(6]9) 509-5~ Dear Mr. Rowlands: I am writing" as you requested, to propose a scope ofserviccs, tenn. and conditions for thc consulting relationship with the City of Chula Vista that c have discussed. The purpose of the relationship would be to develop and imp1ement earned ml;1dia strategy to increase regional and national media awareness and expo. ure of Chula Vista as the site oftbe U.S. Olyropic CommiUee's ARCO Training center~' 'fC), and identification ofChula Vista in media eoverdge oftbe OTC, the athlete!: w train there and events that take place there. In order to take advantage of public and m dia interest in the 2000 Olympic Games in Sydney, Australia, a concentrated effort woul be made during the next three months to generate positive publicity for the City as tl-je home of the OTC through athletes training at the Center and events .held therc. I LO~~tlv~ I Thc objectives of this "fIoft would include the tollowing: 1. To incr<:ase regional and national media exposure.ofChula Vista tfu: home of the USOC's largest Olympic Training Center by publiciring the role oft e faL;1ity. and the athlctcs and activities associatod with it j 2. To reiuforce the factlhat the OTC is located in Chula Vista, not i~ San Diego. and to CIlcoumge use of"Chula Vista., CA>> as the datelinc for storie~ about!oT originating froD1 the ()TC. I 3. To cncour<lge thc inc1u..'<ion of information about ChuIa Vista in redia coverage of the aTC and the athletes and activities associated with it, and to provid such infotmation about the City, as appropriate. To build awareness ofChula Vista's involvement and idc:ntity wirll the USOC and Olympic sporLS in ways that enhance the CiLy's image as a visitor and ~iJ1ess destination and overall marketing goals for eronomic development I II. Duties and Responsibilities I My duties and n;:sponsibilitie:s wou1d inclL1dc:. but would not ne:(;e:~y be: limited to, the ft>lIowing: I a) Help publicize thc fifth annivcrsarY of the OTC's opening in conj~nction with celebrations planned for International Olympic Day on June 23, 2000. I b) Develop and execute a media strategy acceptable to the City, thefsoc, the aTe and the NGBs to increase positive publicity for the aTe and Chula V ta and focuses attention on the aLhletes lmining at the aTC for the 2000 Olympic ame:; and related events. I I c) Produce and place news and feature stories about the OTC and at~ letes tmining there for regional and national media. This wilt include particular cmphasis pn generating stories about athletes training at the aTC in Lheir "hometown" media. Tt is u/ldemood that access to the OTC and athletes must be coordinated with the USOC and NGBs, and that stories will be subje(;t to reasonable review and approval by the usoe.1 d) Cultivate relationships on behalf of the City and propose story id~ to news executives. assib'T1ment editors, produ(;ers and reporters ITom regional and ~t~onal media outlets, including specialty and general market newspapers, magazines, ne~s services, television and radio stations and networks, Internet content providers, etc. 11J.eSe contacts will be (;oordinated, as appropriate, with tbe USOC. I Certain events that will take place this summer appear to be logical JpeaJ points for proactive media relations efforts. 1 WQuld anticipate developing media opportuJJities targeting these events: 1) The International Olympic Day and 5"" anniversary celebration ofthe opening ofthe OTC in Chola Vista on June 23, 2000; 2) The dedication of the sollball lield in C'hula Vi~ta on July 11,2000; 3) Storic.s on athletes who qw\.lify for the U.S. Olympic canoelkayak team at the Trials on June 9-11, 2000; and 4) Torrs and activities involving the aTC scheduled in association with 1he processing arid outfitting of the U.S. Olympic Team in San Diego, Aug. 15- Sept. 13,2000. I I T also propose that we' consider targeting certain media outlets and 1)!pes or stories, as follows: I 1. Associated Press. Reinforce efforts with the AP. sports editor in Jan Diego (Bcrnic Wilson) to assign and run on the A.P.'s regional and national wires ftories about the aTC, and faciJitate the AP.'s access to athlctes and evcnts. I I I 3. Encourage modia outlets to feature ttie OTC il~elf and staff mcmJ>Frs nutritionists, psychologists, sports scienlistsand others who help athletes pr~pare for Olympic-.;aliber competition - as well as the athletes themselves. ! 4.
