SPECIAL MEETING OF THE CITY COUNCIL
OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Friday - 4:30 p.m. April 22, 1977
An adjourned special meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 4:30 p.m. in the Council Conference Room, City
Hall, 276 Fourth Avenue, with the following
Councilmen present: Mayor Hyde, Councilmen Hobel, Cox, Egdahl
Councilmen absent: None
Vacancy: Council Seat No. 3
Staff present: City Attorney Lindberg
REVIEW OF APPLICATIONS Mayor Hyde opened the meeting at 4:30 p.m. and announced
FOR THE VACANCY ON that the purpose of the meeting was to further consider
COUNCIL SEAT NO. 3 applications for the selection of a candidate for the
vacant office - Council Seat No. 3 as Phase I: To cast
a ballot where each member of the Council will vote for
6 nominees from the list of 28 candidates, Councilman
Hobel having withdrawn his nomination of Mike Bailey.
Procedure reviewed The Council reviewed the procedure and concurred that
by this process there would be a minimum of 5 names on the
list of candidates to be interviewed, and not more than
10 names. Each member of the Council was to write bis
selection of candidates on a slip of paper - each voting
for a total of 6 on the first ballot - and the Deputy
City Clerk was to read the ballots openly into the record,
noting the name of the Councilman casting each ballot.
First ballot cast - The Council members then cast their ballots and the
15 names remained on Deputy City Clerk read them into the record in accordance
second ballot with the procedure outlined. After the Clerk tallied
the votes, the 15 names remaining as the second ballot
were announced: Gordon Boltz; William Cannon; Robert
Renneisen; Jim Ladd; Don Painter; George Gillow; Joy
Sheresh; Tom Money; John Kingston; Lois Richards; Tomas
Almaraz} Newton Chancy; Maggie Helton; Norm Ross; and
Wes Marden.
(The names of those candidates who did not receive at
least one vote were deleted from the second ballot.)
Second ballot cast - The Council members then cast the second ballot - each
6 nominees to be voting for 5 candidates - and the names were read into
interviewed the record by the Deputy City Clerk. Those candidates
who received at least two votes remained on the list
as the nominees to be interviewed. The clerk read the
following names for the record (a total of 6):
Robert Renneisen - 3 votes
Jim Ladd - 3 votes
Don Painter - 2 votes
George Gillow 2 votes
John Kingston - 2 votes
Lois Richards 2 votes

Vote changed on Subsequent to checking with City Attorney Lindberg,
second ballot - 7th Councilman Hobel requested Council concurrence to
name added to list for change one of his votes - to delete Norm Ross and add
interview Gordon Boltz to his second ba~The Council, on
the advice of the City Attorney, agreed. By this action,
the Council added the name of Gordon Boltz to the list
of those nominees to be interviewed - making a total
of 7 candidates.
Motion to conduct It was moved by Mayor Hyde and seconded by Councilman
interviews Saturday, Hobel that the questionnaire be given to the nominees
April 23 or Monday, and that they be asked to be prepared to discuss them
April 25 orally - during the interviews - rather than turn in a
written response; and that the candidates be informed
and asked if they could be ready to conduct interviews
Saturday (April 23) at 9:00 a.m. or if they cannot all
be here at that time, to schedule interviews at 7:00 p.m.,
Monday, (April 25).
Council discussion followed and it was the consensus that
the Council should recess to see if the candidates
could be contacted this afternoon and set a time and
date when the interviews could be scheduled.
RECESS A recess was called at 5:00 p.m. for the Council members
to contact the candidates, and the meeting reconvened
at 5:10 p.m.
Substitute motion It was moved by Councilman Egdahl, seconded by Councilman
Cox and unanimously carried that the interviews be
scheduled for Tuesday, April 26, at 3:30 p.m. (in the
Council Conference Room).
The Council members agreed to personally deliver the
questionnaires to the 7 nominees over the weekend and
request that they be prepared to respond orally during
the interviews.
ADJOURNMENT Mayor Hyde adjourned the meeting at 5:15 p.m. to the
adjourned special meeting scheduled for Tuesday, April 26,
1977 in the Council Conference Room, City Hall, at 3:30 p.m.
