MANAGEMENT SYSTEM (NIMS) AS THE CITY'S
EMERGENCY MANAGEMENT SYSTEM
WHEREAS, the President of the United States in Homeland Security Presidential
Directive-5, directed the Department of Homeland Security to develop and administer a National

complexity; and
WHEREAS, the Governor of California in Executive Order S-2-05 directed the State
Offices of Emergency Management and Homeland Security to implement NIMS and integrate it
into the state's emergency management system; and
WHEREAS, the collective input and guidance from federal, state, and local governments
