MINUTES OF A SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF CHULA VISTA
March 10, 2006
6:00 P.M.
A Special Meeting of the City Council of the City ofChula Vista was called to order at 6:10 p.m.
in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.

PUBLIC COMMENTS
Kevin O'Neill spoke about the Kanter contract for bodyguard services and advised the Council
to terminate the contract if possible but to listen to the advice of the City Attorney. He asked the
Council to waive privilege with regard to communications between the City Manager, City
Attorney and City Council that occurred prior to signing the contract in order for the public to
understand how the situation occurred in the first place. He also mentioned that the costs for
staff for the Mayor's participation on the Coastal Commission seemed high.
Mayor Padilla recessed the meeting to Closed Session at 6:20 p.m.

LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9(c)

2. CONFERENCE WITH LEGAL COUNSEL REGARDING SIGNIFICANT EXPOSURE
TO LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9(b)
. One case. On March 8, 2006, an article was printed in the Union Tribune
alleging that the Kanter agreement has been suspended. pending an
investigation. The article states that "Kanter threatened to sue the City if an
agreement on how to terminate the contract was not reached. "
No reportable action was taken on these items. The Mayor reconvened the meeting in open
session at 7:40 p.m., and the City Attorney reported that the Council directed her to discuss
contract options with Mr. Kanter.
At 7:45 p.m., Mayor Padilla adjourned the meeting to the Regular Meeting on March ]4,2006 at
6:00 p.m. in the Council Chambers.
