MINUTES OF AN ADJOURNED REGULAR MEETING OF THE = CITY COUNCIL OF CHULA VISTA, CALIFORNIA held Saturday - 8:30 a.m. June 30, 1979 An adjourned regular meeting of the City Council of Chula Vista, California, was held on the above date beginning at 8:30 a.m. in the Council Conference Room, City Hall, 276 Fourth Avenue. ROLL CALL Councilme%n 7esent: Councilmen Cox, Hyde, Gillow, Scott Councilmen absent: Councilman Egdahl SCREENENf. OF COUNCIL Mayor Hyde commented that in April 1977, the Council received ~NDIDATE APPLICATIONS 27 applications to fill the vacancy (caused by the election of Will T. Hyde as Mayor). The procedure followed at ~hat time was a screening of the applications to "not less than five nor more than ten". The actual number selected was six, and these candidates were given a series of questions to answer during their interviews. Motion to follow It was moved by Mayor Hyde, seconded by Councilman Gillow same procedure and unanimously carried by those present that the Council follow the same procedure in screening the candidates. Screening procedure Mayor Hyde noted that from the list of 27 candidates, each Councilman is to vote for six candidates. Motion regarding It was moved by Mayor Hyde, seconded by Councilman Gillow announcement of votes and unanimously carried by those present that the City Clerk announce the results of the screening - which Councilmen voted for which candidates~ Interview procedure Councilman Gillow referred to his memo dated June 28, 1979 in which he stated he artended a seminar on interviewing skills and talked to the instructor, Greg Wright. As a result, he included a list of "legal" and "illegal, questions the Council should be aware of during the interview process. 1st Ballot The results of the first ballot were as follows: C. R. Campbell - 4 votes William S. Cannon - 1 Gayle S. Johnson - 2 Paul W. Leglet - 2 David Malcolm Gayle McCandliss - 4 Jon M. Miller - 2 Leonard M. Moore - 3 Linda Navarro - 1 Robert R. Rhodes - 2 J. O. Lee Solomon - 2nd Ballot Each Councilman was asked to vote for five candidates. To remain on the list, a candidate must receive at least two votes. The results of the second ballot were as follows: C. R. Campbell - 4 votes Gayle S. Johnson - 2 Paul W. Leglet - 2 David Malcolm ~<2 Gayle McCandliss - 3 Jon M. Miller - 2 Leonard M. Moore - 2 Robert R. Rhodes - 2 J. O. Lee Solomon - 1 Held~9-aturday - 8:30 a.m. - 2 - June 30, 1979 Interviews Mayor Hyde announced that the eight candidates will be interviewed on Monday, July 2, 1979 beginning at 7:00 p.m., - 15 minutes for each candidate Questions The Council reviewed the questions asked in April 1977 adding a number 7: I. What is your opinion on the City's Ut~y Users Tax? 2. What is your position on Redevelopment: A. Bayfront B. Town Centre I and 2 3. Give us your vie~ooint on how the undeveloped port~n of E1 Rancho Del Rey area should be developed. 4. What do you think are the most important problems facing the City of Chula Vista at this time? 5. What experience have you had that you feel qualifies you for this office? 6. What is your opinion regarding social services (Human Care Services) the City of Chula Vista should provide its citizens? 7. In view of Proposition 13, what current City services do you feel should be curtailed or eliminated? Motion to meet It was moved by Mayor Hyde, seconded by Councilman Cox earlier and unanimously carried by those present that the Council convene the meeting at 6:45 p.m. on Monday, July 2, 1979.
