RESOLUTION NO. 11826
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE STATEMENT OF ANNUAL
HOUSING GOALS FOR THE PERIOD OCTOBER 1, 1984,
TO SEPTEMBER 30, 1985, AND AUTHORIZING THE CITY
MANAGER TO SIGN AND SUBMIT THE NECESSARY
DOCUMENTS TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT
The City Council of the City of Chula Vista does hereby resolve
as follows:
WHEREAS, the City of Chula Vista desires to assist low-income
Chula Vista households with their housing needs; and,
WHEREAS, the City has applied to the U.S. Department of Housing
and Urban Development for funding under the Community Development Block Grant Program,
and;
WHEREAS, a component of the Community Development Block Grant
funding application is an approved Housin~ Assistance Plan and Statement of Annual
Housing Assistance Goals which identify needs and set goals for lower income housing
assistance; and,
WHEREAS, a statement of annual housing assistance goals has been
compiled for the period from October 1, 1984, to September 30, 1985.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Chula Vista does hereby approve the Statement of Annual Housing Assistance Goals
for the period from October 1, 1984, to September 30, 1985, attached hereto as
Exhibit A as though fully set forth herein.
BE IT FURTHER RESOLVED that the City Manager is authorized to
sign said Statement of Annual Housing Assistance Goals on behalf of the City and
to submit said statement to the U.S. Department of Housing and Urban Development.
BE IT FURTHER RESOLVED that the City Manager is authorized to
make minor adjustments to said statement as may be necessary as a result of review
of said statement by the U.S. Department of Housing and Urban Development.

NARRATIVE TO ANNUAL HOUSING GOALS STATEMENT
For the peri od from October 1, 1984, to September 30, 1985, the Ci ty wi 11
pursue new construction of rental and owner units and rehabilitation of
single-family and mobilehome owner units and multi-family rental units.

To date, whenever public housing funds have been made
available by HUD, the City has encouraged application
by the Housi ng Authori ty for those fuñds for
development in Chul a Vi sta. An appli cati on for 31
units of large family public housing for Chula Vista
anticipated that 75 additional units will be made
avai labl e to the Housi ng Authority for Chul a Vi sta
during the period of this plan.
The City has received preliminary notice from HUD that
its application for $61,000 in Rental Rehabilitation
funds has been approved. The Housi ng Authori ty has
applied for 12 Section 8 Existing certificates to
accompany the rehabilitation grant. The City
anticipates rehabilitating 12 units and providing
rental assistance to the low income tenants. The
program is targeted principally to large families.
Through the San Diego County Housing Authority the City
receives 531 active Section 8 Existing certificates.
Although Section 8 Existing allocations by HUD have
dwindled, it is anticipated that the Housing Authority
will get an additional 200 units during the plan
peri od, of whi ch Chul a Vi sta woul d anticipate getti ng
40. Additionally, the Housing Authority has been
infonned that it will receive 400 housing vouchers of
which we anticipate getting 60 units.
The City continues to attempt to secure a Section 202/
Section 8 allocation for a sponsor in Chula Vista. As
in past applications, Chula Vista would likely provide
significant cash assistance to plan and develop such a
proj ect.
Community Housing Once again, the City has funded the CHIP Program with
~rovement Program . CDBG funds. The new low and moderate income benefit

Low income occupancy of multi-family units will be
protected by rent 1 imitati ons at the Secti on 8 Fai r
Market Rents and by initial income verification and
semi-annual monitoring.

Income Housing Fund
Program:
Having induced tax exempt financing for 656 apartment
units (170 1 ow-i ncome-occupi ed and income-restricted
units) during the plan period, the City continues to
explore such assistance to multi-family developments.
The current goal anticipates proposed projects of 175
units and 93 units and likelihood of an additional 150
unit project. A minimum of 20% of each project is
required to be occupied by low-income households with
rents capped at the low income affordabi1ity level. A
development agreement with the City for each project
assures compliance and establishes periodic mo~itoring.
The City's Redevelopment Agency will continue to
negotiate with multi-family housing developers with the
intention of assisting in the development of
affordabl e multi -fami ly rental uni ts by usi ng the
Redevelopment Agency tax increment Low and Moderate
Income Housi ng Fund. Intended techni ques have been
1 i sted in the narrative to the three-year Housi ng
Assistance Plan. It is felt that 150 units could be
achi eved in the p1 an peri od, of which 30 wou1 d be
reserved for low-income households.
Owner Programs
Community Housing The CHIP rehabilitation of single-family homes and
~provement pro~ram mobilehomes continues during the plan period, funded
TCAIP) Housing ehabil- with $250,000 in CDBG funds. In response to the new
ltatlon-WBü: CDBG low income benefit regulations, the great
majority of borrowers will be low income, excepting in
an occasional spot-light situation.
Low and Moderate
Income Housing Fund

It continues to be extremely difficult to provide
affordable ownership housing to the low income
category . However, a proj ect is proposed whi ch woul d
be rental units initially which could be converted to
condominiums in 10 years. The Agency's initial
contri buti on from the Low and Moderate Income Housi ng
Fund would be converted at that time to mortgage
assistance to low income purchasers. Another project,
a manufactured housing subdivision, may yield as many
as 20 for-sale units affordable to low-income
households. The project currently holds approximately
$5 million in below-market interest rate take-out
mortgages from the City's 1983 si ngl e-family mortgage
'revenue bond issue. Discussions are underway
regardi ng Low and Moderate Income Housi ng Fund
assi stance to make some of the 1 east expensi ve uni ts
affordable to the top of the low-income category with
these assistance tools.
