RESOLUTION NO. 2005-292
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE FILING OF A GRANT
APPLICATION TO THE DEPARTMENT OF HOMELAND
SECURITY FOR SAN DIEGO REGIONAL TECHNOLOGY
PARTNERSHIP FUNDS TO ESTABLISH
COMMUNICATIONS INTEROPERABILITY IN THE SOUTH
BAY REGION OF SAN DIEGO COUNTY
WHEREAS, in times of disaster and other emergencies, the objective of tactical leaders
is to achieve situational awareness and make critical decisions under a high degree of
uncertainty; and
WHEREAS, technical differences between the current information systems being used by
seven law enforcement and other agencies, local prominent facilities and institutions, and the fire
departments, police departments, emergency and public services departments of the Cities of San
Diego, Imperial Beach, Coronado and National City, can impose limitations on their ability to
quickly communicate with each other; and
WHEREAS, the South Bay's regional and local coordinators, first responders, and other
agencies seek a seamless region-wide broadband wireless infrastructure that overcomes these
technical differences and enhances information management capability; and
WHEREAS, the City of Chula Vista recently completed a successful demonstration of
regional interoperability in wireless communication in collaboration with the Office of Domestic
Preparedness and the Space and Naval Warfare (SPAWARj Systems Center San Diego and a
number oftechnology partners; and
WHEREAS, the City of Chula Vista proposes to take the lead and work with the
Department of Homeland Security and San Diego State University in implementing a full rollout
of a program that will establish the needed interoperable communications throughout the region;
and
WHEREAS, the project proposes to create beneficial partnerships with multiple agencies
in the South Bay region; and
WHEREAS, grant funds have become available, on a competitive basis, through the
Department of Homeland Security's San Diego Regional Technology Partnership to fund such
projects; and
WHEREAS, the Regional Technology Partnership grant program does not require the
commitment of matching funds.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby authorize the filing of an application for local assistance funds through the San
Diego Office of Homeland Security for $3.4 million in Regional Technology Partnership funds
to establish communications interoperability in the South Bay region of San Diego County.
