Held Thursday - 4:00 p.m. January 26, 1978
An adjourned regular meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hail,
276 Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Cox, Scott, Egdahl
Councilmen absent: Councilman Hobel
Staff present: City Manager Cole, City Attorney Lindberg, Assistant City Manager
Asmus, Director of Community Development Desrochers
1. COMMUNITY DEVELOPMENT Co~ununity Development Director Desrochers stated that the
BLOCK GRANT APPLICATION staff was directed to report at this meeting on the types
of housing programs that are available (Federal Housing
Subsidy Programs). He submitted a written report in which
he described the various programs - several outside the
Community Block grant funds in case the City wished to
obtain a site for a project, the number of existing units
in the City, and those proposed.
Discussion Council discussed the City's role under the San Diego
Housing Authority, the placements made by this Board, City
input, residency requirements for the low-income units,
availability of land in the City for such developments,
and Public Housing Authority criteria.
Councilman Egdahl commented that much depends on the Propo-
sition placed on the April 11, 1978 election pertaining to
the housing for low-income and moderate people.
Reality of program Mayor Hyde questioned whether the City was in a position
to act on this program this year; and if money was allocated,
how would the project proceed. Also, is $250,000 enough
for this type of program.
Mr. Desrochers said there is a demonstrated need for this
type of program in Chula Vista and it should bring on a
high priority for Section 8 and California Housing and
Finance funds. He added that there seems to be a number
of people interested in developing this type of project -
it should be successful; and if the City makes land avail-
able, this should be an added incentive. In answer to
Mayor Hyde's query, Mr. Desrochers explained that if the
Council allocated a certain amount of funds, and somewhere
down the line, the project is aborted, then a new public
hearing can be held to allocate this sum of money for
another project.
Section 8 Councilman Scott noted that under Section 8, there is no
requirement for any "feed money" and he questioned the
use of the $250,000 if this sum were to be allocated by
the Council.
Mr. Desrochers explained that the money could be used to
make provision for buying land and selling it back to the
developers at a reduced rate - an added incentive for
getting a HUD grant since HUD looks at the complete finan-
cial package of a Section 8 application.

Eligibility of program Councilman Egdahl agreed that Chula Vista is highly eligi-
ble for the grant monies because of the existing number of
units for low-income people in the City. He added that he felt
it was premature for the Council to act on this matter prior
to the April 11 election, pending the outcome of the propo-
sition on the ballot.
Councilman Egdahl felt that approval should be given to the
budget initially proposed by the staff (at the meeting of
January 24, 1978) - Block Grant Budget "A".
RESOLUTION NO. 8987 - Offered by Councilman Egdahl, the reading of the text was

Motion regarding It was moved by Mayor Hyde, seconded by Councilman Egdahl
Council's interest and unanimously carried by those present that the Council
in housing program indicate to the staff its interest in the expenditure of
next year's Community Block Grant funds towards programs
designed to increase the housing inventory for low-cost
housing for senior citizens and the handicapped in the
City of Chula Vista.
2. OPERATION OF THE Director of Personnel Bigge used a flip chart to depict
PERSONNEL DEPARTMENT the operations of the Personnel Department. Mr. Bigge
discussed the impact his department has on the community
as a whole, the services to the various City departments,
how its professional time is spent and the time distribu-
tion of the clerks. He charted the process of filling a
vacancy or hiring additional personnel in the City struc-
ture which he declared was a minimum of 30 to 45 days.
Council discussion Council discussion ensued regarding streamlining the
hiring procedures.
Mr. Bigge explained that the procedures being followed
in this City are based on 1932 model Civil Service Rules.
He added that his department is continually trying to
modernize the methods but the Council has the prerogative
of making any changes - through the Charter and/or by
ordinance.
Motion for referral It was moved by Councilman Scott, seconded by Mayor Hyde
to Civil Service and unanimously carried by those present that the Civil
Service Commission be directed to examine the (hiring)
procedures to see if they could be streamlined or simplified
in any way while still retaining the basic elements which
the Council feels are extremely essential.
FURTHER REVIEW OF THE Mr. Bigge continued with his operational review, discussing
PERSONNEL DEPARTMENT "where we are going in the next year and a half." He
noted the various governmental agencies which affect his
departmental operations such as the Regional Employment
and Training Consortium (RETC), the Federal Employment
Practices Commission (FEPC), Comprehensive Employment and
Training Act (CETA), and the Occupational Safety and Health
Act (OSHA).

