HomeMy WebLinkAboutReso 2006-058 RESOLUTION NO. 2006-058 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROPRIATING $125,000 FOR PARTICIPATION AT THE CALIFORNIA PUBLIC UTILITIES COMMISSION ON ENERGY ISSUES, FROM THE AVAILABLE FUND BALANCE OF THE GENERAL FUND TO THE CONSERVATION & ENVIRONMENTAL SERVICES DEPARTMENT WHEREAS, in June 2001 the City Council directed staff to actively participate at the California Public Utilities Commission (CPUC) in matters that may impact the City's ratepayer advocacy and environmental energy goals; and WHEREAS, this appropriation funds staff and outside counsel costs incurred to continue to participate in workshops and proceedings before the Commission on the most essential issue regarding Community Choice Aggregation (CCA) from October 2005 to March 7, 2006; and WHEREAS, staff has participated in workshops, Commission meetings, hearings and proceedings at the Commission, California Energy Commission and the California Independent System Operator (Regional Transmission Operator). Staff and City officials have participated in meetings with Commissioners, staff and other stakeholders to pursue environmental, cost and quality of service issues that are important to City's residential and business consumers; and WHEREAS, on December IS, 2005, the California Public Utilities Commission (Commission) voted unanimously to approve Phase II of the CCA process. Phase II establishes the basic regulations arid tariffs for submitting a CCA implementation Plan and operating a CCA. The most significant CCA issue currently before the Commission is the Renewable Portfolio Standard (RPS); and WHEREAS, the City's RPS proposal is due to the CPUC February 17,2006, and comments are expected to conclude on March 7, 2006; and WHEREAS, staff submits this resolution to fund the recent costs of continuing the City's energy work before the CPUC trom October 2005 to March 7, 2006 on the RPS and other issues affecting Community Choice Aggregation and local ratepayers. Staff will return to Council in the near future with a full report on CCA and its work before the Commission, California Energy Commission (CEC) and California Independent System Operator (CAISO) regarding other local energy issues; and WIffiREAS, the appropriation will support the City's continued participation in RPS through March 7, 2006, the most important CCA issue before the commission at this time. Resolution No. 2006-058 Page 2 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City ofChula Vista does hereby appropriate $ I 25 ,000 ITom the available fund balance of the General Fund to the Fiscal Year 2006 services and supplies of the Conservation & Environmental Services budget for participating at the California Public Utilities Commission from October 2005 through March 7, 2006.
