AND ACCORD COMMITTEE OF THE CITY OF C}~LA VISTA, CALIFORNIA
Held Thursday - 7:00 p.m. November 17, 1977
A joint meeting of the City Ceuncil of the City of Chula Vista, California, was held
with the City Planning Commission and ACCORD beginning at 7:00 p.m. on the above date
in the Story Hour Room in the Children's Section of the Public Library, 365 "F" Street.

Planning Commission: Commissioners Johnson (G.), R. Johnson, O'Neil, Renneisen, Smith
ACCORD: Members Morrison, Lynch, Grieve, Watry, Appleby, Kolk, Aland,
Perkins, Wappes
Staff present: City Manager Cole, Director of Planning Peterson, Director of
Public Works Robens, Acting Fire Chief Longerbone, Assistant
Director of Planning Williams
1. PRESENTATION BY Mr. Cooke gave an oral outline of the Guide, together
TOM COOKE (SEDWAY/COOKE) with a graphic slide presentation of the proposed
ON RICE CANYON DEVELOPMENT/ development and conservation plan. The slides covered
CONSERVATION GUIDE photographs of the area, diagrams, plats and archi-
(El Rancho del Rey) tectural treatments suggested for the area. He noted
this covered the Rice Canyon area of E1 Rancho del Rey,
with the study also including recommendations as
requested by the Council.
Guide is not a specific Mr. Cooke explained that the guide is not a plan as such,
development plan but leaves open options and alternatives for considera-
tion by the community. He described the area - its
general location - and briefly reviewed the history of
the development of the area.
Function of Guide Provisions of the guide cover (1) overall policies, (2)
general land use, (3) circulation, (4) land alteration,
(S) public utilities, (6) development/conservation
guidelines, and (7) recommended future steps. Also
included is detailed information on natural site
conditions.
Specific comments by Mr. Cooke covered (1) policy frame-
work; (2) general land use with slides showing variation
in residential structures, commercial uses, public
facilities and densities; (3) open space; (4) circulation
with "N" Street as a major transit corridor; (5) land
alteration with grading and fills; and (6) public
utilities - sewers and water. General application
guidelines covered design, landscaping, and conservation
of native vegetation. Mr. Cooke concluded with comments
on criteria for assigning density, preservation of open
space, solar energy, criteria for design and possible
solution to sewer problems.
Wayne Smith Mr. Smith asked if there was a study of the economics
Planning Commission involved in the development of this area.
Economic analysis not Mayor Hyde explained that the economic analysis was
included not included because of the cost. Mr. Cooke explained
that in preparing the report, they did look at existing
market reports and that the commercial development
suggested is very feasible. In terms of housing, they
looked at what developers are using now as a "rule of
thumb" for site development, which includes streets,

Discussion Discussion followed between the Council, Planning Com-
mission and ACCORD and the Consultant concerning the
cost of bringing water into the area, high and moderate
constraint areas, grading permitted, housing mix as it
relates to the market today and developing the area to
meet the current demand or letting the site develop
according to the guidelines when the market conditions
are appropriate.
Guidelines would be a basis In answer to a query from Commissioner Lynch, ~r. Cooke
for reviewing plans said that they are proposing that the City maintain
its present Planned Community zoning and the Guidelines
would be a basis for reviewing plans. Director of
Planning Peterson said he agreed with Mr. Cooke
regarding this procedure.
Commercial centers discussed In answer to further questions, Mr. Cooke briefly
discussed the recommendations for a regional shopping
center (depending on what is done in National City at
Bonita Golf Course), specialty center, and a commercial
recreation facility and the limitations proposed.
Mr. Kolk commented that Mr. Cooke's overall presentation
was responsive to the comments made by ACCORD members
at their meeting~
Maximum water needed In response to a concern expressed by Commissioner
Watry concerning the shortage of water in Southern
California, Mr. Cooke said that the development proposed
would probably use about one-third the water that a normal
subdivision would.
Engineering staff not in total In answer to a query from Mayor Hyde, Director of Public
agreement with traffic Works Roberts stated that the engineering staff is not in
circulation total agreement with some of the constraints considered
regarding the traffic solutions and Mr. Cooke is aware
of this; the problems will need to be resolved.
Concerns of Fire Department Acting Fire Chief Longerbone discussed the concerns of
the Fire Department regarding accessibility and the
fire potential of wild land vegetation growing close to
the occupancies.
Copies of report available Director of Planning Peterson said that copies of the
report will be available to interested persons.
Motion to refer matter to It was moved by Mayor Hyde, seconded by Councilman Scott
staff, Planning Commission and unanimously carried by those present that this matter
and ACCORD for consideration now be referred to the staff for further referral to both
and recommendations ACCORD and the Planning Commission for their considera-
tions leading to recommendations to the Council for
amendment to the E1 Rancho del Rey P-C zone for this area.
Motion for timetable for It was moved by Mayor Hyde, seconded by Councilman Egdahl
submission of recommendation and unanimously carried by those present that the staff
regarding P-C zone prepare a timetable for completion of review of this
proposal and ultimate submission of a recommendation to
the Council for potential revision to the P-C zone.
ADJOURNMENT Mayor Hyde adjourned the meeting at 8:25 p.m. to the
regular meeting scheduled for November 22, 1977 in the
Council Chamber, City Hall.
