CITY COUNCIL/REDEVELOPMENT AGENCY OF THE
CITY OF CHULA VISTA, CALIFORNIA
Thursday - 7:00 p.m. February 1, 1979
A joint public hearing of the City Council/Redevelopment Agency of the City of Chula
Vista was held on the above date at 7:D0 p.m. in the Council Chambers, City Hall,
276 Fourth Avenue, Chula Vista, California with the following:

ITEM NO. 1 - PUBLIC HEARING
This being the time and olace as advertised, the public hearing was declared open.
Community Development Coordinator Boyd reiterated action taken on the draft Local
Coastal Program at the public hearing held October 5, 1978. The three major changes
incorporated into the revision section of the final LCP were: the realignment of
Tidelands Avenue to avoid the F/G Street Marsh, the inclusion of culverts in the con-
struction of the southerly access road to Gunpowder Point, and the designation of a
portion of the D Street fill as nesting area for the Least Tern.
Councilman/Member Egdahl questioned the ramps and interchanges (I-5/54) as depicted
on Figure 3 of the document.
Mayor/Chairman Hyde asked for public input from the audience; there being none for
or against, the public hearing was declared closed.
ITEM NO. 2 - RESOLUTION NO. 9479 - AUTHORIZING SUBMITTAL OF THE
CHULA VISTA LOCAL COASTAL PROGR~
Offered by Councilman Scott, the reading of the text was waived by unanimous consent,
passed and adopted by the following vote, to-wit:
AYES: Councilmen Scott, Cox, Egdahl, Hyde, Gillow
Noes: None
Absent: None

b. RESOLUTION NO. 159 - APPROVING ACQUISITION GUARANTEE AGREEEMENT WITH TITLE INSURANCE AND TRUST COMPANY
~::~ Community Development Director Desrochers explained that due to illness, City Attorney
.... Lindberg would sit in for Special Counsel Reed.
The director then requested for purpose of litigation involving the acquisition of two
parcels, that the meeting be recessed to executive session.
It was moved by Mayor/Chairman Hyde, seconded by Councilman/Member Cox and unanimously
carried to recess to executive session.
The meeting was recessed at 7:16 p.m.
The meeting reconvened at 7:39 p.m.
The purpose of the Acquisition Security Agreement is to assure Title Insurance that
adequate security will be provided when Court litigation is resolved or settlement
is reached by the owners.

Approval of the Acquisition Guarantee Agreement would authorize the Agency to enter
into an agreement with Title Insurance whereby the Agency agrees to actually acqui re
said properties now in litigation.
Offered by Member Cox, the reading of the text was waived by unanimous consent, passed
and adopted by the following vote, to-wit:

MEMBERS' COMMENTS
Members discussed various alternatives for the remodeling of the present City Hall
building relative to relocation of the City Council, City Clerk and City Attorney
offices.
Councilman Egdahl moved that the architect be free to re-think, redesign, and resubmit
locations for City Council, City Clerk and City Attorney offices.
Upon further discussion, Councilman Egdahl offered as a substitute motion that all
~) plans notwithstanding, we redesign from scratch and re-think, and give the architect
~:~ freedom to recreate. The motion was seconded by Councilman Scott and unanimously

City Planager Cole noted that acceptance of the Public Services Building (partial
acceptance of the contract) would be on the City Council agenda of February 6, 1979.
The actual move is contemplated for the weekend of February 16, 17, and 18.
In response to Councilman Egdahl's conTnent on the notice of a Monday night public
hearing regarding ambulance service, City Manager Cole indicated that date was in
error. The hearing is scheduled for the Council Conference on Thursday, February 8
at 4:00 p.m.
Councilman Cox commented on utilization of Federal programs to assist flood damage
victims. He stated this could entail having the area declared a disaster, or avail-
able low-interest loans could also be used.
It was moved by Councilman Cox, seconded by Councilman Gitlow and unanimously carried
to ask staff to look into these concerns and report back at the Council meeting of
February 6, 1979.
Mayor Hyde praised City forces for their extraordinary assistance to residents of
the Chula Vista Travelodge Mobile Home Park who were victims of the recent rains.
The Mayor noted that with their own resources residents, many of who were quite
elderly, were transported to an evacuation center.
The joint City Council/Redevelopment Agency meeting was adjourned at 8:03 p.m.
