HomeMy WebLinkAboutReso 1983-11461 RESOLUTION NO. 11461 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA "EXPRESSING ITS SUPPORT FOR THE SAN DIEGO UNIFIED PORT DISTRICT MASTER PLAN AMENDMENT FOR PLANNING DISTRICT 6 (CORONADO BAYFRONT) AND URGING ITS RESUBMITTAL The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Port District and the City of Chula Vista has expended a great amount of time and energy to develop a Plan to protect its Bayfront environment and provide for the use of the Bayfront by residents and visitors to Coronado, and WHEREAS, this Plan has been reviewed by the City Council of Chula Vista, and WHEREAS, the City Council of Chula Vista finds that this Plan strikes an excellent balance between environmental concerns and the need to provide for development to support the necessary environmental measures, and WHEREAS, the City Council further finds that this Plan will provide access to the Bayfront for residents of Coronado and visitors to this area. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby express its support for the Coronado Bayfront Plan. BE IT FURTHER RESOLVED that the City Council does hereby urge the San Diego Unified Port Commission to resubmit to the California Coastal Commission the amendment for Planning District 6 (Coronado Bayfront) without reference to the Barrio Logan Park. Box 1087 Chula Vista, CA 92008 Dear MayO~---o/./U';1' The City of Coronado has requested that the San Diego Unified Port District Board of Commissioners take action toward resubmitting, to the Coastal Commission, the Port's Master Plan Amendment for Planning District 6 (Coronado Bayfront). We respectfully request that your representative be guided toward favorable action on Coronado's request. An excerpt of the proposed plan and a draft resolution are attached for your consideration. In connection with the above, it is requested thit you permit me to address your Council at the earliest opportunity. I will only take three minutes of the city council's valuable time. CA. 92118 CITY HALL [7'4) 435-2211 November 18, 1983 Mr. Ben Cohen, Chairman Board of Port Commissioners San Diego Unified Port District 3165 Pacific Highway San Diego, CA 92112 Dear Mr.coh~~~ The City Council again respectfully requests that the Coronado Bayfront Plan Amendment (Planning District 6) be resubmitted without delay to the California Coastal Commission for certifica- ~ion. Please extend to us the courtesy of placing this matter on your December 6th agenda. Our review of the Coastal Commission's approved findings of August 26, 1983, indicates that the Plan has been found to be consistent with the policies of the Coastal Act, with one exception: the designation in the Plan of the loop road as a non-appealable project. The Ci ty Counc i I rema i ns commi t ted to the loop road as .an essential element of the Plan. However, we understand from the findings that the road must be identified as appealable and we, therefore, ask that the change in designation be made in the Plan document before it is resubmitted. If Port Commission action is favorable, we would like to see the amendment before the Coastal Commission .on December 13th. Thank you for your past and present efforts toward the develop- ment of Coronado's tidelands. There are pressing needs for the new shoreline access opportunities and the other benefits that will be provided through implementation of the Coronado Bayfront Plan.
