RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING A PILOT PROJECT FOR
SPANISH INTERPRETER SERVICES AT CITY COUNCIL,
REDEVELOPMENT AGENCY AND CHULA VISTA
REDEVELOPMENT CORPORATION MEETINGS AND
WORKSHOPS AND APPROPRIATING FUNDS THEREFOR
WHEREAS, City Council members have expressed a desire to have Spanish interpreter
services available at Council, Redevelopment Agency and Chula Vista Redevelopment
Corporation meetings and workshops; and
WHEREAS, the new City Council Chambers includes an interpreter room equipped with
microphones and wireless technology that allows the interpreter inside to communicate with
members of the audience wearing special headsets, which will allow non-English speaking
members ofthe audience to understand the proceedings; and
WHEREAS, the City's system does not address the need of non-English speaking
members of the public who wish to address the City Council/Redevelopment Agency/Chula
Vista Redevelopment Corporation from the podium. To accommodate that need, the interpreter
will need to leave the booth at the back of the chamber, come forward to the podium, and stand
next to the individual speaking to the Council/Redevelopment Agency/Chula Vista
Redevelopment Corporation members; and
WHEREAS, a pilot project to determine the level of demand for this service will allow us
to evaluate whether those attending Council / RDA / CVRC meetings and workshops require
interpretation of all or portions of these sessions, and whether one or two interpreters are likely
to be needed at each meeting; and
WHEREAS, the City has released a formal Request for Quotes to interested and qualified
professionals, with the goal of having interpreter services in place by the date of the Council
workshop on March 16.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby approve a pilot project through the remainder of Fiscal Year 2005-2006, in
which professional Spanish interpreter services are made available at City Council,
Redevelopment Agency and Chula Vista Redevelopment Corporation meetings and workshops.
BE IT FURTHER RESOLVED, that the City Council of the City of Chula Vista does
hereby appropriate $20,500 to the Fiscal Year 2006 Services and Supplies Administration budget
from the available balance of the General Fund.
