RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AMENDING THE GENERAL PLAN FOR 17.6 ACRES AT THE
INTERSECTION OF FLOWER AND "E" STREETS FRCM MEDIUM TO
HIGH DENSITY RESIDENTIAL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, EIR-84-2 on this project has been reviewed and
the information considered, and it has been prepared in accordance
with the California Environmental Quality Act of 1970, as amended,
and the California Administrative Code and the Environmental
Review Policy of the City of Chula Vista, and
WHEREAS, the City Council of the City of Chula Vista has
heretofore on January 17, 1984 held a public hearing to consider
an amendment to the General Plan to change approximately 17.6
acres at the intersection of Flower and "E Streets from Medium to
High Density Residential, and
WHEREAS, having heard testimony at said public hearing
and received the recommendation of the Planning Commission as
contained in their Resolution No. GPA-83-6, the City Council now
desires to make said revision to the General Plan.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the amendment to the
General Plan to redesignate 17.6 acres at the intersection of
Flower and "E" Streets from Medium to High Density Residential in
accordance with Planning Commission Resolution No. GPA-83-6
adopted on the 14th day of December, 1983.
BE IT FURTHER RESOLVED that the City Council hereby
certifies that it has considered the information contained in
EIR-84-2 as it acts upon said General Plan amendment.

RESOLUTION OF THE CITY OF CHULA VISTA PLANNING'
COMMISSION RECOMMENDING TO THE CITY COUNCIL THE
ADOPTION OF AN At~ENDt'1ENT TO THE GENERAL PLAN FOR
17.6 ACRES AT THE INTERSECTION OF FLOWER AND "E"
STREETS FROM MEDIUM TO HIGH DENSITY RESIDENTIAL
WHEREAS, the City received an application for an amendment to the General
Plan for 17.6 acres at the intersection of Flower and "E" Streets from Medium
to High Density Residential, and
WHEREAS, the Planning Commission set the time and place for the hearing on
said amendment and notice of said hearing, together with its purpose, was
given by its publication in a newspaper of general circulation in the City and
by its mailing to property owners within 300 feet of the exterior boundaries
of the property at least ten days prior to the hearing, and
WHEREAS: the hearing was held at the time and place as advertised; namely,
7 :00 p.m., December 14, 1983, in the Council Chambers, 276 Fourth Avenue,
before the Planning Commission and said hearing was thereafter closed; and
WHEREAS, the Commiss ion cert ified EIR-84-2 as adequately address ing the
environmental impacts associated with the proposal.
NOH, THEREFORE, BE IT RESOLVED THAT from the facts presented to the
Planning Commission, the Commission finds that public necessity, convenience,
general welfare, and good planning practice require the redesignation of 17.6
acres at the intersection of Flower and "E" Streets from Medium to High
Density Residential as shown on the attached Exhibit A.
BE IT FURTHER RESOLVED THAT the Planning Commission recommends to the City
Council that said amendment to the General Plan be adopted and that a copy of
this resolution be transmitted to the City Council.

RESOLUTION OF THE CITY PLANNING COMMISSION
CERTIFYING AN ENVIRONMENTAL IMPACT REPORT
WHEREAS, John B. Morgan and John W. Gardner, Jr., requested a General Plan
Amendment, rezoning, and tentative subdivision map approval of property
located at the northeast and northwest intersection of Flower Street and II Ell
Street, and
WHEREAS, it was determined that the project could have a 'significant
environmental impact and, therefore, it was necessary to prepare a focused
environmental impact report, and
WHEREAS, the Environmental Review Coordinator, after reviewing proposals
for the preparation of draft and final environmental impact reports for the
project, sel ected RBR and Associates, I ncorporated to prepare the documents,
and
WHEREAS, on October 25, 1983, the Environmental Review Coordinator issued
for public review the draft of EIR-84-2 on the Morgan and Gardner apartment
complex, and
WHEREAS, legal notice of the availability of the draft environmental
impact report was given through publication in a newspaper of general
circulation on October 30, 1983, and a notice of completion was filed with the
Secretary for Resources of the State of California, and
WHEREAS, the Planning Commission of the City of Chula Vista held a public
hearing on the adequacy of the draft environmental impact report on
November 30, 1983.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
From the facts presented to the Planning Commission, the Commission finds
that EIR-84-2 has been prepared in compliance with the California
Environmental Quality Act of 1970, as amended, and the environmental review
procedures of the City of Chula Vista and hereby certifies that the Commission
has reviewed and considered the information in the environmental impact report
as it reaches a decision on the project.
PASSED AND APPROVED by the City Planning Commission of Chula Vista,
California, this 14th day of December, 1983, by the following vote, to-wit:
AYES: Cannon, Shipe, Pressutti, Green, Guiles
