OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Thursday - 4:00 p.m. January 12, 1978
An adjourned regular meeting of the City Council of the City of Chula Vista, California,
was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City
Hall, Chula Vista.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Hobel, Cox, Scott, Egdahl
Councilmen absent: None
Staff present: City Manager Cole, Director of Community Development Desrochers,
Assistant City Manager Asmus, Director of Public Works Robens
1. PRESENTATION BY SAN DIEGO Ms. Ann Robinson, representing San Diego Gas & Electric,
GAS & ELECTRIC CO~IPANY discussed Assembly Bill 1852 which she stated was critical
REQUESTING SUPPORT OF to the project. The Bill was adopted by the legislators
NUCLEAR POWER PLANT AT in September 1977 requesting the State Energy Commission
SUNDESERT to provide them with information whether Sundesert should
be exempt from the two nuclear bills that were adopted in
1976. The two nuclear bills deal with waste disposal and
fuel reprocessing.
Ms. Robinson explained that the proposed plant will be
located on unproductive desert lands near the California-
Arizona border. The facility will consist of two nuclear
generating units each of which will have a net output of
950 megawatts. The first unit is expected to go into
operation in 1984 and the second in 1986. The cost of
the two units is 1.087 billion dollars (I975 dollars) but
it is expected to reach 2 billion dollars.
Council discussion followed with Ms. Robinson explaining
that public hearings will be held by thc State Public Util-
ities Commission, California Energy Resources Conservation
and Development Commission, NRC and the U. S. Department
of Interior. The public hearings are scheduled through
1979 and will have to be held beforo the 90 rogulatory
permits and approvals for the facility are granted.
Motion for rosolution It was moved by Mayor Hyde, seconded by Councilman Hobel
and unanimously carried that a resolution be prepared in-
dicating the support of the City of Chula Vista for the
projsct for consideration of the City Council at the meeting
of January 17, 1978.
2. PUBLIC HEARING - This being the time and place as advertised, Mayor Hyde
CITIZENS INPUT FOR opened the public hearing.
BLOCK GRANT PROGRAM
Director of Community Development Desrochers explained that
the Block Grant program is the result of legislation of the
Community and Housing Act of 1977 with the City is now in
its third year. The Act is currently being reviewed with
the recent legislation directed toward more categorical
type programs - housing is now the objective and goal for
people of low and moderate income, Mr. Desrochers noted
tho past City projects funded under this program. The
new guidelines are that: (1) 75% of the funds must be of
a direct benefit to low and moderate income people; (2)
improvement of living conditions must be a part of the
program; (3) the City must be willing to implement its
housing assistance plans; and (4) some economic development
programs can be funded now which were not eligible last year.

Council discussion Discussion followed in which the Council discussed the
projects eligible for this program.
Public input At this time, Mayor Hyde asked for comments from the public.
There was no public input.
Final date for Mr. Desrochers declared that January 24, 1978 is the final
consideration public comment period before the application is sent to
HUD and CPO. In answer to Mayor Hyde, Mr. Desrochers ex-
plained the publications sent out advertising this hearing.
Public hearing continued It was moved by Councilman Scott, seconded by Councilman
Hobel and unanimously carried that the public hearing be
continued to the meeting of January 24, 1978.
Program recommendations Mr. Desrochers discussed the public testimonies given at
the hearing of January 4:
Build recreational facilities for the youth
Install and repair sidewalks
Storm drain - construction and repair
Crime prevention program
Orange Avenue roadway construction
Senior center construction
Our House relocation
Remodel Memorial Park bowl
Economic development
Utility poles relocation (Greg Rogers Park)
Staff recommendations The following staff recommendations were then submitted to
Council:
1. Home loan rehabilitation $250,000
2. Code enforcement $ 20,000
3. Program administration $ 50,000
4. Wheelchair ramps $ 10,000
5. Citizen participation $ 10,000
6. Crime prevention $ 5,000
7. Economic development $ 10,000
8. Senior information center $ 8,000
9. Senior information construction $ 45,000
10. Feaster Park improvements $ 60,000
11. Sidewalk construction and
improvement $ 60,000
12. Memorial Park improvements $ 60,000
13. Orange Avenue construction $142,000
14. Central Basin drainage $236,000
15. Local Option $ 50,000
I City Council views Councilman Egdahl discussed the current renovation of the
Civic Center complex noting that the space needs study in-
dicated that space would be available for employees up to
1995. He questioned whether space could be made available
in the Civic Center for a senior service center as opposed
to constructing another building.
3. DISCUSSION OF CO,UNITY Director of Community Development Desrochers stated that
DEVELOPMENT DEPARTMENT his department is responsible for the bayfront project,
ACTIVITIES Town Center, Block Grant, special projects associated
with Community Development and Block Grant, economic devel-
opment, and the South Bay Regional Center. The department
staff also serves on sevoral committees: Town Center
Project Area Committee, Design Review, CHIP, Mayor's Ad
Hoc Committee on Housing and Redevelopment Agency.
To a lesser extent, the staff is involved with the Visitor-
Tourist Committee and the Economic Ad-Hoc committee.

Staff members Doug Boyd, Lynn Cebula and Joseph Sanseverino
outlined their work assignments and responsibilities and
the committees they work with.
Mr. Desrochers recapped the departmental activities noting
that when they first started, the department was impacting
the general fund by 50% - they are now down to 20% (cost
to the City). He added that the department is hoping to
get self-sufficient and not require any general fund monies.

5. MAYOR'S REPORT
Bayfront problems Mayor Hyde reported that he and Doug Boyd met with Congress-
man Van Deerlin's representative this morning, Dusty Rhodes,
going over the current situation at the bayfront and asking
for assistance with some of the problems. Mr. Rhodes was
very cooperative and a plan has been made whereby Congress-
man Van Deerlin will be advised of these problems. Mr.
Van Deerlin is ready and willing to contact Senator Cranston
and Congressman Udall to determine the best way of assisting
the City.
Sea Chanty Dedication Mayor Hyde announced that the sculpture "Sea Chanty" will
be dedicated at noon on Wednesday, January 18, 1978.
Secretarial Services Mayor Hyde briefly discussed the secretarial services
needed for the various boards, commissions and committees.
6. CITY COUNCIL COMMENTS
Sedway/Cooke Study Councilman Cox reported that at the last meeting of the
Mayor's Economic Advisory Committee, a report on the Sedway/
Cooke plan was presented by Norman Williams, Assistant
Planning Director.
Location of January 19, City Clerk Fulasz announced that the January 19, 1978
1978 Council Conference Council Conference with the school districts scheduled
to be held in the Children's Reading Room of the Public
Library will be held, instead, at Norman Park Center.
ADJOURNMENT Mayor Hyde adjourned the meeting at 5:44 p.m. to the
meeting scheduled for Tuesday, January 17, 1977 at
7:00 p.m. in the Council Chambers, City Hall.
