OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Thursday - 4:00 p.m. October 27, 1977
An adjourned regular meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall,
276 Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Hobel, Cox, Scott
Councilmen absent: Councilman Egdahl
Staff present: City Manager Cole, Assistant City Manager Asmus, Director of
Public Works Robens, Assistant City Attorney Harron, City Librarian
Levine, Senior Librarian Rowe
CIVIC CENTER City Manager Cole reported that the bids were opened today
RENOVATION BIDS and, as expected, they were higher than that estimated by
the engineering staff. The lowest bid was 1.98 million
and the estimate was 1.52 million.
Director of Public Works Robens asked that a Council
Conference be held on November 3, 1977 to discuss the
bids and what other monies are available. He explained
that under the terms of the EDA grant, construction must
begin by December 2; therefore, a decision by Council
must be made by November 8 to comply with the requirements.
Motion for Council It was moved by Mayor Hyde, seconded by Councilman Cox
Conference and unanimously carried by those present that this item
be scheduled for further discussion for the afternoon of
Thursday, November 3, 1977 and that the Conference sched-
uled for Wednesday, November 2, 1977 be shifted to Thursday,
November 3, 1977 when the Council will have the Parks &
Recreation Department presentation and the Council will
also schedule this item for discussion to determine whether
or not it wants to take any other course of action prior
to the staff awarding the contract.
1. REPORT ON THE Mrs. Bluma Levine, City Librarian, spoke of the newly-
LIBRARY OPERATIONS constructed Library and its features. She said she
strongly feels that the City should install a computerized
circulation system. Mrs. Levine introduced Ms. Diane
Pinterpe and Phil Wynn of the firm of CLSI - (Computer
Library Services, Inc.)
Diane Pinterte Ms. Pinterpe presented a slide presentation depicting the
photographic charging system noting the areas throughout
the State that have installed this program. She discussed
the function of the equipment: }tow it would compute the
check-outs, latebook returns, overdue books, daily list
of books on hand, number of books circulated, demographic
figures showing the need in certain areas for branch
libraries, and a number of other features which the com-
puter would supply.
In answer to a Council query, Ms. Pinterpe stated that
the maintenance cost would be $10,000 a year. The service
is presently out of Los Angeles but they are planning a
service branch office in San Diego in the near future.

Patsy Rowe Mrs. Rowe submitted charts explaining that the cost of
Senior Librarian the equipment - $157,415 can actually be made up in ad-
ministrative savings by 1980. She assured the Council
that there would be a decrease in the amount of personnel
which would come about in the form of attrition and loss
of CETA personnel. The system is known as LIBS 100 Auto-
mated Circulation System.
Phil Wynn Mr. Wynn answered the Council's question,remarking that
the equipment is made by Digital Equipment Compafiy and
is manufactured to last for 20-30 years.
City Manager's Mr. Cole commented that at the last budget deliberations,
recommendation the Council requested that this report be submitted. He
did not expect however, that the staff recommendation
would be for immediate purchase. Since the amount in-
volved is a substantial one, he felt it should compete
with other projects at budget time. Further, he would
like the additional time to carefully evaluate the savings
which were referred to by the Library personnel.
Mrs. Levine remarked that the National City Library is
interested in the system and may want to tie into it.
The City would be able to realize some cost-benefits in
this way.
Councilman Scott felt it should be looked at on a County-
wide basis.
Price of equipment Ms. Pinterpe stated that the price quoted was good for
90 days; however, the City has until July 1 to commende
payment.
Motion for consideration It was moved by Mayor Hyde and seconded by Councilman
at budget time Hobel that the City Manager be advised that the City
Council is interested in this type of automated service
and that it be considered at budget time, at least, and
if he considered it appropriate to consider the purchase
prior to that, he should bring forth such a recommenda-
tion to the Council.
Joint sharing Councilman Scott remarked that the City is in the Serra
with other agencies System, and at one time, discussion was held in asking
the County to go jointly with this Library. Before it
gets too far down the line - to have the most sophis-
ticated system in the County - he felt that the other
agencies should be contacted and see about the feasi-
bility of sharing the costs.
Incorporated in motion Mayor Hyde said he would incorporate this in his motion;
Councilman Hobel agreed to the second.
Discussion of addition City Manager Cole reported that 6 months ago, a letter
to motion was sent out to all the other agencies that have their
own libraries asking them if they would go into a joint
powers authority to fund the cost of development of
software which would utilize a centralized computer such
as that of the City and County of San Diego. The replies
were that they were not interested and that they wanted
to see the technology developed further. Mr. Cole ques-
tioned the capacity of this equipment.
Ms. Pinterpe explained that the architecture of the machine
is such that memory capacity ~an be added and they can
assure 2-second response time even if other entities tie
into it.

