RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA INITIATING REORGANIZATION PROCEEDINGS FOR THE
PROPOSED "OTAY VALLEY ROAD REORGANIZATION" INVOLVING
ANNEXATION OF APPROXIMATELY 240 ACRES OF UNINCORPORATED
TERRITORY TO THE CITY OF CHULA VISTA, AND CONCURRENT
DETACHMENTS FROM THE SAN DIEGO COUNTY FLOOD CONTROL
DISTRICT-ZONE 4 AND THE MONTGOMERY FIRE PROTECTION
DISTRICT AND SETTING A PUBLIC HEARING THEREON, PURSUANT
TO THE DISTRICT REORGANIZATION ACT OF 1965 AND LAFCO'S
RESOLUTION OF APPROVAL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista desires to initiate
reorganization proceedings for certain territory in the
unincorporated area of the County of San Diego designated as the
"Otay Valley Road Reorganization", and
WHEREAS, the Local Agency Formation Commission after
conducting a public hearing on December 3, 1984 adopted a
resolution approving such reorganization and designated the City
of Chula Vista as the conducting authority and authorized the City
Council to initiate said reorganization proceedings in compliance
with Government Code Section 56430 et seq. and the terms and
conditions of the LAFCO resolution, and
WHEREAS, the
southerly side of Otay

and are depicted on Exhibit A, and
WHEREAS, on May 1, 1984, Mr. Fred L. Borst, chief
proponent representing Walker Scott Properties/Palm, submitted an
application for a reorganization involving 240 acres of unincor-
porated territory to the City of Chula Vista and current detach-
ments from the San ,Diego County Flood Control District-Zone 4 and
the Montgomery Fire'Protection District, and
WHEREAS, the proponent is requesting annexation to the
City in order to obtain an increased level of municipal services
over that which is currently provided in the County of San Diego,
and
WHEREAS, the City Council has heretofore, at their
meeting of October 30, 1984, adopted Resolution No. 11811
certifying EIR-84-5, which included the Otay Valley Road South
General Plan Amendment, territorial prezoning, and annexation to
the City of Chula Vista.

NOW, THEREFORE BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby set Tuesday, January 8, 1985,
at the hour of 7:00 p.m. in the Council Chambers, 276 Fourth
Avenue, Chula Vista, California as the time and place to conduct a
public hearing and to receive protests against said
reorganization.
BE IT FURTHER RESOLVED that any interested person,
desiring to make written protest against said reorganization,
shall do so by written communication filed with the City Clerk not
later than the hour set for hearing and a written protest by."
