RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND BENTON ENGINEERING, INC. FOR SOILS INVESTI-
GATION WORK REQUIRED TO CONSTRUCT DRAINAGE FACILITIES
BETWEEN "F" STREET AND "G" STREET NEAR WOODLAWN AVENUE
AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that that certain agreement between THE CITY
OF CHULA VISTA, a municipal corporation, and BENTON ENGINEERING,
INC. for soils investigation work required to construct drainage
facilities between "F" Street and "G" Street near Woodlawn Avenue
dated the 12th day of March , 1985, a copy of which is
attached hereto and incorporated herein, the same as though fully
set forth herein be, and the same is hereby approved.
BE IT FURTHER RESOLVED that the sum of $6,600 is hereby
authorized to be expended from Account 632-6320-BG140 for said
services of Benton Engineering, Inc.

SOILS ENGINEER AGREEMENT
THIS AGREEMENT is made and entered into this12th day of

That Soils Engineer shall perform a soils investigation between
"F" Street and "G" Street near Woodlawn Avenue and the MTDB
right-of-way for drainage improvements as described in attached
Exhibit A.
TIME FOR COMPLETION OF WORK:
The Soils Engineer shall complete the work within sixty (60)
calendar days from date of execution of Agreement.
OWNERSHIP OF DATA, REPORTS AND DOCUMENTS:
The Soils Engineer shall deliver to the City, as the work is
completed, all reports of tests made, studies, reports, plans,
drawings, and all other materials and documents received by or
prepared by the Soils Engineer in the performance of this
Agreement; all such reports, studies, plans, drawings, and other
materials and documents shall be the property of the City.
That the City shall perform as follows:
A. Furnish to Soils Engineer such records, and other documents
as are available and may be reasonably required by Soils
Engineer in the performance of the services hereunder.
B. Pay to Soi 1 sEngi neer a fee in accordance wi th attached
Exhibit A
INDEMNITY:
Soils Engineer agrees to indemnity and save City and its agents
and employees harmless from any and all liability, claims,
damages or injuries to any person, including injury to Soils
Engineer's employees and all claims which arise from or are
connected with the negligent performance of or failure to
perform the work or other obligations of this agreement, or are
caused or cl aim to be caused by the negl i gent acts of Soi 1 s
Engineer, his agents or employees, and all expenses of
investigating and defending against same; provided, however,
that this indemnification and hold harmless shall not include
any claim arising from the sole negligence or willful misconduct
of the City, its agents or employees.
SECTION 6.
That this Agreement may be terminated by either party hereto by
mailing written notice thereof to the other party.
IN WITNESS WHEREOF, the parties hereto have caused thi s Agreement to be
executed on the day and year first hereinabove written.

Dear Mr. Go Idkamp:
We appreciate the opportunity to present a proposal for a soils investigation to be conducted
for the above drainage improvements. The purpose of this investigation will be to determine
the ccndition of existing sub grade soils and their suitability to support these structures, and
to determine the stability of the existing soil, so that it may be determined whether or not
vertical cuts of 5 to 8 feet may be expected to stand during trenching, or if additional sroring
is needed. In addi tion, we propose to investigate the soils be low the footin~ of two existing
buildings adjacent to the proposed work, by hand excavations, to determine depths of
existing footings. Also, the hand pits will be excavated to 3 feet below the invert in order
to ta~e undisturbed sample'-for laboratory tests. It is understood that the City of Chula Vista
will take protographs of all existing bui Idings and structures near the storm drain route as a
record before the project starts. Also, we will inspect and record any existing cracks or
differential movements already existing in the buildings adjacent to the storm drain, in the
event that it is later contended that the storm drain work resulted in any damage to the
buildings.
It is proposed to hand excavate four test pits in the area of the two buildings, to depths of
approximately 10 feet below the ground surface and to 3 feet below the invert of the proposed
pipe. In addition, it is proposed to drill four borings, 24 inches in diameter, along the route
of the proposed pipe and drainage channel with a truck-mounted rotary bucket-type auger to
10 to 15 feet deep. It is assumed that the City of Chula Vista has obtained permission for access
for sampling at various points along the proposed route. We will arrange to check for the
existence of any underground utilities within the areas of the hand pits and test borings so that
no utilities will be damaged.
The borings will be drilled, 24 inches in diameter, using a truck-mounted rotary bucket-type
drill rig. The soils enccuntered in the borings will be logged by our field engineer and
undisturbed samples will be taken at intervals of 2 to 4 feet, where possibl e, in the gravel-free
various soil types to the depths of exploration. The samples wilt be obtained by driving a special

steel sampling tube, lined with 12 one-inch high by 2.42 inch inside diameter brass
cylindrical liners into the soils ahead of drilling. The samples will be extracted from the
borings with the soil still confined within the brass liners. A six-inch section of the center
portion of each sample will be taken for laboratory tests in close-fitting waterproof containers
in order to retain the field moisture until completion of the tests. loose bulk samples will
also be obtained of representative fill and/or backfill soils for laboratory testing.
Laboratory tests will be performed on all of the undisturbed samples to determine the field
moisture and density. Direct shear tests will be conducted on saturated and drained samples
under several normal loads to determine the angle of internal friction and cohesion. These
data will be used in stability calculations and active, passive pressures and bearing value
determinations. Also, load-consolidation tests will be performed on representative samples
of the soils. The data from these tests will be used to determine the allowable supporting
capacity of the soils and active and passive pressures if needed for underpinning or shoring
design. In order to determine the maximum dry densities and optimum moisture contents of
any fill soils, the representative samples will be tested by the A.S.T .M. D 1557-78 method
of compaction which uses 25 blows of a 10 pound rammer falling from a height of 18 inches
on each of 5 layers in a 4-inch diameter 1/30 cubic foot compaction cylinder.
The findings In the field investigation, test data, conclusions and recommendations will be
presented in a final report. The engineering charges for this investigation will be based
upon our standard hourly rates plus the cost of drilling. The estimated total charges for the
investigation are presented as follows:
