Held Thursday - 4:00 p.m. August'24i 197'8.
An adjourned regular meeting of the City Council of the City of Chula Vista,CaIifornia, was
held on the above date beginning at 4:00 p.m. in the Council Conference Room~City Hall,
276 Fourth Avenue.
ROLL CALL

1. RESOLUTION 9244 - City Manager Cole reported .tha~ the C6unty HouSing Authority
RESCINDING RESOLUTION rejected the SS unit pr.oposal by the City, and %he Council
NO. 9240; APPROVING has been requested %o consider increasing the number of units

Karla Cohn In answer to questions from the Council, Ms. Cohn discussed
Housing Authority the feasibility of the 100 units, prototype costs, including
Coordinator land acquisition and ~onstruction, noting that the total
development cost for 100 units wouldbe estimated at 3.7
million dollars.
Council discussion In depth discussion followed including other cities who
might have approved housing, alternatives to the 100 units,
economics involved in maintenance and vacancy factors,
criteria for eligibilitF, responsibility for maintenance,
and thi~ type of housing would fill requirements for Com-
.. munity Block Grants.
Motion to increase It was moved by Councilman Bgdahl and.seconded by Councilman

Council discussion ensued regarding the application being
limited to 100 units, by-action'of the County Board of Super-
visors, with 10 percent to be handicapped units.
Motion modified and Councilman Egdahl modified his motion to increase the units
carried to 100, including 10 percent for handicapped. Councilman
Gillow a~reed to the second and the motion carried unanimously.

4. LIBRARY SCHEDULING City Manager Cole referred to the repor~ submitted to the
Council on August 22, 1978 - "Sunday Opening of Library" -
which was presented in response to Council direction that
fhe staff review the library scheduling. He, said that the
Library has-been closed on Sunday due to budget constraints
after passage of PropoSition 13 and alternate reconanenda-
tions were submitted. Mr. C~le also call'ed the Council's
attention to the report submitted today - "Library Service
ReduCtions." Mayor Hyde noted that the staff recommenda-
tion'was not to open the Library on Sundays at this time.
Motion to accept staff It was moved by Councilman ScOtt and seconded by Councilman
report Gillow that the staff report be accepted.
In response to a query from Councilman Egdahl, Administra-
tive Analyst Deborah Swartfager outlined the rationale for
using the criteria of weekly circulation for the Sunday
closing as being the only "hard facts" available.
Motion carried The motion carried unanimously.
T. A. Smith Mr. Smith referred to his letter addressed to the Council
Chula Vista concerning the reserve book list which has been discontinued.
Council discussion Council discussion followed concerning the policy of not
maintaining .a reserwe book list, the cost involved, the
clerical time required, and the possibilitX that thiScan be

Library service reductions C0uncilnan Scott referred tothe staff report regarding
Library service reductions and the importance of this subject
in light of Proposition
Motion to schedule this It was moved by Councilman Scott, seconded by Mayor Hyde and
matter for Council unanimously carried that this matter be scheduled for a
Conference regular Council Conference as"soon as possible.
RECESS A recess was called at 5:22 p.m. to give the Council an.
opportunity to review the staff report prepared for today's
meeting regarding the use of volunteers in City operationS.
The meeting reconvened at 5:27 p.m.
5. VOLUNTEERS IN CITY SERVICE Councilman Egdahl referred to the proposal received from
Commander Moore regarding volunteers in the service of the
community. He expressed his concern that there may not be
adequate time at this meeting to consider this matter and
suggested that discussion of the staff report be postponed;
and in the meantime that information be secured on what other
cities are doing regarding volunteer programs.

Pilot Program suggested AssiStant City Manager Asmus said that the staff report.
· is recommending that pilot programs be' developed in the
near future involving the Library and Parks and Recreation'
Departments, taking into consideration direct and indirect
costs.

In answer to a query from MayOr Hyde, City Manager COle said

months.

6. ORDINANCE NO. 1828 - City Manager Cole said that Proposition 13 did not cover the
LEVYING TAXES ON ALL taxing for servicing bonded indebtedness. and it is necessary

8. CITY MANAGER'S REPORT
Revised Council Conference City Manager Cole called attention to the revised Council
Schedule Conference schedule dated August 23, 1978. He noted the
topics for the meeting scheduled on AuguSt 31, 1978:
(1) Aztec Bus contract.negotiations; (2) Office furniture
bid; and (3) CPO - Regional Planning - CaltahanTask Force.

9. MAYOR'S REPORT
University of Minnesota Mayor Hyde reported that representatives from the UniVersity
expressing interest in of Minnesota were in ~he City and,had discussOff with ~staff~
possible annexation of th~ possible anneXation of 'anarea in the sOUth end o~ town
property on Third Avenue on Third Avenue - a parcel opposite the mobile home park
(Five-Ten Mobile Ranch).
MayOr Hyde said that there are additional candidates to be..
interviewed for the Planning COmmission and the Library
Board of ~rustees.
Interviews scheduled fo~ It was moved by Mayor Hyde, seconded by Councilman Cox and
Wednesday, August 30,1978 unanimously carried that interviews be scheduled on Wednesday,
August 30, 1978 at 5:00 p.m. for appointments tothe Planning
Commission and Library Board of Trustees.
10. COUNCIL COMMENTS None
