OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA~ CALIFORNIA
Held Thursday - 4:00 p.m. January 20~ 1977
An adjourned regular meeting of the City Council of the City of Chula Vista was held on
the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276
Fourth Avenue, with the following
Councilmen present: Mayor Scott, Councilmen Hyde, Cox, Egdahl, Hobel
Councilmen absent: None
Staff present: Assistant City Manager Asmus, City Attorney Lindberg, Director of
Planning Peterson, Assistant Director of Public Works Lippitt
Several members of the Planning Commission and Environmental Control Commission were also
present.
i. DISCUSSION OF GROWTH Director of Planning Peterson referred to the Growth
MANAGEMENT SEMINAR Management Seminar he attended sponsored by the City of
SPONSORED BY THE CITY San Diego and the San Diego Chamber of Commerce. He
OF SAN DIEGO AND SAN said it was his understanding that the Council Conference
DIEGO CHAMBER OF was set to perhaps consider the question of whether or
CO~IERCE not the City of Chula Vista should adopt a similar type
of program. Mr. Peterson spoke against this as far as
the corporate limits of the City were concerned, but said
it might have some merit if applied to the City's "sphere
of influence."
Proposed "five- Mr. Peterson commented on the "five-tier program" as
tier program" proposed by the City of San Diego. He indicated that the
staff of the City of San Diego feels there is general
agreement on the boundaries of "Tiers I and II" and on
"Tier V" where growth would never be permitted. The dif-
ficulty seems to lie in defining the boundaries of "Tiers
III and IV7' Development would be allowed to proceed in
"Tier III" in an orderly fashion, but would not be per-
mitted in "Tier IV" for a period of 20 years.
The staff of the City of San Diego has prepared five
alternate tier boundary plans, but neither the Planning
Commission of Chula Vista nor the City Council has adopted
the plan. Originally, the tiers extended beyond the
corporate limits of the City of San Diego, but their staff
has retrenched from that position so that they now cover
only areas within the San Diego City Limits.
Council discussion The Council discussed the "tier" concept as it related to
areas within Chula Vista and within the City's "sphere of
influence," problems created by development in water and
sewer capacities resulting in moratoriums, inverse condem-
nation problems, proposals of municipalities buying
development rights or fee in undeveloped land to control
growth, the rate of growth as it affects schools, streets,
drainage and sewer capacitles~ and how some of these prob-
lems are being solved in other areas. It was noted that
a joint effort is needed by the County and the cities to
resolve growth management problems.

Motion to accept report It was moved by Councilman Hyde, seconded by Councilman
and request for further Egdahl and unanimously carried that the report be accepted
study on the rate of and that the staff be requested to investigate further the
growth matter of rate of growth, coordinating their survey with
the school districts and be able to advise the Council as
to whether or not the City should come up with any plan for
scheduling of development eastward of the City.
2. CONSIDERATION OF Director of Planning Peterson asked that items 2 and 3 be

December 7, 1976 suggesting a three-pronged program. (A
copy of the detailed report in on file in the City Clerk's
office).
Recommendation of Mr. Peterson outlined the three-pronged program, which
Planning Department included rezoning certain areas to reduce density (i.e.,
from R-3 to R-3-G, R-3-T, or R-3-L); using a "sliding
scale" of lot size to reduce density (Exhibit 1 to report
of December 7, 1976); review of areas zoned R-5 but not
developed with apartments, such as mobile home parks and
school sites; and relating the density permitted to the
size of the dwelling unit proposed on the property, i.e.,
relating the density to the number of bedrooms in the unit.
The program also called for site plan and architectural
review by design review board or staff, and expanded yard
and usable open space studies.
Council discussion Council discussion followed concerning provisions for low
income families, avoiding "double standards" in the zoning
ordinance, methods used in other municipalities to solve
similar problems, and the possible need for more apartment
units in the community in the future as housing costs
increase.

Discussion of Design Council discussion followed concerning comments of Mr,
Review Board Peterson that if the Council should decide to consider a
design review board, members of the board should be com-
posed of qualified architects or personnel trained and/or
working in the design field to insure better quality site
plans.
Motion for staff to review It was moved by Councilman Hyde and seconded by Councilman
zoning standards for R-3 Egdahl that the staff be directed to intitiate, through the
areas Planning Commission, a review of the City's zoning standards
for the R-5 areas in regard to open space, setbacks, and
design review.

Motion clarified Councilman Egdahl asked for clarification if the intent of
the motion is for staff to prepare some specific recom-
mendations that would go through the Planning Commission
for review and recommendation, and then come to the Council.
Councilman Hyde affirmed this was the intent.
Motion carried The motion carried by the following vote, to-wit:
AYES: Councilmen Hyde, Cox, Scott, Egdahl
Noes: None
Absent: Councilman Hobel (Had left Conference Room for
a brief period)
Different zoning suggested Councilman Hyde stated he felt in those transitional areas
for areas zoned R-3 but zoned R-3 but developed R-1 or R-2 that the Council should
developed R-1 or R-2 reexamine the zoning and perhaps consider a different R-3
zone, i.e.~ R-S-L, R-3-G or R-3-M with perhaps a sliding
scale as discussed in regard to lot size or frontage.
Motion for staff proposal It was moved by Councilman Hyde and seconded by Councilman
for redevelopment guidelines Egdahl that the staff bring back to the City Council,
through the Planning Commission, a proposal for guidelines
for redevelopment which occurs in R-3 zones now developed
in R-1 and R-2 mixes.
Motion clarified Councilman Hyde clarified that the intent of the motion is
for staff to come back with some guidelines for the way in
which those areas could redevelop from R-1 or R-2 to R-3
-- straight R-3, R-3-L, R-3-G or R-3-M, based upon lot
size, lot frontage and/or other criteria.
(Councilman Hobel returned at this time).
Council discussion Council discussion followed regarding the intent of the
motion in relation to retaining flexibility to change the
zoning in the neighborhoods-in-transition or the alterna-
tive of going to a sliding scale of density based on lot
size - the one consideration would involve procedures to
rezone properties and the other would involve public hear-
ings to change the text of the zoning ordinance.
Staff request Director of Planning Peterson asked if the intent of the
for clarification motion was to direct the staff to proceed with the prepara-
tion of amendments to the zoning ordinance which would
regulate density on the basis of lot size ans size of unit
proposed, or if it was the Council's intent to proceed by
rezoning selected properties in a lower density zone, or
both.
Councilman Hyde stated that the recommendations included in
the staff report are addressed in the motion. Councilman
Egdahl suggested that a substitute motion might clarify the
Council's intent.
Motion withdrawn Councilman Hyde withdrew his motion~ Councilman Egdahl
agreed to the second.
Substitute motion It was moved by Councilman Egdahl, seconded by Councilman
Hyde and unanimously carried that the staff report of
December 7, 1976 be accepted and that the planning staff be
directed to develop their recommendations and bring them
through the Planning Commission to the City Council.

6. COUNCIL CO~ENTS Councilman Hobel announced, since Mayor Scott and Supervisor
Hamilton will be holding joint monthly breakfasts with
alternate scheduling of programs~ that for the breakfast
of February 7, Mr. Hamilton has arranged for a presentation
on the South Bay Regional Center to be made by the archi-
tect and the County staff. The breakfast will be at the
Lion's Club at 7:30 a.m.
ADJOURNMENT Mayor Scott adjourned the meeting at 5:40 p.m. to the
regular meeting of January 25~ 1977 at 7:00 p.m.