Motion carried The motion and the addition carried unanimously by those present.
Branch Libraries Mrs. Levine and Mrs. Rowe submitted a map showing present
locations of branch libraries. They indicated there
could be a need for a branch at Melrose and Orange Avenue
(Alpha Beta Shopping Center).
Mrs. Levine explained that in many cases, the branches
are not doing enough business; however, it is almost
an impossibility to cease their operations since the
people protest vigorously. The cost of the branch li-
braries are very high and the City should consider it
very carefully, and take into consideration that the
schools now have excellent libraries which are available
to all children.
Report accepted It was moved by Councilman Scott, seconded by Mayor Hyde
and unanimously carried by those present that the report
be accepted and that no action will be taken at this time.
2a. SCHEDULE OF COUNCIL City Manager Cole and the Council discussed the fact
MEETINGS IN NOVEMBER that there is a fifth Tuesday in November and the Council
will not have a meeting on the First Tuesday in December
due to the National League of Cities Conference in
December. He asked if a meeting should be scheduled on
November 29, 1977.
Motion for meeting It was moved by Councilman Scott, seconded by Councilman
Cox and unanimously carried by those present that a
Council meeting be scheduled for November 29, 1977.
2b. JOINT MEETING WITH City Manager Cole announced that the consultant is now
COUNCIL, PLANNING ready to make his presentation and has informed the staff
COMMISSION AND ACCORD that he can be here on November 17, 1977. Mr. Cole recom-

COOKE PLAN
Motion to schedule meeting It was moved by Mayor Hyde, seconded by Councilman Cox
and unanimously carried by those present that the meeting
for the Sedway/Cooke presentation be scheduled as recom-
mended by the City Manager (November 17 - 7:00 p.m.).
MAYOR'S REPORT
MTDB Proposed Purchase Mayor Hyde said he received a letter from the Transit
of Railway Board stating that they are proposing the purchase of
the San Diego Arizona and Eastern Railway and asking
endorsement of the cities. He has asked that the City
Manager place this matter as an agenda item for the meeting
of November 1, 1977.
Motion for resolution It was moved by Councilman Hobel, seconded by Councilman
Cox and unanimously carried by those present that the
City Manager prepare a resolution of support for the
next meeting.
Mayor's Breakfast Mayor Hyde remarked that Mr. Fred Gary of Rohr Industries
Meeting Speaker was to have been the guest speaker at the Mayor's Break-
fast meeting on November 7; however, this have been post-
poned until January due to the fact that the Mayor has
invited Mr. Bob Nelson of the Metropolitan Transit Develop-
ment Board to speak on the proposed acquisition of the
railway.

Stop Signs at Mayor Hyde noted the action taken by the Council at the
"J" Street last meeting to install stop signs at the intersection
of "J" Street and Oaklawn. The staff is concerned about
the aspects of that action.
City Manager Cole explained that the staff's task is to
make the installation of the stop signs as workable as
possible - they will be very large signs as most of the
motorists traveling in that area will not be aware that
the signs are there. In addition Mr. Bill Roberts (Direc-
tor of Public Works) will meet with the people in the
area and explain the ramifications and the caution that
must be taken, even with the stop signs.
Council discussion Discussion followed regarding the advantages and dis-
advantages of the installation of stop signs, the "false"
sense of security, the necessity of meeting with the
parents and the school children, and the safety factors
involved at intersections.
Motion for meeting It was moved by Councilman Scott, seconded by Mayor Hyde
and unanimously carried by those present that in addi-
tion to what the City Engineer does, the City get to-
gether with the school district for an educational program
by way of the children through the school district and
by way of a joint effort of the adults at an evening
meeting in the community school to explain the safety
problems - to explain what the City is trying to do, and
explain some of the partial solutions.
ADJOURNMENT Mayor Hyde adjourned the meeting at 5:40 p.m. to the
meeting scheduled for Tuesday, November 1, 1977 at
7:00 p.m. in the Council Chambers.
