All Americans join in their outrage at the. destruction
of the civilian airliner by the USSR. Many mayors and cities
have already expressed their sense of outrage toward the shoot-
ing down of the airliner, sympathy for the families of the
victims and their support of our national government with
respect to this incident.
I have talked with appropriate officials in our national
government and we concur with them that resolutions from city
councils or statements by mayors would clearly reflect the
broad base of support our national government enjoys in this
particular instance.
~.
Therefore, I suggest that you consider a resolution some-
what along the lines of the attached.
