HomeMy WebLinkAboutReso 1984-11768 RESOLUTION NO. 11768 RESOLUTION OF THE CITY COUNC IL OF THE CITY OF CHULA VISTA ADOPTING THE REGIONAL HOUSING NEEDS STATEMENT FOR THE PERIOD 1984-1990 AND ADOPTING THE FAIR SHARE ALLOCATION THEREIN. The City Council of the City of Chu1a Vista does hereby resolve as follows: WHEREAS, on November 16, 1981, the San Diego Association of Governments adopted a Regional Housing Needs Statement for the period 1979 to 1984, wh ich recommended the "fa ir share" of hous ing needs for each jurisdiction as part of the San Diego region's total housing needs; and WHEREAS, the City of Chu1a Vista adopted the Regional Housing Needs Statement and the Regional Housing Allocation Formula as part of its Housing Element; and WHEREAS, the existing Statement and Formula relied upon the 1975 Census, Series 5 Regional Growth Forecasts, and other information available at that time; and WHEREAS, the effective period of the Statement and Formula (1979-1984) is about to lapse; and WHEREAS, the jurisdictions in the San Diego region are submitting revised Hous ing Elements for review and comment by the State Department of Housing and Community Development; and WHEREAS, the State Housing law requires each jurisdiction to identify its share of the region's housing need as part of its Housing Element and to avoid the concentration of lower income households; and WHEREAS, the San Diego Association of Governments has revised the Regional Housing Needs Statement and Formula for 1984-1990 which uses the 1980 Census, Series 6 Regional Growth Forecasts, and other information more currently available; and WHEREAS, the adoption of the revised Housing Needs Statement and Housing Allocation Formula would provide a step in a locally developed method of addressing housing needs of all households. NOW, THEREFORE, the City Council of the City of Chula Vista does hereby resolve as follows: 1. The City of Chula Vista recognizes the Regional Housing Needs Statement and Housing Allocation Formula as set forth in Exhibit "A" attached hereto and incorporated as though fully set forth herein, for use in the City of Chula Vista Housing Element revisions. 2. The City of Chu1a Vista hereby adopts its "fair share" allocation of 4.5 percent and a five year goal to assist 740 lower income households as part of the total lower income household goal for the region (16,613). DATED City Clerk ( sea ) CC-660 January 17, 1984 AGENDA REPORT No.: EXHIBIT A R-6 San Diego Auoc:iltion of Governments BOARD OF DIRECTORS REGIONAL HOUSING NEEDS STATEMENT Introduction The Regional Housing Needs Statement provides information that meets the state requirements (AB Z853, 1980) for a portion of the local housing elements. The information in this report would update the Regional Housing Needs Statement adopted by SANDAG in 1981. According to the state law, local governments must identify their total housing needs and develop goals and programs to address them. Each jurisdiction must include its share of the regional housing needs for all income levels in its housing element. The distribution of regional housing needs has to avoid further concen- tration of those jurisdictions with relatively high proportions of lower income households. The purpose of the SANDAG Housing Needs Statement is to: (1) recommend an equitable basis by which each jurisdiction can assume its "fair, share" of lower income housing responsibilities, and (2) identify the need for housing for all income levels in the region. "Fair share" refers to the number of lower income households that each jurisdiction should assist in order to meet its fair share of the current and projected housing needs of lower income' Jlbuse- holds. Fair share requirements are identified for the region by the housing allo- cation formula which was adopted by SANDAG in 1979. The state law requires that housing elements be updated every five years (except that the first revision must be accomplished by July 1, 1984). The time frame of the Regional Housing Needs Statement and formula must be updated in order to be consistent with the time frame required for the revised housing elements. This is also a good time for these changes because more current information is available through the 1980 Census and the Series 6 Regional Growth Forecasts. Based upon staff review, it is my RECOMMENDA TlON that the Board of Directors accept the Regional Housing Needs Statement for distribution to the cities and County and other interested individuals and organi- zations. Discussion The attached two tables identify: (a) the "fair share" formula and the housing needs for lower income households for each jurisdiction (Table 1); and (b) the income distribution of all households added to the region from 1980 to 1990 by jurisdiction (Table Z). 1 Q-_\ \ILí -~~---_.._-_._-- The fair share formula consists of two factors: existing "fair share" (Columns 1 &: Z: Table 1) and growth "fair share" (Columns 3 8t 4: Table I). These factors are derived from the population, housing, and employment characteristics of each jurisdiction. The region's needs are then distributed according to each jurisdic- tion's "fair share" factors. The total need (Columns 5 8< 6: Table 1) for each jurisdiction is then translated into a five year goal (Column Z: Table 1). The five year goal represents a "good faith' effort that addresses Z.5 percent of the total housing need in each year of the five-year period in the housing elements. "Good faith" effort is the concept that recognizes that it cannot be reasonably expected that a jurisdiction can meet aU of its housing needs within the next five years. Thus, a standard was developed that defined the level of effort by a local agency that would be accepted as reasonable progress towards meeting its housing needs. Table Z identifies the increase in the number of households for each jurisdiction from 1980-1990 based upon the Final Series 6 Regional Growth Forecasts (Column 1: Table Z). This household growth is allocated to four income categories (Columns Z-5: Table Z) in order to provide a KUideline for local housin¡¡ element purposes. It is not a fair share allocation. The revised housing elements must identify housing needs of all income ranges. As required, SANDAG "fair shares" only lower income households requiring assistance (Table 1). This information will be used by local agencies when they prepare their housing elements/updates. SANDAG staff will also be distributing additional housing information to assist the local staffs. SANDAG can provide more detailed assis- tance through the Local Technical Assistance program if member agencies so choose. These services and assistance were outlined in a meeting the staff spon- sored for all the local housing element planners on January lZ, 1984. Fj.naUy, SANDAG will co-sponsor a workshop with the State Department of Housing and Community Development (HCD) in early February in order to provide a more intensive local staff briefing on the housing element requirements and pro- cedures.
