HomeMy WebLinkAboutcc min 1978/11/16 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Thursday - 4:00 p.m. November 16, 1978 An adjourned regular meeting of the City Council of the City of Chula Vista, California, was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue. ROLL CALL Councilmen present: Mayor Hyde, Councilmen Cox, Gillow, Scott (arrived 4:35 p.m.) Councilmen absent: Councilman Egdaht Staff present: City Manager Cole, Assistant City Attorney Hatton, Assistant City Manager Asmus, Director of Planning Peterson, Director of Public Works Robens, City Engineer Lippitt, Acting Director of Personnel Thorsen 'Change in order o~ The Council concurred that agenda item No.2 would be discussed agenda at this time. -2. VOLUNTEERS IN CITY A written report was submitted by City Manager Cole in SERVICE response to Council approval of a pilot program for use of volunteers in Parks & Recreation and the Library. The report covered the Volunteer Program Policy Statement, a description of the administration of the program, descriptions of the volunteer assignments, a proposed budget, and suggestions on evaluation of the program! The City Manager said that in accepting the report, the Council will be adopting a policy to support the aims of the Volunteer Program and will work to assure that these aims are met. Future Council action will be necessary to (1) approve a resolution declaring Volunteers to be ployees for the purposes of Workers' Compensation coverage, and (2) approve a supplementalbudget appropriation to cover the direct costs of administering the program (approximately $700). Council discussion Council discussion ensued with staff concerning liability insurance coverage, former volunteer programs, recruitment program, citizen groups who may be interested, e.g., Friends of the Library, County Volunteer Bureau, "Life" (Learning in a Free Environment) Program, Lions Club, etc. Motion to accept report It was moved by Councilman Gitlow and seconded by Mayor Hyde that the report be accepted. Suggestion to expand In answer to a question from Mayor. Hyde, Commander Leonard program Moore (who had suggested the volunteer program) suggested that the program be carried further to include safety matters, such as the "neighborhood watch" through the Police and Fire Departments. Evaluation report to Mayor Hyde noted that the report indicated that evaluations be made in January would be done and a report made to the Council. He suggested that the first report be made the ffrst week in January and consideration given at that time as to when additional re- ports would be appropriate. The Council concurred. Motion carried The motion to accept the report carried unanimously by those present. ADJOURNED REGULAR MEETING - 2 - November 16, 1978 1. WAIVING WEST TO CAST DireCtor of Public Works Robens clarified '~hat the des- DEVCLOPMENT IN THE cription of Areas 1 through 4 was for discussion purposes EL RANCHO DEL REY only - they are not specific areas on the E1Rancho del Rey SUBDIVISION Specific Plan, but areas with common problems. Area 3 defined Mr. Robens said that area 3 is an area east of Otay Lakes Road, and what happens in this area impacts the circulation system in the E1 Rancho del Roy area. He identified the developments approved or proposed and discussed the require- ments for improvements on Otay Lakes Road and "H" Street; .current and' projected capatity on Telegraph Canyon Road; and projected congestion from the impact of these developmenlo outside the E1 Rancho del Roy area. He suggested that it would be reasonable for staff to impose offsite construction improvements on the affected streets for this area using traditional procedures - State Map Act and the City's Sub- division Code. (Councilman Scott arrived at this time - 4:35 p.m.) Mr. Robone said that staff is not ~ecOmmending any Council action at this time for this area, but staff would proceed with the policies that have been used previously in requir- ing offsite improvements. Jim Ashbaugh Mr. Ashbaugh discussed possible alternative traffic systems for this area to reduce the pressure.on East "HU Street and Otay Lakes Road. Carmen Pasquale Mr. Pasquale asked that consideration be given to extending Otay Land Company Paseo Ranchere down to Telegraph Canyon Road to help solve the traffic problem. Area 4 Mr. Robone said Area 4 in the Specific Plan, south of Area 1, has some unique problems with the construction of single family developments (El Rancho del Roy No. 5 and Casa del Rey) approved as an exception to the moratorium. This area is now governed by the Specific Plan, but the Specific Plan does not include this area in the "west to east" development for "H" Street. This area can be con- structed at any time under the requirement of Section III.E.2. Mr. Robens discussed the reimbursement districts being set up for the construction of Telegraph Canyon Road, including a sixth lane when development occurs along the south side of the road. Staff recommendations Mr. Robens stated the staff is making two recommendationsi (1) That improvements on Telegraph Canyon Road proceed west to east to serve each development so that the developments served prQgress west to east(beyond Casa del Rey). For the East College area, staff is recommending that improvements be constructed along Telegraph Canyon Road. (2) That Council direct staff to consider the inclusion of these areas for the reimbursement of "H" Street construction, Carmen Pasquale Mr. Pasquale expressed his concern regarding the distribu- Otay Land Company tion of cost of development of Telegraph Canyon Road when there are approximately 18 acres designated as open space. He said this should be taken into consideration in deter- mining costs. ADJOURNED REGULAR MEETING - S - November 16, 1978 In response to Mr. Pasquale, Mr. Robens said that it is expected that the reimbursement districts would be created throughout the entire area which would resolve the problem of open space areas. Jim Hutchinson Mr. Hutchinson discussed the problem of acquiring right of Project Design way for the construction of Telegraph Canyon Road. Consultants Charles Lewsader Mr. Lewsader referred to several small parcels of land that are unable to develop due to the requirements for the completion of "H" Street. Summation by Director Mr. Robens summarized as follows: Area 1: No staff of Public Works recommendation - this area cannot develop until a program is submitted by the developers for the full construction of "H" Street. Area 2: Development is restricted until "H" Street is constructed. Area 3: This area is outside the Specific Plan and has no restrictions; however, staff suggests it is appropriate to make certain requirements and condition on offsite facilities to insure that capacities are met on Telegraph Canyon Road and Otay Lakgs Road. Area 4: To make sure Telegraph Canyon Road is constructed before South College and East College are developed, which would require an amendment to the Specific Plan. In answer to a question from Mayor Hyde, Mr. Robens said staff will be considering relocating "J" Street as an amendment to the Specific Plan, if the Council accepts this concept - and staff is asking for Council direction. Motion for staff It was moved by Councilman Scott, seconded by Mayor Hyde and recommendations unanimously carried by those present that the staff formalize their recommendation for amendments to the Specific Plan con- cerning development west to east on Telegraph Canyon Road and for the area north of "J" Street. Regular Council meeting Mayor Hyde commented on the fact that at one point the to be held on meeting of November 28, 1978 was cancelled due to a lack of November 28, 1978 a quorum, but now there will be a full Council. Council discussion followed concerning whether the meeting should be a workshop or Council Conference arrangement rather than having a standard agenda. Motion for City Manager It was moved by Mayor Hyde, seconded by Councilman Gillow to have option in and unanimously carried by those present that the Council structure of meeting give the City Manager the option of scheduling the 28th for November 28, 1978 meeting to be either a standard agenda meeting, or one which is more in line with a Council Conference type meeting, and to let the Council know at the next meeting.
