OF THE CITY COUNCIL OF CHULA VISTA~ CALIFORNIA
Held Wednesday - 4:30 p.m. April 27, 1977
An adjourned regular meeting of the City Council of the City of Chula Vista, California
was held on the above date beginning at 4:35 p.m. in the Council Conference Room,
City Hall, 276 Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Hobel, Cox, Egdahl
Councilmen absent: None
Vacancy: Council Seat No. 3
CONTINUED SELECTION OF Mayor Hyde explained that the meeting was called to
COUNCILMEN FOR SEAT NO. 3 continue consideration of selecting a candidate to
fill the vacancy on Seat No. 5.
Motion for 10th ballot It was moved by Councilman Egdahl, seconded by
Councilman Hobel and unanimously carried that
ballot number ten be cast to see where the Council
stands.
Votes cast Votes cast on tenth ballot:
Councilman Hobel: Kingston
Councilman Cox: Kingston
Mayor Hyde: Boltz
Councilman Egdahl: Boltz
Council discussion Mayor Hyde noted what now appeared to be a deadlock.
}te questioned whether the members of the Council had
given any consideration to any new method of voting
or whether they would like to submit names of new
candidates.
Tape provided The tape of the last meeting was provided by the
City Clerk so that the Council could listen to the
testimonies given by both Gordon Boltz and John Kingston
during the interview process. Mayor Hyde added that
both gentlemen were in the audience if the Council
wished to question them further.
Councilman Egdahl's Councilman Egdahl spoke in favor of appointing
comments Boltz, listing his qualifications for the office.
Councilman Cox suggested the Council consider other
names than the two presently on the ballot, if a
decision cannot be reached.
i~ · Councilman Hobel remarked that an early decision of
the Council is important, since the new Councilman
would be immediately into the budget and would need
a great deal of briefing by staff prior to the
budget deliberations.
Frank Scott's name Councilman Cox submitted the name of Frank A. Scott
submitted for consideration based on (1) his background of the
budget; (2) it is a one year term; (3) willingness to
withstand tke risk of being charged with "cronyism"
because of his nomination of Mr. Scott due to his
high qualifications.
Councilman Hobel said he could not support this proposal
due to the fact that 29 people have applied for the
office and consideration should be given to those.
Councilman Egdahl agreed.

Motion for llth ballot It was moved by Councilman Egdahl, seconded by
Councilman Cox and unanimously carried that the
eleventh ballot be cast for tke two candidates
(Kingston and Boltz).
Votes cast Votes cast for the eleventh ballot:
Councilman Hobel: Kingston
Councilman Cox: Kingston
Mayor Hyde: Boltz
Councilman Egdahl: Boltz
The Council concurred that a deadlock existed.
Motion for additional It was moved by Mayor Hyde and seconded by Councilman
candidates Cox that the Council take under consideration
additional candidates at this time.
Discussion of motion Mayor Hyde explained that the Council can submit
any other candidates they wish and these names will
be considered along with the two finalists (Kingston
and Boltz). Interviews of the new candidates will
be held only if the Council deems it necessary.
Councilman Egdahl commented that the new candidate
being proposed (Scott) will get two votes and there
will be another deadlock on the ballots.
Motion failed The motion failed by the following vote, to-wit:
Ayes: Councilman Cox, Mayor Hyde
NOES: Councilmen Hobel, Egdahl
Absent: None

Motion for reconsidera- It was moved by Councilman Egdahl, seconded by

(Kingston and Boltz), that the Council go back and
pick additiCnal candidates for reconsideration from
the original list of the seven candidates (Boltz,
Gillow, Kingston, Ladd, Painter, Renneisen, Richards).
Speaking against motion Councilman Cox spoke against the motion indicating,
in all probability, they will end up with the same
two names again. Councilman Hobel said he was not
willing, at this time, to add more names to the list.
Motion withdrawn Councilman Egdahl withdrew the motion; Mayor Hyde
withdrew the second.
Motion reaffirming It was moved by Councilman Egdahl, seconded by Mayor
Council's position Hyde and unanimously carried that the Council states
its intention that it wishes to fill the seat by
appointment as the Charter states the Council must do.
Procedures discussed Possible alternate procedures for selecting the
candidates were discussed by the Council.

Motion for reconsideration It was moved by Mayor Hyde that the Council reconsider
of list and new names the seven names whick it commenced with yesterday
(April 26), and add to that list additional candidates
as designated by individual Council members, and that
the Council re-interview those new addees to the list
if it be deemed necessary by the Council and then,
with that new list, commence balloting again.
No second to motion The motion died for lack of second.
Motion to adjourn It was moved by Councilman Hobel that Council adjourn.

Discussion of procedures Mayor Hyde reminded the Council that at the onset
of the selection process, the Council determined
that additional names could be added at any time
the Council felt it was appropriate.
General discussion ensued as to the proposal to add
new names to the list at this time, reconsider the
top seven names, or start from the beginning and
reconsider the 29 names submitted.
Motion to reconsider the It was moved by Mayor Hyde, seconded by Councilman

Clarification of motion Mayor Hyde stated that each candidate getting two
votes or more would stay on the ballot; each Council-
man would cast three votes.

Councilman Cox: Boltz, Kingston, Renneisen
Mayor Hyde: Boltz, Gillow, Renneisen
Councilman Egdahl: Boltz, Gillow, Renneisen
The names of Boltz, Gillow, Kingston and Renneisen
remain on the ballot.
Concurrence for 13th ballot The Council concurred that each would cast two votes
on the 15th ballot.

Councilman Hobel: Kingston, Renneisen
Councilman Cox: Kingston, Renneisen
Mayor Hyde: Gillow, Renneisen
Councilman Egdahl: Boltz, Gillow
The names of Gillow, Kingston and Renneisen remain
on the ballot.

Motion for 14th ballot It was moved by Mayor Hyde, seconded by Councilman
Egdahl and unanimously carried that each Councilman
cast two votes on the fourteenth ballot.
Votes cast Votes cast for the fourteenth ballot:
Councilman Hobel: Kingston, Renneisen
Councilman Cox: Kingston, Renneisen
Mayor Hyde: Gillow, Renneisen
Councilman Egdahl: Gillow, Renneisen
Concurrence for 15th By concurrence of the Council, each Council member
ballot would cast one vote on the fifteenth ballot - a
candidate would need three votes to win.
Votes cast Votes cast for fifteenth ballot:
Councilman Hobel: Kingston
Councilman Cox: Kingston
Mayor Hyde: Gillow
Councilman £gdahl: Gillow
Gillow and Kingston remain on the ballot.
Concurrence for 16th By concurrence, each Council member would cast one
ballot vote for the remaining two candidates.

Councilman Hobel: Kingston
Councilman Cox: Kingston
Mayor Hyde: Gillow
Councilman Egdahl: Gillow
Motion for adjournment It was moved by Councilman Hobel, seconded by Mayor
Hyde and unanimously carried that the Council
adjourn consideration of this matter to Monday,
May 2, 1977 at 4:00 p.m.
Mayor Hyde asked that the Council members consider
bringing back new procedures or additional names at
this next meeting.
ADJOURNMENT The meeting adjourned at 5:42 p.m. to the Council
Conference scheduled for Thursday, April 28, 1977
at 4:00 p.m. and to Monday, May 2, 1977 at 4:00 p.m.
