HomeMy WebLinkAboutcc min 1978/03/09 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Thursday - 4:00 p.m. March 9, 1978 An adjourned regular meeting of the City Council of the City of Chula Vista, California, was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue. ROLL CALL Councilmen present: Mayor Hyde, Councilmen Hobel, Cox, Scott, Egdahl Councilmen absent: None Staff present: City Manager Cole, Assistant City Manager Asmus, Assistant Director of Public Works Lippitt, Director of Public Works Robens 1. COUNCIL OFFICE The Council held a brief discussion of the arrangement of REMODELING the table in the Conference Room once the remodeling takes place. Director of Public Works Robens commented that after remodeling, the audience will have a better view of the display area than it has now. 2. PRESENTATION - OPERATION Director of Public Works Robens explained that he will OF THE PUBLIC WORKS discuss (1) personnel and recruitment problems; (2) DEPARTMENT department reorganization; (3) general information - feedback - areas where the Council has approved requests of the Public Works Department and how these requests have worked out. Personnel and Under personnel and recruitment problems, Mr. Robens noted recruitment problems the number of permanent positions in the entire department, those that have been there less than one year, vacancies, and CETA personnel. He remarked that in the past 15 months, 48 man months were lost (4 man years) due to the vacant positions while recruiting for the vacancies. Mr. Robens than talked about the quality of the lists sub- mitted to the department for recruitment. Three names are certified and the impact of the product and service received is quite noticeable in both the quality and quantity of the work done in the department. The net result is that the time element is affected - work assignments continue to fall behind and response to the public and Council cannot be made as quickly as it should be. Work is centered only around "priorities." Referring to a chart, Mr. Robens discussed the "recruiting saga", noting the salary compari- sons of this City with others in the County. Council discussion Discussion followed regarding the Civil Service "Rule of Three" (submitting to the departments a certified list of three persons to fill a vacancy); need for a Charter change; confidentiality of the recruitment lists in the various cities; having an on-going program with the colleges in the area for trainees; giving the department head an ad- justable salary band whereby salaries in the department could be adjusted anytime within the fiscal year; and audit of the Public Works Department. Reorganization of Noting the time, Mr. Robens said he was going to skip over the department his presentation on reorganization as this is being scheduled before the Council at budget time. Adjourned Regular Meeting -2- March 9, 1978 Update, feedback Mr. Robens discussed the handouts submitted to the Council: and workloads (1) memo to the City Manager dated April 1, 1976 entitled "The Changing Face of Public Works" in which he discussed problems in the department; (2) a project summary - projects actually being worked on at the present time - subdivisions and City projects. Charts were then presented and Mr. Robens referred to the statistics submitted by the Traffic Engineer regarding the intersection collision report for twelve months ending January 1978. Street trees In answer to Council's query, Mr. Robens declared that the street tree program has been quite successful. The residents pay $10 per tree (in accordance with Council's policy) for replacement when their tree causes a problem with lifted sidewalks, sewers, etc. Under this policy, the department has replaced 2,120 trees in six years and 425 at $10 each. Sidewalks and Under this program, the department has replaced a total of sewer laterals 36,000 lineal feet of sidewalk (6.8 miles) and 303 sewer laterals. Mainstem Mr. Robens discussed the Mainstem analys~s report for fiscal year 1977/78, stating that this program was an "unqualified The City's chip seal program, according to Mr. Robens, is the best maintenance program he has ever seen - costing 2~ a square foot. He then discussed the department's equipment - noting specifically the performance of the Murphy sweeper, the hydraulic excavator and root pruner. In conclusion, Mr. Robens noted that since 1970, 35 miles of street have been added in the City with no increase in personnel. This is due, in part, to Council's support of equipment such as the hydraulic excavator and the chip seal program. 