Held Thursday - 4:00 p.m. September 22, 1977
An adjourned regular meeting was held on the above date beginning at 4:10 p.m. in the
Council Conference Room, City Hall, 276 Fourth Avenue.

Councilmen present: Councilmen Cox, Scott, Egdahl
Councilmen absent: Mayor Hyde, Councilman Hobel
Staff present: City Manager Cole, Assistant City Manager Asmus, Deputy City
Manager Wittenberg, Director of Purchasing Espinosa, Data
Processing Consultant Pavlicek
In the absence of Mayor Hyde and Mayor Pro Tempore Hobel, the meeting was opened by
Deputy City Clerk Jane Diedrichs. She asked for a motion to appoint an Acting b~ayor
Pro Tempore to chair the meeting.
Motion to appoint Acting It was moved by Councilman Scott, seconded by Councilman
Mayor Pro Tempore Egdahl and unanimously carried by those present that
Councilman Cox be appointed Acting Mayor Pro Tempore.
1. PRESENTATION - City Manager Cole explained the procedure for the meeting -
PURCHASING DEPARTMENT to have a brief presentation concerning the Purchasing
Department and the Data Processing Center and then to
have the Council make a tour to view the computer equip-
ment used in the Data Processing program and the total
copier system in the Purchasing Department.
Director of Purchasing Espinosa described the three
divisions of the Purchasing Department - procurement,
central stores, and duplicating - with comments including
duties of staff members, total value of purchase orders
in FY 1976-77 ($3,301,000), procedures and files main-
tained in handling formal and informal bids, efforts
to get local vendors more involved, purchase of capital
outlay equipment, stores inventory and catalog of 800
stock items for use by City Departments.
The Council and staff discussed the operation of the
total copier system - the percent of increase in produc-
tion, special projects completed, quality of work,
control of printing requests and standard City forms
(work is performed within the approved printing budget
of the Department). It is anticipated that the use of
the IBM Copier machine will decrease when the total
copy system is moved to the new complex.
2. PRESENTATION - Deputy City b~anager Wittenberg introduced Mr. John
DATA PROCESSING Pavlicek, who is under contract as a consultant from
the EDP Management Corporation and is the fulltime on-
site supervisor of the Data Processing Center. Mr.
Pavlicek will demonstrate and explain the computer
equipment when the Council tours the premises.
Mr. Wittenberg referred to a report submitted by the
Director of Finance in November of 1976 concerning the
status of the Data Processing System and updated the
Council on current budget and projects: The budget for
this fiscal year is approximately $172,000 which in-
cludes the contract with EDP Management Corporation for
personnel and system services; City personnel has been
decreased from 8 employees to 4 employees with a total
yearly savings of $10,000; and the computer equipment
installed under a lease-purchase agreement in 1972
will be owned by the City next fiscal year.

A broad spectrum of activities are programed including;
(1) a Public Works Crew Reporting System and Project
Accounting System for Planning and Public Works; (2)
computerized police Alpha files; (3) use of the Center
to produce ~he Human Care Services and a telephone directory
for the City; and (4) and the use of County Tax Assessor
files purchased on tape from the County each year.
Mr. Wittenberg said that in response to a proposal from
the Library for an automated system to control circula-
tion, future requirements and capabilities of the Data
Processing System are being investigated.
Mr. Pavlicek elaborated on the operation of the computer
and the security of the equipment and systems, which
include duplicate copies of master files being main-
tained by the Finance Department in case of fire. He
also commented on the sale of computer time to other
agencies, i.e., the cities of Imperial Beach and E1
Cajon and the Chula Vista Sanitary Service and explained
the preventive maintenance program.
In answer to a query from Councilman Egdahl, City Manager
Cole said that the City is still investigating the cost
effectiveness of owning its own computer system. A report
will be coming to the Council regarding this aspect in
the near future.
ADJOURNMENT Acting Mayor Pro Tempore Cox adjourned the meeting at
4:50 p.m. to the regular Council meeting scheduled for
Tuesday, October 4, 1977 at 7:00 p.m. in the Council
Chambers, City Hall.
