OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA
Held Thursday - 4:00 p.m. July 21, 1977
An adjourned regular meeting of the City Council of the City of Chula Vista, California, was
held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276
Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Cox, Scott, Egdahl
Councilmen absent: Councilman Hobel
Staff present: City Manager Cole, City Attorney Lindberg, Director of Public Works
Robens, Transit Coordinator Conner
SECOND REPORT ON Director of Public Works Robens commented that it was very
TRANSIT DEVELOPMENT important that the Council's commi~ent to this program be
a firm one since the City will be requesting nearly one mil-
lion dollars in federal funds for its operation.
Dave Conner, Transit Mr. Conner explained the capital projects being considered:
Coordinator (1) Transit Center construction scheduled for completion at
the end of 1978; (2) Maintenance Facility which is a con-
tinuation of the FAU project funding scheduled for comple-
tion in 1979 to coincide with the acquisition of the new
buses; (3) Bus Acquisition - the City must go to UMTA for
this funding. The application is ready; however, staff is
waiting for the go-ahead from the regional office indicating
the City's eligibility for the funds; (4) Bus Stop Improve-
ments including street side improvements.
The operating improvements include inauguration of a special
elderly/handicapped service; expansion to eight routes; in-
creased service frequency -- all of these improvements are
set over the next five years,
Transit Center Mr. Conner added that the City has received funding through
the FAU process for the Transit Center and the staff is
taking the necessary steps to select a consultant to do the
site selection and initial design. The center will be on a
one-half acre site with room for the buses to come off the
street.
Elderly/Handicapped Service The other service being considered now is the elderly/handi-
capped service and what has been recommended in the TDP is
a specialized service - one vehicle which would respond to
calls.
Council discussion Discussion ensued regarding the implementation of the program;
certification of those eligible to participate in the service;
potential for ill-will from those who want to use the service
and cannot; ID cards to be issued by the City; and the opera-
tion of "Chair-There."
Demonstration Grant In answer to the Council's query, Mr. Connor explained the
State-funded program under a Bill sponsored by Senator Mills -
"Demonstration Grant" which will be before the Council for
approval on Tuesday, July 26. There is a possibility of
100% funding the first year. After that, the annual projected
cost to tho City would be in the order of $10,000 to $15,000
a year.

Councilman Scott spoke cautiously of the escalating costs
of the program.
Cost of program Mr. Conner referred to Table 12 of his report (on file in
the office of the City Clerk) stating the amounts listed
were "conservative assumptions" in terms of estimates.
The assumption in FY78-79 was that the City would become
eligible for operating assistance through the Federal
government. That funding is only through 1980 at which
point it is supposed to be cut off; therefore, the chart
does not show any funding of FY 80-81 and FY 81-82
($175,000 to $200,000 difference). Mr. Conner added, how-
ever, that he is confident this funding or other sources
of funding will be available.
Mayor Hyde indicated the Council would have to make a
decision at that time whether to bear the additional cost
for the program or make a dramatic and drastic cutback.
Alternative program In answer to Councilman Egdahl's question, Mr. Conner
stated that the Council can eliminate all of the activi-
ties he proposed with the exception of the transit center,
maintenance facility and bus acquisition.
Elderly/Handicapped Mr. Conner explained that the total cost of the program
service is $122,000 for the first year; $58,000 capital and $64,000
operating. The revenue to offset this is $81,000 from
the Demonstration Grant, $14,000 from the City for in-
kind services, and approximately $27,000 in fare revenues.
Cash outlay would begin in year two of the operation.
Motion to accept program It was moved by Mayor Hyde, seconded by Councilman Egdahl
and unanimously carried by those present that the Council
accepts this as the program it would support.
Discussion Discussion followed regarding the long-range picture of
the program; maintenance, retirement and other costs. In
answer to Councilman Cox's question, Mr. Conner said there
was no definite point in time at which the City could sever
its relation with Aztec it was difficult to state just
when this would be.
2. SPECIAL CETA PROJECT Director of Personnel Bigge explained that the City was
FUNDING informed by RETC (Regional Employment and Training Con-
sortium) that there were some extra funds available
$35,000 to $40,000 - for projects not approved orginally.
Mr. Bigge discussed the projects proposed stating that the
Council can go with the Drainage Channels--Bayfront improve-
ment projects. The funding includes hiring three people
for one year. Later on, the City can resubmit the project
for future funding.
City Manager's recommendation Mr. Cole declared that the project that RETC is leaning
toward is the Parks and Recreation project--the one that
the City goes out and finds out what the people want; how-
ever, the Council was negative to that. Mr. Cole said he
would recommend the cleanup program.
Criteria Mr. Bigge discussed the criteria and guidelines in hiring
the personnel for the project.
Motion for approval of CETA It was moved by Councilman Cox, seconded by Councilman
project Scott and unanimously carried by those present that the
staff be directed to prepare a proposal to CETA to use three
individuals at $35,000 of CETA funds to clean up the Bay-
front and work on cleaning up the drainage channels.

3. CITY MANAGER'S REPORT No report.
4. MAYOR'S REPORT Mayor Hyde reported that Mr. Rebens was able to bring
down representatives ef FHWA (Federal Highway Administra-
tion) this morning and they went over to look at the
area of the pepper trees on "F" Street which was dis-
cussed at the last Council meeting as having to come
down due to the "F" Street widening. These gentlemen
seemed te be receptive to saving the trees and will
inform the City of their decision on Monday.
$. COUNCIL COMMENTS No comments.
ADJOURNMENT Mayer Hyde adjourned the meeting at 5:00 p.m. to the
meeting scheduled for Saturday, July 23, 1977 at 8:00 a.m.
for the purpose of conducting interviews.
