OF TME CITY OF CHULA VISTA, CALIFORNIA
Held Thursday ~ 4:00 p.m. April 21, 1977
A special meeting of the City Council of the City of Chula Vista, California was held
on the above date beginning at 4:20 p.m. (Councilman Hobel arrived at this time) in the
Council Conference Room, City Hall, 276 Fourth Avenue, with the following
Councilmen present: Mayor Hyde, Councilmen Cox, Egdahl, Hobel
Councilmen absent: None
Vacancy: Council Seat No. 3
Staff present: City Attorney Lindberg
REVIEW OF APPLICATIONS Mayor Hyde opened the meeting at 4:20 p.m. and, for the
FOR THE VACANCY ON benefit of the audience, explained that it was not the
COUNCIL S£AT NO. 3 intention of the Council to question applicants or receive
comments from them at this time. (Several persons who
had submitted applications were in attendance.) Me
explained that this is a process of considering the
applications (there are 27 names at this time) and
screening them to reduce them to a smaller number not
yet determined, by a procedure not yet determined. After
the list is reduced, those applicants remaining on the
list will be interviewed and will be asked to respond
to a set of questions prepared by tho Council, plus
other questions the Council may wish to ask. After the
interviews, the Council will proceed to the final step
of making a selection for appointment to Council Seat No. 3.
Motion for procedure It was moved by Councilman Egdahl and seconded by Councilman
to select 5 (or more) Hobel that (1) the Council accept the list and add any
nominees names they wish to at this time; (2) that the Council
certify the list of applicants to be the nominees for
Council Seat No. 3 - by minute action; (3) determine to
select a llst of 5 (or more) persons who will be interviewed;
(4) ask the Deputy City Clerk to read, as a first ballot,
the list of nominees (presently 27 names) and each member
of the Council will have 5 votes - one vote for any one
person and each will vote for 5 persons; (5) anyone who
receives 4 votes on the first ballot will automatically
be on the list of those to be interviewed; (6) anyone
who receives 1, 2, or 3 votes will continue on the
second ballot; anyone who did not receive a vote on
the first ballot, will be eliminated; (7) then ask the
Clerk to read the second ballot and the Council members
each vote for $ candidates; anyone receiving 4 votes
would again automatically go on the list to be interviewed;
(8) if the Council does not at this point have 5 names,
they will then cast another ballot or determine that
anyone with 3 votes will go on the list; thus by the
ballot process, narrow the field.
Council discussion Council discussion ensued, including statements that (1)
it is a complicatod procedure; (2) objections offered to
limiting the list to $ nominees; (3) preference for no
more than 10 names to be on the list; (4) waiving the
procedure for adding names b7 Council members after today;
(5) or leaving the option open for Council members to
add any name, if necessary or appropriate, until a
selection is made.

Substitute motion It was moved by Mayor Hyde and seconded by Councilman
Egdahl that (1) the Council accept the 27 applicants
as the candidates for the office (Council Seat No. 3),
plus whatever candidates the Council wishes to introduce
at this time; (2) that the Council conduct the first
ballot whereby each Councilman would vote for 6 candidates
and the candidate must received at least one vote to
receive further consideration; (3) and on the second
ballot, each Councilman would cast 5 votes - each
voting for 5 candidates - and the candidate must
receive at least two votes to receive further consideration.
Request for more time Councilman Cox expressed his concern that he has not
to review resumes had time to review the resumes; and that the Council
might be acting too quickly in selecting names for the
list at this time. He asked that consideration be
given for the Council to have an opportunity to look
over the resumes and asked for additional time to do this.
Motion clarified Councilman Egdahl clarified that the motion on the floor
is to establish the procedure for the selection process
and that the decision does not have to be made today on
the names. The motion does change the procedure that
had previously been set up by the Council.
Substitute motion carried The substitute motion as made by Mayor Hyde carried
unanimously.
Two names added to list Councilman Hobel said he would like to nominate two
additional names for the list: Mike Bailey and
Wes Harden. The Council concurred and the list now
has 29 names.
Mayor Hyde noted that the two names were added with the
understanding that the Council reserves the right to
introduce additional candidates at such time as they
deem appropriate, up to the actual selection.
Motion to adjourn It was moved by Mayor Hyde and seconded by Councilman
meeting to Friday, Hobel that the meeting be adjourned until 4:30 p.m.
April 22 at 4:30 p.m. Friday, April 22, 1977 for further consideration.
Request for a special Councilman Hobel read part of a telephone message
election made part of received from Mr. Sid Morris, in memorandum form dated
the record April 21, 1977 at 3:15 p.m., asking that the Council
hold a special election rather than appoint a Councilman.
Councilman Hobel stated this should be made part of the
record since it referred to a request for an election.
Mayor Hyde said the Chair would accept this as part
of the record.
Motion carried The motion to adjourn the meeting carried unanimously.
ADJOURNMENT Mayor Hyde adjourned the special meeting at 4:47 p.m.
until Friday, April 22, 1977 at 4:30 p.m. in the Council
Conference Room.
