council of their request to construct an information
patio at their facility at I-5 and "E" Street.
Alan Hughes, speaking for Our House, 666 Third Avenue,
Chula Vista stated that their proposal to work with youth

and families to reduce juvenile delinquency did not meet
the changed guidelines now, and hoped they would be able
to submit it again for possible other funding°
REQUEST OTHER FUNDING Mayor Pro Tempore ttyde suggested that these people con-
tact staff who could counsel them about other funding
or they could plan to present their request for considera-
tion at budget time.
CENSUS TRACTS ~r. Goodman, Urban League, asked what census tracts were
considered to be "eligible" since all block grant funds
are tied to census tracts°
Staff stated there were about 15 census tracts in the
City and about five are eligible in this program.
STAFF RECO~MENDATION Director of Community Development Desrochers submitted
and discussed in detail the staff recommendations for
Community Block Grant Program funds of $965,000 total.

Steve Owens Mr. Owens read a letter from the Town Centre Business
Town Centre Business and and Professional Association requesting that all Block
Professional Association Grant funds be directed to the Town Centre Redevelopment
Area°
Council Discussion The Council discussed the staff recommendation: Town
Centre Redevelopment Area, Third Avenue street i~prove-
ments, traffic patterns, land acquisition, inspectors
needed, administration costs, housing improvement program
in Norman Park area.
RECESS A recess was called by Mayor Pro Tempore Hyde at 5:05
p.m. and the meeting reconvened at 5:15 pom.
Motion for staff direction It was moved by Councilman Egdahl and seconded by Council-
man Cox that 1) staff be asked to bring a recommendation
back to the Council at the meeting of January 20 or
January 25 (Councilman Hob¢l noted it wa5 possible he
would not be able to attend either of those meetings),
2) that the Council get some further staff thinking about
the location justification for a neighborhood center in
Hemorial Park versus its need in some other spot in the
City, and 3) that the Council ask for at least a locater
map of where other Block Grant projects have occured in
the City.
Addition to motion Councilman Hobel stated he would like more detail on the
land acquisition mechanics~
Councilman Egdahl stated he would include this in the
motion as number 4; Councilman Cox agreed to the second.
Motion carried The motion carried unanimously by those present o
ADJOURNMENT Mayor Pro Tempore Hyde adjourned the meeting at 5:35 p.m.
to the regular Council meeting of Tuesday, January 18,
1977 at 7:00 p.m.
