HomeMy WebLinkAboutcc min 1977/07/14 (2) MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA Held Thursday - 7:00 p.m. July 14, 1977 An adjourned regular meeting of the City Council of the City of Chula Vista, California, was held on the above date beginning at 7:00 p.m. in the Council Chambers, City Hall, 276 Fourth Avenue. ROLL CALL Councilmen present: Mayor Hyde, Councilmen Cox, Scott, Egdahl, Hobel Councilmen absent: None (Councilman Hobel arrived at 8:00 p.m.) Staff present: City Manager Cole, City Attorney Lindberg, Director of Planning Peterson, Director of Public Works Roberts Others present: Planning Commission Members: George Chandler, Wayne Smith, Gayle Johnson, Bob Renneisen Members of ACCORD: John O'Neill, Reva Lynch, Ted Martin, Mary Jane Perkins, Ken Kolk, Gerald Appleby Tom Cooke, Sedway/Cooke of San Francisco,Jim Hutchison, Project Design Consultants, San Diego Andrew Martin, MCS Development, Inc., E1Cajon 1. PRESENTATION BY TOM COOKE a. Westerly 450 acre Director of Planning Peterson explained that Sedway/ portion of E1 Rancho Cooke was under contract to study the westerly 450 acres del Rey (Rice Canyon) of E1 Rancho del Rey at the intersection of "H" Street and 1-805. Under the contract, they are to submit a set of development criteria by which the Council can measure any plan proposed for the area. The Consultant, Mr. Cooke, has been meeting with ACCORD, but this is the first time the Planning Commission has been involved. MCS Development, Inc. Mr. Peterson noted that a letter has been received from new owner of 250 acres Andrew Martin, President of MCS Development, Inc., in E1 Rancho del Rey indicating that in a joint venture with Watt Industries, they have entered into an agreement with Citibank to purchase 250 acres adjacent to I-gO5 and "M" Street. Tom Cooke Mr. Cooke said he would present an overview of the study Sedway/Cooke and some of the recommendations and guidelines. He noted Planners and Designers that the intent is not to prepare a plan, but to lay out a series of options and guidelines for the Council to have in considering proposals and plans. Preparation of the Rice Canyon Development/Conservation Guide included the following steps: (1) Open space evaluation - question of open space preservation in terms of cost (2) Consideration of public services - on-site and in surrounding areas - including water, sewer, transportation, schools, and park facilities (3) Review of population and land use estimates (4) Major land use option analysis to identify range of possible land uses to be considered and market conditions Adjourned Regular Meeting -2- July 14, 1977 (5) Consideration of overall concepts of organizing open space, residential development densities, transportation concepts and organization of commercial services (6) Documentation of potential acreage suitable for development purposes and types of uses that could be accommodated Mr. Cooke said the draft Development/Conservation Guide is an expanded outline and more detail will be provided. It is provided at this time so the Council and Planning Commission can evaluate some of the major policy implica- tions prior to the final recommendation of the Consultant. Rice Canyon Development/ Mr. Cooke said the guide covers six major concepts: Conservation Guide (1) The valley floor of Rice Canyon should be retained in an undeveloped state - part of an expanded open space system. (2) South facing slopes of Rice Canyon and ravines should be preserved in their natural state. (3) Future extension of "H" Street should be routed to minimize destruction of Rice CanTon floor - a major change in policy is being recommended in this relocation of "H" Street. (4) Urban uses and commercial facilities in northwest portion of site. (5) In the balance of the site, residential develop- ment should be limited to ridges and to the northern portion of the site where natural resources have already been damaged. (6) Necessary major water facilities, "H" Street and ridge top collector roads should be financed by an assessment district. Summary In summary, Mr. Cooke used overhead slides to present the major provisions of the Guide: developable areas identified (55% of area); circulation system; route of "H" Street and major interchanges; grading of site; water and sewer services; and land use policies of sub-areas, in- cluding densities, type of housing units, commercial uses, and public facilities. (Councilman Hobel arrived at this time - 8:00 p.m.) Ted Martin Mr. Martin referred to a letter from ACCORD expressing ACCORD their concern that 500,000 sq. ft. was excessive for the regional shopping center (Area A, page 21 of the Guide) and recommending that it not exceed 200,000 sq. ft.; also it was recommended that "full consideration be given to the feasibility of expanding the existing Chula Vista Shopping Center." In response to a query from Councilman Hobel, Director of Planning Peterson said that the above was a motion adopted by ACCORD recommending that the shopping center not exceed 200,000 sq. ft. of leased area. Adjourned Regular Meeting -3- July 14, 1977 Council discussion Council discussion followed concerning feasibility of an industrial park (not recommended by the Consultant); similarity between this plan and the plan proposed by Dr. Bloom (the difference is the location, scale and housing design); only 132 acres are developable out of the 450 acres (35%); dedication of land for open space; ranges of commercial uses permitted; density allowed (it is comparable to previous plan); and the economic feasibility of the plan. Staff and Consultant Director of Public Works Robens said they have been to work on traffic working with the Consultant on the traffic problem and problem the position of the staff differs from that expressed by Mr. Cooke and that Scheme 1 and Scheme 2 as shown in the Guide may not work. Staff will continue to work with the Consultant and the traffic engineer on this matter. Gerald Appleby Mr. Appleby commented that ACCORD had taken action on ACCORD other suggested revisions to the plan which will be brought to the attention of the Council. Staff recommendation Director of Planning Peterson stated that it is staff's recommendation that the Consultant's report be referred to ACCORD for their further study and also to the Planning Commission se they can start to become involved. Mr. Cooke has one more presentation to make as a final report, which staff recommended be a joint meeting. Final plan still Mr. Cooke confirmed that the plan discussed is not a to be prepared final document and that at this point, the Council and the Planning Commission may wish to make comments and recommendations which could be included in the final plan. Motion to refer to It was moved by Councilman Scott, seconded by Mayor Hyde ACCORD and Planning and unanimously carried that the report be referred to Commission ACCORD and to the Planning Commission for additional study, report and recommendation. CITY MANAGER'S REPORT Traffic problem City Manager Cole said that the Director of Public Works a major concern has indicated staff's concern regarding the traffic aspects of the preliminary plan and that the Council had also expressed its concern with the extension of "H" Street during the Conference held this afternoon. The staff will therefore be considering this as a major concern. Final payment still In response to a query from Councilman Hobel regarding due Consultant the payment scheduled to the Consultant, Director of Planning Peterson said that the next to the last payment of $10,000 is due upon submittal of the final report - camera-ready copy for reproduction by the City staff - and the last payment of $1,080 is due after the final presentation to the Council or at a joint meeting of the Council and Planning Commission. Adjourned Regular Meeting -4- July 14, 1977 In answer to a question from Mayor Hyde, Mr. Cooke said he would have no reluctance to include his firm recom- mendation - to lay out the options, and to suggest which ones from his professional standpoint are most appropriate. Motion for summary It was moved by Councilman Hobel and seconded by Council- to be included in man Cox that the final summary and firm recommendation final report on behalf of ACCORD be included in the final packet. Motion carried The motion carried by the following vote, to-wit: AYES: Councilmen Hobel, Cox, Hyde, Egdahl Noes: Councilman Scott Absent: None Mayor Hyde expressed the Council's appreciation for the efforts of ACCORD and the Planning Commission. ADJOURNMENT Mayor Hyde adjourned the meeting at 8:45 p.m. to the regular scheduled meeting of July 19, 1977 at 7:00 p.m. in the Council Chambers, City Hall. JENNIE ~.
