RESOLUTION NO. 11861
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING THE ORAFT CHULA VISTA
SPHERE-OF-INFLUENCE PLAN, AS REVISED, AND
DIRECTING ITS SUBMITTAL TO LAFCO FOR
ENVIRONMENTAL ASSESSMENT AND OFFICIAL ADOPTION
WHEREAS, AB498, which became law on May 9, 1984, mandates that each
Local Agency Formation Commission (LAFCO) shall adopt a sphere-of-inf1uence
plan for each city and special district within its jurisdiction by January 1,
1985; and,
WHEREAS, the City of Chu1a Vista, in recognition of the limited
funding of the San Diego LAFCO, and the enormity of the overall task
confronti ng the LAFCO staff, commi ssi oned the p1 anni ng-consu1tant firm of
Mooney-Lettieri and Associates to prepare, in conjunction with the City
Planning Department, the Draft Chu1a Vista Sphere-of-Inf1uence Plan; and,
WHEREAS, the Draft Sphere Plan was prepared by Mooney-Letti eri, in
consultation with the staffs of LAFCO, the County of San Diego, the Cities of
San Diego and National City and the special districts which serve the Chu1a
Vista Planning Area; and,
WHEREAS, the Chula Vista City Planning Commission, on October 24,
1984, reviewed the contents of the Draft Chu1a Vista Sphere-of-Inf1uence Plan,
and recommended that the City Council accept the subject plan and direct. its
submittal to LAFCO for environmental assessment and official adoption; and,
WHEREAS, the City Council has reviewed the Draft Chu1a Vista
Sphere-of-Inf1uence Plan, and is in agreement with its conclusions and,
WHEREAS, the Council determined that the Draft Sphere Plan should be
revised by the inclusion of the entire 2650-acre Bonita-Miguel Ranch, as
presently held by the Union Oil Company, and the 590 acres situated between
the south b1 uffs of the Otay River and the easterly extension of Palm Avenue,
and between 1-805 and the westerly boundary of the Rancho Otay; and,
WHEREAS, the Council based the said plan revisions upon its finding
that the City of Chu1a Vista could best serve, protect, and foster the growth
and conservation of the entire Bonita Miguel area, and the said 590 acres
south of the Otay River; and,
WHEREAS, the Council has a1 so found that the Draft Sphere Plan, as
revised, is substanti ally consi stent wi th the Ci ty 's General P1 an and Growth
Management Policy, and that the territory covered by the Pl an is that which
Chu1a Vista could ultimately serve on an economic basis, as envisioned by the
Plan's fiscal analysis; and,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chu1 a Vi sta does hereby accept the Draft Chu1 a Vi sta Sphere-of- Inf1 uence Plan,
as revised, and direct its submittal to LAFCO for environmental assessment and
official adoption.