3. REQUEST OF LION,S CLUBS Mayor Hyde noted the opinion of the City Attorney (memo FOR COUNCIL SUPPORT IN dated March 9, 1978) in which the Attorney recommended SEEKING DENIAL OF PAROLE that the Council file this matter and not take any official TO JOSEPH MORSE position based on the fact that the Council represents the entire community of Chula Vista and has no way of knowing the actual opinion of all its citizens regarding the pro- spective Morse parole. Motion to file It was moved by Councilman Egdahl and seconded by Mayor Hyde that this item be filed based on the recommendation of the  City Attorney. Discussion of motion Councilman Scott said he would like to get some input from the Chief of Police - more background as far as the Police department is concerned. Motion to table It was moved by Councilman Hobel to table the motion. No second to motion Thc motion to table died for lack of a second. Further Council discussion ensued regarding information that can be furnished by the police officers and the findings of the Community Release Board. Adjourned Regular Meeting -3- March 9, 1978 Motion to file carried The motion to file carried by the following vote, to-wit: AYES: Councilmen Egdahl, Hyde, Cox Noes: Councilmen Hobel, Scott Absent: None 4. REPORT OF VACANCIES ON Mayor Hyde stated that there is a vacancy on both the Safety BOARDS AND COMMISSIONS and Youth Commissions. He will be making a recommendation to the Council in the very near future on these appointments. 5. CITY MANAGER'S REPORT None. 6. F~kYOR'S REPORT National League of Mayor Hyde and Councilman Cox reported on the meeting set Cities Conference - up by Congressman Lionel Van Deerlin with representatives Washington of both the Fish andWildlife and Transporation Departments. The net result was that the three agencies involved are considering a joint consultation process to try to resolve the bayfront dilemma. Fourth of July parade Mayor Hyde announced that the Elks Club will not be spon- soring the 4th of July parade again this year and that he plans to meet with the Chamber of Commerce and see if they are interested. League dinner The California League of Cities dinner will be held on March 16, 1978 at the U. S. Naval Air Station at Miramar with the City of Lemon Grove as host city. Mayor Hyde asked the Councilmen to make their reservations with the City Clerk. Chamber of Commerce meeting Mayor Hyde said he received a call from the Chamber of Commerce inviting the Council to meet on Saturday morning, March 25, 1978 with members of their Executive Board for a general rap session. Omar Rendering Plant Councilman Hobel questioned what was being done about the Omar Rendering Plant problem. Mayor Hyde said he wrote a letter to the Air Pollution District Board asking for their continued consideration to resolve the problem. Election results Councilman Egdahl noted the March 7 election results of the various cities in the County, indicating that the Comprehensive Planning Organization Board will now have a minimum of seven new members. Council referrals Councilman Egdahl referred to comments made by the Director of Public Works relative to the frustration on the part of the departments in not being able to respon4 adequately to "high priority" requests from the Council for staff reports. Motion for one week It was moved by Councilman Egdahl, seconded by Mayor Hyde delay in asking for and unanimously carried that the Council set a list and staff reports the initial request for a report goes on this list, and that it comes back at the next Council meeting; further that in one week, the Council responds to this recommendation. The City Clerk was directed to place this motion on the March 21, 1978 agenda. Adjourned Regular Meeting -4- March 9, 1978 South Bay Councilman Scott referred to a STAR-NEWS article quoting Transit System Mayor Kile Morgan of National City as suggesting that there be a South Bay Transit System between Chula Vista and National City. Motion for investigation It was moved by Councilman Scott, seconded by Councilman Hobel and unanimously carried that the staff approach National City to see if they would be interested in con- tinuing the talks before any further investigation is made. Councilman Hobel asked that the motion also include the unincorporated areas. Councilman Scott stated that this was the intent of his motion. SB 1 Councilman Hobel asked for a report on the financial impact of SB 1 funds. City Manager Cole stated he would get this report to the Council. ADJOURNMENT Mayor Hyde adjourned the meeting at 5:47 p.m. to the meeting schedule for March 14, 1978 at 7:00 p.m. in the Council Chamber, City Hall.
