RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND BENTON ENGINEERING, INC. TO PROVIDE SOILS
INVESTIGATION SERVICES FOR IMPROVEMENT OF "c" STREET
ADJACENT TO THE SOUTH BAY PIONEERS
AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that that certain agreement between THE CITY
OF CHULA VISTA, a municipal corporation, and BENTON ENGINEERING, INC.
to provide soils investigation services for improvement of "c" Street
adjacent to the South Bay pioneers
dated the 12th day of March ,1985, a copy of which is
attached hereto and incorporated herein, the same as though fully
set forth herein be, and the same is hereby approved.
BE IT FURTHER RESOLVED that the sum of $6,100 is hereby
authorized to be expended from Account 631-6310-3G149 for said
services of Benton Engineering, Inc.

SOILS ENGINEER AGREEMENT
THIS AGREEMENT is made and entered into this 12ttday of

NOW, THEREFORE, IT IS HEREBY AGREED by and between the parties hereto as
foll ows:
SECTION 1.
That Soils Engineer shall perform a soils investigation of "c"
Street east of Thi rd Avenue adj acent to the South Bay Pi oneers
as described in attached Exhibit A.
SECTION 2.
TIME FOR COMPLETION OF WORK:
The Soils Engineer shall complete the work within sixty (60)
calendar days from date of execution of Agreement.
SECTION 3.
OWNERSHIP OF DATA, REPORTS AND DOCUMENTS:
SECTION 4.
The Soils Engineer shall deliver to the City, as the work is
completed, all reports of tests made, studies, reports, plans,
drawi ngs, and all other materi al s and documents recei ved by or
prepared by the Soils Engineer in the performance of this
Agreement; all such reports, studies, plans, drawings, and other
materials and documents shall be the property of the City.
That the City shall perform as follows:
A. Furnish to Soils Engineer such records, and other documents
as are available and may be reasonably required by Soils
Engineer in the performance of the services hereunder.
B. Pay to Soil sEngi neer a fee in accordance wi th attached
Exhibit A
SECTION 5.
INDEMNITY:
Soils Engineer agrees to indemnity and save City and its agents
and employees harmless from any and all liability, claims,
damages or injuries to any person, including injury to Soils
Engineer's employees and all claims which arise from or are
connected with the negligent performance of or failure to
perform the work or other obligations of this agreement, or are
caused or claim to be caused by the negligent acts of Soils
Engineer, his agents or employees, and all expenses of
investigating and defending against same; provided, however,
that this indemnification and hold harmless shall not include
any claim arising from the sole negligence or willful misconduct
of the City, its agents or employees.

SECTION 6.
That this Agreement may be terminated by either party hereto by
mailing written notice thereof to the other party.
IN WITNESS WHEREOF, the pa rti es hereto have caused thi s Agreement to be
executed on the day and year first hereinabove written.

Dear Mr. Goldkamp:
We appreciate the opportunity of presenting to you, at your request, a proposal for the
soils investigation for the improvements of "C" Street east of Third Avenue and west of
Del Mar Avenue in Chula Vista, California.
It is proposed to drill five test borings at the site to estimated depths of 15 to 30 feet to
verify the character of fill soils and the depths where suitable natural soils exist. Also,
the slope of the fill soils on natural ground will be recorded and the bedding planes of
the natural formations. Sufficient exploration into these strata will be accomplished for
stability analyses. The borings are to be drilled 24 to 30 inches in diameter with a truck-
mounted rotary bucket-type drill rig. The soils encountered in the borings will be logged
by our field geologist and undisturbed samples will be taken at intervals of 2 to 5 feet, in
the gravel-free soils to the depths of exploration. The samples will be obtained by driving
a special steel sampling tube, lined with 12 one-inch high by 2.42 inch inside diameter
brass cylindrical liners into the soils ahead of drilling. The samples will be extracted from
the borings with the soil still confined within the brass liners. A six-inch section of the
center portion of the sample will be taken for laboratory tests in close-fitting waterproof
containers in order to retain the field moisture until completion of the tests. Our field
geologist will be lowered in each test boring, where safety permits, to determine the slope
of the contact of fill on the natural soils and the bedding planes of the natural formations
and to determine if any adverse oriented bedding planes exist. Loose bulk samples of representative
fill soils will be obtained for laboratory compaction tests based on the A.S.T.M. D 1557-78
method.
Laboratory tests will be performed on all of the undisturbed samples taken from the test borings
to determine the field moisture and density. Also, shearing strength tests will be conducted

on representative samples at field moisture and also under increased moisture conditions to
simulate the possibility of the future intrusion of water from any source. Load-consolidation
tests will be performed on representative samples of the soils taken below the proposed retaining
footings. The data from these tests will be used to determine the allowable active, passive,
and bearing capacities of the soils and the estimated settlements of retaining wall footings.
Also, shearing resistance tests will be conducted on the fills remolded to 90 percent of maximum
dry density, then saturated and drained and sheared at several normal loads, in order to
provide data for the determination of the angles of internal friction and cohesion of the soils.
The findings, test data and conclusions will be presented in a final report. These will include the
recommended allowable bearing values, and design active and passive earth pressures for
retaining wall design and grading procedures and specifications for placement of compacted
filled ground; together with a suitable slope ratio for compacted filled ground.
The estimated charges for the drill ing, logging, sampling, and testing and report preparation
of five borings to estimated depths of 15 to 30 feet for the investigation are presented as follows:

It is understood that when the findings in the three upper borings and one 10wer boring are known,
