HomeMy WebLinkAboutReso 2005-131 RESOLUTION NO. 2005-131 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REORGANIZATION OF THE ENGINEERING DEPARTMENT AND RECLASSIFYING POSITIONS THEREIN WHEREAS, as a result of the City's ongoing efforts to streamline the entitlement process for development and redevelopment projects, the idea of creating a more cohesive "development services" function that includes Engineering, Planning and Community Development started to take shape; and WHEREAS, in order to further this effort, it became clear that the Engineering Division of General Services should separate from the General Services Department and become its own department under the auspices of a focused development services group of departments; and WHEREAS, the purpose of the proposed reorganization of the Engineering Department is to better align staffing needs with ongoing efforts to revitalize western Chula Vista. It recognizes the differences between the delivery, maintenance and operation of municipal facilities; the primary functions of the General Services department from the core engineering functions of entitlement of Development and Redevelopment projects; financing and planning of inrrastructure; and managing traffic congestion of our roadways; and WHEREAS, in order to meet the demands of growth, traffic congestion, and the continued development activities, the Engineering Department proposes a reorganization structure into the following sections: Administrative Services Financial, Fiscal Services, and Special Districts: Manages Community Facilities Districts, Open Space Districts, Development Impacts Fees and infrastructure financing. Transportation Services: Assesses neighborhood traffic concerns; implements corrective measures to enhance vehicle, bicycle, and pedestrian safety; provides for the management, operation, preventive maintenance, and repair of City-owned street lights and traffic signal equipment. Inrrastructure Services: Performs inrrastructures' planning studies; provides technical support for regional Transportation issues through SANDAG and regional Wastewater issues through Metro; inventories and manages a wide array of City infrastructure; provides customer support and answers citizen's requests for services. Land Development Services: Provides an array of direct services to the public including the final entitlements of development projects, technical oversight of privately constructed facilities and infrastructure, and the creation of financing systems for inrrastructure construction and long term maintenance. The proposed reorganization structure includes the assignment of staff and the development of engineering talents capable of implementing changes in Western Chula Vista within the context of the proposed Chula Vista Redevelopment Corporation; and WHEREAS, the proposed structure includes the reclassification of the existing Deputy City Engineer position to Deputy Director of Engineering, the reclassification of one Civil Resolution 2005- I3 I Page 2 Engineer position to a Senior Civil Engineer position, and the creation of an additional Senior Civil Engineer position; and WHEREAS, the individual currently classified as the Deputy City Engineer will be reclassified as a Senior Civil Engineer, a Civil Engineer position will be eliminated, and one additional Senior Civil Engineer position will be created; and WHEREAS, there are no fiscal impacts associated with the reorganization and adoption of the strategic plan for the remainder of Fiscal Year 2005. The cost of the above-described additional staffwill be offset by staff time reimbursed at full cost recovery. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the reorganization of the Engineering Department and reclassify positions therein.