3. DISCUSSION OF RE- Councilman Cox explained his proposal for the reorganization
ORGANIZATION OF of the City Government, referring to his memo to the City
CITY DEPARTMENTS Council (January 26, 1978). He suggested that eleven of
the fourteen City departments be reorganized into five new
agencies which has direct responsibility to the City Manager.
Presently, the fourteen department heads report directly
to the Assistant City Manager, and by this proposal, it
should provide the City Manager with a better line of com-
munication and more control.
Motion for City It was moved by Councilman Scott and seconded by Councilman
Manager proposal Cox that the City Manager be directed to look into reorga-
nization, not necessarily as outlined by Councilman Cox,
but one he (City Manager) thinks will be best for the City
of Chula Vista.
Discussion of motion In answer to the Council's question as to the time element,
City Manager Cole explained that he cannot complete this
study and have it effective July 1, 1978 (as originally
proposed by Councilman Cox) due to the time involved now
in preparing the budget. Mr. Cole remarked that the re-
novated buildings will be completed by November and perhaps
that would be a more realistic goal - to have the program
functioning prior to the move to the new building.
Motion regarding It was moved by Mayor Hyde, seconded by Councilman Scott
time element and unanimously carried by those present that the proposal
be due to the Council no later than September 1, 1978.
City Manager Cole said he hoped the Council would become
heavily involved in giving the staff input on this program.
He added there were other concepts that could be considered -
something the Council may be interested in.
Mayor Hyde suggested the City Manager schedule a Council
Conference sometime prior to the September 1, 1978 dead-
line - as an interim report.
Original motion carried The original motion for the City Manager's report carried
unanimously.
4. CITY MANAGER'S REPORT
a. Council Tour City Manager Cole asked if the Council wished to make
any changes to the itinerary for the City tour on Saturday,
January 28, 1978.
Motion to accept It was moved by Mayor Hyde, seconded by Councilman Cox
and unanimously carried by those present that the itinerary
by approved.
S. MAYOR'S REPORT
a. Library Mayor Hyde reported that there were three additional
appointment candidates to be interviewed.
Motion for interviews It was moved by Mayor Hyde, seconded by Councilman Scott
and unanimously carried by those present that the inter-
views be scheduled for Tuesday, January 31, 1978 at
4:00 p.m.

b. Council office Mayor Hyde referred to the memo received from staff listing
renovation alternatives for the remodeling of the Council office and
asking for Council input.
After discussion, it was concurred that the Mayor meet
and work with the staff on these plans and come back to
the Council with a recommendation.
Recess A recess was called at 5:10 p.m. and the meeting reconvened
at 5:16 p.m.

RESOLUTION NO. 8988 - City Attorney Lindberg explained that the Supreme Court

Absent: Councilman Hobel
Rape victim treatment Councilman Cox stated there were no services provided by
either Bay General or Community Hospital to handle police
requirements for rape cases. Both hospitals refuse to
handle these cases; therefore,the police have to transport
the cases to Doctor Hospital in San Diego.
Motion for staff It was moved by Councilman Cox, seconded by Councilman
investigation Scott and unanimously carried by those present that
the staff be directed to contact both Bay General and
Community Hospital and investigate the reasons why they
refuse to handle rape cases in the City of Chula Vista.
Committee meetings Councilman Egdahl reported %hat there will be a meeting
of the Committee on Housing for Low-Income Citizens
tonight at 7:00 p.m.
Councilman Scott remarked that the Visitor-Convention
Tourist Bureau Committee meets tonight at 7:00 p.m.
ADJOURNMENT Mayor Hyde adjourned the meeting at 5:40 p.m. to the
field trip scheduled for Saturday, January 28, 1978
beginning at 8:30 a.m.
