HomeMy WebLinkAboutcc min 1978/01/19 MINUTES OF A JOINT MEETING OF THE CITY COUNCIL AND THE CHULA VISTA ELEMENTARY, HIGH SCHOOL AND CO~4UNITY COLLEGE DISTRICTS Held Thursday - 4:00 p.m. January 19, 1978 A joint meeting (adjourned regular meeting) was held by the City Council and the Chula Vista City School District, Sweetwater Union High School District and the Sweetwater Community College District, beginning at 4:00 p.m. on the above date at the Norman Park Center, 270 "F" Street, Chula Vista. ROLL CALL Councilmen present: Mayor Hyde, Councilmen Cox, Scott, Egdahl Councilmen absent: Councilman Hobel Trustees and Judith Bauer, Jon Miller, Joseph Cummings, Peter Watry, Board Members: Gloria Johnson, Richard Wood, Steve Ballard, Ruth Chapman, Ernest Azhocar, Mary Brummitt City staff: City Manager Cole, Attorney Lindberg, Director of Parks & Recreation Hall, Director of Planning Peterson, Assistant Director of Public Works Lippitt School District Superintendents Leonard Servetter, Earl Denton and Chester DeVore, staff: Assistant Superintendent Mol Lopez, Principal Alfred Madison, Business Managers James Tucker and John Linn, Directors of Facilities Philip Jolliff and Gildo Codispoti Others present: Landscape Architect Ronald Pekarek, Pat Allen of FOCUS, Jean Cook, School District Public Relations, and members of various City Boards and Commissions 1. SB 201 AND CHULA City Attorney Lindberg commented on the highlights of the VISTA ORDINANCE emergency Ordinance No. 1783 recently adopted by the NO. 1783 {PROVISION Council relating to the provision for interim school FOR INTERIM SCHOOL facilities. Me explained that, as required by Senate FACILITIES) Bill 201, the ordinance establishes procedures for the collection of school fees or dedication of land to pro- vide an interim solution to the problem of inadequate school facilities created by new housing developments. The school fee or land dedication requirement applies to all building permits as well as subdivisions, rezonings or planned development projects. Mr. Lindberg stated that when an application is received by the City, the School Districts will have an opportunity to evaluate the educational deficiencies within the atten- dance area (as established by the School District Boards), and must then present "clear and convincing evidence" to the Council for the in-lieu fees or land dedication. ~ Discussion General discussion ensued concerning (1) establishing attendance areas, (2) busing problems, (3) polling other areas to determine how they are handling busing programs, (4) the concept of having the attendance area be the entire City limits, (4) the relationship factor between subdivisions and schools, (S) difficulties that arise when the school attendance area may include portions of the County and City of San Diego as well as Chula Vista, (6) possibility of amending the law at the State level to permit establishment of "fixed fee" amounts for each situa- tion, and (7) the possibility that the Districts and the developers may work out a solution without the necessity of Council action, Adjourned Regular Meeting - Joint Meeting -2- January 19, 1978 Suggestion to create Mayor Hyde commented that before modifications are made ad hoc committee in the ordinance, it will go through the proper public hearing procedures. To identify problem areas, Mayor Hyde suggested that a task force or ad hoc committee be formed with appropriate representation of ali concerned, inchding legal counsel, to re-examine the ordinance and recommend proposals to the Council to be considered at the public hearing. Motion to concur in It was moved by Member Bauer, seconded by Member Ballard creating committee - and unanimously carried that the Sweetwater High School District High School District Board of Trustees concur in the develop- ment of a committee to study the ordinance. Motion for working It was moved by Mayor Hyde, seconded by Councilman Scott committee - City Council and unanimously carried by those present that a working committee be established for the purpose of working out proposed amendments to the existing Chula Vista Ordinance. Motion to concur - It was moved by Member Johnson, seconded by Member Bauer Chula Vista City Schools and uanimously carried that the Board of Education of the City Elementary School District adopt the same motions. (Note: Mrs. Judith Bauer serves on both the Elementary and High School Boards.) City Manager to Mayor Hyde announced that the City Manager would contact arrange meeting the School District Superintendents and City Attorney to arrange a meeting, and would report on a time frame for bringing this back to the Council. (It was noted that the Sweetwater Community College District does not qualify for school district fees.) Interim ordinance in City Attorney Lindberg stated that the interim ordinance effect for 90 days will be in effect for 90 days, at which time another ordinance must be adopted. 2. CURRENT SCHOOL/ Director of Parks and Recreation Hall gave a recap of the PARK PROGRAMS various school parks programs, noting that the records show the City has been actively pursuing cooperative agree- ments and working on programs for 30 years - beginning in 1948. He outlined the growth from 5 small programs to the many varied programs today, including 20 playground activities at the elementary schools, turfing of 19 school grounds within the City limits, major developments at Greg Rogers Park school site, the pool and recreation programs (swimming and tennis) and the horticultural garden park at Southwestern College. Schools/Park Mayor Hyde briefly discussed the Schools/Park Committee Committee and its functions, He said the Committee is looking for a joint program of all the agencies involved to see what can be done mutually to maximize the utilization of the facilities that exist and to investigate the possibilities of acquiring more land for public play activities. Suggestion £or FOCUS Superintendent Servetter suggested that the FOCUS Committee committee to assist might be able to assist in working through additional needs. in school/park programs Mayor Hyde announced that in view of Dr. Servetter's suggestion, Item No. 4 on the agenda would be considered next. FOCUS PROJECT Ms. Pat Allen gave a brief background of the FOCUS Com- mittee which started in 1975 as a joint cooperative effort between the County, the City of Chula Vista, the Sweetwater Community College District, the Sweetwater Union High School District, and the Chula Vista City School District. The purpose of the task force efforts was to uphold the 1971 State of California Civic Center Act and promote the community education concept. At the present time there are 5 community schools in Chula Vista with programs ranging from parent effectiveness training to jogging, senior citizen programs, and they have recently developed the Human Care Services Directory jointly with the City. Ms. Allen reported that two agencies - the County and the Community College District - did not contribute financially this year, but have assisted with personnel. Budget shortage Superintendent Servetter reported that at the City Board for FOCUS of Education meeting on February 18, the Board dicussed the problem of funding for FOCUS. The City Schools agreed to be the fiscal agency for this project and this year the budget will be approximately $4,000 short. They will be requesting additional funds from the participating agencies. (Board of Education Members Watry and Miller left the meeting at this time to keep other commitments. 