RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA INITIATING REORGANIZATION PROCEEDINGS FOR THE
PROPOSED "LOWER SWEETWATER REORGANIZATION" INVOLVING
ANNEXATION OF APPROXIMATELY 88 ACRES OF UNINCORPORATED
TERRITORY TO THE CITY OF CHULA VISTA; ANNEXATION OF 46
ACRES OF UNINCORPORATED TERRITORY TO THE CITY OF NATIONAL
CITY; AND CONCURRENT DETACHMENTS FROM THE SAN DIEGO
COUNTY FLOOD CONTROL DISTRICT-ZONE 3, THE LOWER
SWEETWATER FIRE PROTECTION DISTRICT AND THE BONITA-
SUNNYSIDE FIRE PROTECTION DISTRICT AND SETTING A PUBLIC
HEARING THEREON, PURSUANT TO THE DISTRICT REORGANIZATION
ACT OF 1965 AND LAFCO'S RESOLUTION OF APPROVAL

conducting a public hearing on December 3, 1984 adopted a
resolution approving such reorganization with recommended
modifications and designated the City of Chula Vista as the
"conducting authority" and the City Council is authorized to
initiate reorganization proceedings in compliance with Government
Code Section 56430 et seq. and the terms and condi tions of the
LAFCO resolution, and
WHEREAS, the proposal area is located primarily in the
southwest quadrant of the intersections of the I-54 and I-80S
freeways and Exhibit A of the resolution depicts the several
unincorporated areas constituent to the overall proposal, and
WHEREAS, the proponent has requested annexation to the
City in order to obtain comprehensive municipal services for the
area and, in addition, the reorganization will result in more
logical boundaries for the Cities of Chula Vista and National
City, and
WHEREAS, on August 28, 1984, Harriet F. Acton, chief
peti tioner of the subj ect reorganization, submitted an application
for a reorganization involving annexation of 88 acres of unincor-
porated territory to the City of Chula Vista and concurrent
special district detachments, and
WHEREAS, LAFCO staff, after a thorough analysis of the
submitted application, recommended to their Commission that the
proposed reorganization be modified to include an additional 46
acres of territory to be annexed to the City of National City and
one additional special district detachment, and

WHEREAS, LAFCO, as lead agency, conducted an
study for the proposed reorganization and determined that

NOW, THEREFORE BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby set Tuesday, January 8, 1985,

Avenue, Chula Vista, California as the time and place to conduct a
public hearing and to receive protests against said
reorganization.
BE IT FURTHER RESOLVED that any interested person,
desiring to make written protest against said reorganization,
shall do so by written communication filed with the City Clerk not
later than the hour set for hearing and a written protest by a
landowner shall contain a description sufficient to identify the
land owned by him; a protest by a voter shall contain the
residential address of such voter.