4:45 p.m.) 3. EL RANCHO DEL REY Mayor Hyde explained that the planned community zone for PLAN-SCHOOL/PARK the E1 Rancho del Reyarea is under consideration for re- SITES AND FACILITIES vision and that in any plans for modification of the exist- ing P-C zoning, the park/school sites in the current plan be re-examined. Concerns of the Member Bauer expressed a concern of Member Watry in regard School District to the integration studies and efforts of the City School District. Two concerns with E1 Rancho del Rey plan are (1) the current planned streets do not appear to be con- ducive to busing children in and out of the area safely and speedily because o£ the way the streets are designed and (2) it appear5 that this development will be primarily fairly high income housing which is not conducive to the kind of balancing that the school district must consider. Mayor Hyde explained there are three avenues of input to the City with regard to the consideration of the revision of the plan: (1) staff level, (2) the Sedway/Cooke report and actions of ACCORD relating to proposed modifications, and (3) public hearings before the Planning Commission and City Council. Discussion Discussion followed concerning (1) completion of "H" Street and widening of Telegraph Canyon Road, (2) the high cost of development in E1 Rancho del Rey, (3) the need and problems in providing low income housing, (4) the studies and recommendations made by the Mayor's Ad Hoc Committee, (S) the importance of the ballot proposition "C" which will enable the City to use Federal monies to provide housing for low income citizens, senior citizens and the handicapped, (6) the use of Block Grant funds and tax increments from redevelopment projects for low cost hous- ing programs, and (7) many low income families and minor- ities cannot qualify for even "low income" housing. Adjourned Regular Meeting - Joint Meeting -4- January 19, 1978 Councilman Egdahl noted that Mr. Pasquale, a member of the Committee on LOW Income Housing, is a representative of the developer of E1 Rancho del Rey and he has indicated that the company is interested in iow income housing and is willing to participate in any way possible. 5. VANDALISM Mayor Hyde asked that the four agencies involved make a joint effort to solve the problem of vandalism. He announced that the Parks and Recreation Department is putting together a presentation and when it is organized, the Council would appreciate comments, assistance and participation by the school districts in educational programs on vandalism and in physical policing of prop- erties. 6. TRAFFIC SAFETY Mayor Hyde commented that the Safety Commission respon- sibilities include traffic safet~and problems may be called to their attention. The Council also would appre- ciate input from the school districts regarding any traffic problems, particularly involving elementary school traffic facilities and policing. Dale Lusk Mr. Lusk said he was representing the community in the 167 Halsey request for a signal at 0aklawn and "J" Street and pre- Chula Vista, CA 92010 sented a citizen's survey taken at this intersection. He reviewed the steps taken by concerned parents in bringing this matter to the attention of the City and gave the Council an updated report on their studies, noting that the driver involvedinthe accident resulting in a fatality to a child was not cite~ and that the records show 101 citations were issued from January 1 to January 17, 1978. Discussion Discussion ensued by all concerned regarding (1) con- sideration given (in approving new subdivision~ to traffic signals for the safety of school children, (2) copy of all development proposals are forwarded to the school districts prior to approval, (3) the over-all signalization program is being considered in the 1978-79 budget, (4) possibility of redrafting school boundaries to promote crossing safety?or school children, (5) warrant system and priorities must be considered, and (6) cost of signalization. This can be done at the convenience of the Districts if they so choose. 7. JUVENILE DIVERSION Mayor Hyde explained that the Juvenile Diversion Program PROGRAM is a program where the City Police Department works in conjunction with the elementary, junior high and high schools in an effort to prevent crime problems. He said the City would appreciate any recommendations for improve- ment of this program. Member Bauer, on behalf of the School Boards, commented that the City does have an outstanding Police Department. Adjourned Regular Meeting - Joint Meeting -5- January 19, 1978 8. OTHER COMMENTS Suggestion for additional Member Chapman suggested that these joint meetings be joint meetings set up as a regular procedure for the benefit of all concerned. Schools preparing for Member Wood commented on the impact that might be expected impact of Jarvis/Gann from the Jarvis/Gann initiative. He stated the community initiative should be made aware of just what this impact will be if the initiative should pass. In this regard the High School District will be working on an alternate budget to be prepared, and consideration will be given to reduced programs. The District expects a reduction of more than ten million dollars in local revenues if this should pass. Discussion regarding Councilmembers and school representatives discussed regularly scheduled Member Chapman's suggestion for regular joint meetings, joint meetings with consideration to be given for having each agency host one meeting a year. By consensus, Mayor Hyde said he would set up a proposal for such quarterly meetings for consideration of all concerned. ADJOURNMENT Mayor Hyde adjourned the meeting at 5:55 p.m. to the regular Council meeting scheduled for January 24, 1978 at 7:00 p.m. in the Council Chambers, City Hall. Deputy City Clerk
