RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING THE PROPOSAL BY THE SAN DIEGO COUNTRY
CLUB TO REDESIGNATE ABOUT 6.00 ACRES OF LAND, LOCATED
ON THE NORTHERLY SIDE OF NAPLES STREET, WESTERLY OF
CORTE MARIA AVENUE, FRa.! "PARKS AND PUBLIC OPEN SPACE"
TO "MEDIUM RESIDENTIAL" ON THE GENERAL PlAN DIAGRAM
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the
tion of six acres
residential use, and
San Diego Country Club proposes the alloca-
of its 150-acre site to medium density
WHEREAS, two of the involved six acres of land are within
the City of Chula Vista, and
WHEREAS, the remaining land is in the unincorporated area
of the County and thus requires prezoning and subsequent annexa-
tion, and
WHEREAS, EIR-84-7 on this project has been reviewed and
the information considered, and it has been prepared in accordance
with the California Environmental Quality Act of 1970, as amended,
and the California Administrative Code and the Environmental
Review Policy of the City of Chula Vista, and
WHEREAS, the Planning Commission at their meeting of
August 22, 1984 recommended approval of said proposal.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the proposal by the
San Diego Country Club to redesignate about 6.00 acres of land,
located on the northerly side of Naples Street, westerly of Corte
Maria Avenue, from "Parks and Public Open Space" to "Medium
Residential" on the General Plan Diagram.
BE IT FURTHER RESOLVED that the City Council does hereby
certify that EIR-84-7 has been prepared in compliance with the
California Environmental Quality Act and the Environmental Proce-
dures of the City of Chula Vista and the Council has considered
the information in this document as they reached a decision on the
project.

Country Club project.
Since the EIR is the main issue of this controversy, we will comment on
that.
When the bureaucratic jargon is stripped from the report these ;facts remain:
The o.:!.r quality, traffic "conßestion, noise, loss of open space, loss of old
trees, a:'.1d' aesthetics will he a negative factor in this project. ncalistically,
ir:1pacts du¡·ing construction cannot be eliminated.
"¡.litigation r-.Ieasures" are virtually all debatable.
".'\nalysis of Significance" cannot be a sweeping conclusion. To a large portion
of residc;'1ts in this area, the significance will be great; to hQ!,1eowners of
further distances, the significanco will be less or non-existant.
We believe the Pl~nning Commission should weigh the ilYlportance to the City of
valuable open space against the convenience of a 400 member club who wish to
build a new clubhouse. This is the real issue. There is, of course, chal1ce for
error in making a decision for either side. However, we believe that to err on
the side of at least a status quo on the project is better than approving it and
suffering irreversible damage to the open space area and the City of Cbu1a Vista.

3. CONSIDERATION OF FINAL EIR-84-7 - SAN DIEGO COUNTRY CLUB
Commissioner Green cited a potential conf1 ictof interest and left the dais
after appointing Commissioner Cannon as Chairman Pro Tern.
Environmental Review Coordinator Reid stated that the public hearing was held
on August 8, 1984, during which written comments were presented with the staff
report and additional written and oral comments were received at the publ ic
hearing. In addition, the Commission granted Richard D. Nielson's request to
submit his written comm¡;nts to staff on August 9, 1984. All of the comments
and testimony have been incorporated into the final EIR along with responses
re9arding ·each of the comments. The finding of this final EIR is, that all
potentially significant environmental impacts can be reduced to a level of
insignificance, staff is recommending that the Commission certify that
EIR-84-7 has been prepared in compliance with the requirements of CEQA and the
environmental revi ew procedures of the City of Chula Vista and that the
Commission will consider the information in that document as it reaches a
decision on the project.
Director Kremp1 reminded the Commission that the pub1 ic hearing on the EIR had
been concluded at the August 8 meeting, but would need to be opened for items
4(a) and 4(1)), and suggested that action be taken on the EIR at this time.
MSC (Guiles/Carson) - Green abstained - to certify that EIR-84-7 has been
prepared in comp1 iance with the Ca1 ifornia Environmental Qual ity Act of 1970,
the Environmental Review Procedures of the City of Chu1a Vista and that the
Planning Commission will consider the information in that document as it
reaches a decision on the project.

Principal Planner Pass stated that staff recommends approval of GPA-84-1 based
on the following analysis: The site is in an area which is dominated by
medium-density residential and open space land uses and such usage would be
harmonious with the adjacent areas within Castle Park. The proposed amendment
would better meet the current need for middle income housing in the South Bay
and is prerequisite to the appl icant's proposal to develop a well-ordered
residential annex to the San Diego Country Club.
In answer to Commissioner Tugenberg's question, Principal Planner Pass said
that the median income in this area is approximately S24,000.. Under HCD
regulations, 50-80 percent of the median income is low, 80-100 percent is
moderate, and over 120 percent is middle income.
Principal Planner Lee, using overhead projects and slides, showed the location
of the proposed site in re1 ation to the sing1 e-fami1y homes and the shopping
center, the proposed proj!ct, and views from the project site.
He pointèd out that the subject property is located at the southeasterly
corner of the San Diego Country Club with 520 feet of frontage along Naples
Street. The southerly 200 feet,_ or approximately 2 acres, of the property is
located within the City of Chula Vista while the northerly 4 acres is located
in the County. The applicant is requesting multiple-family zoning at a
density of 14 units per net acre on the property to develop an 80-unit
condominium project. The density of the project and the proposed zoning are
in conformance with the proposed amendment to the General Plan.
Principal Planner Lee continued that the proposed development and its
relationship to the adjacent commercial area, the single-family area to the
east, and its separation from the area to the south part by Naples Street,
make the property more isolated and, therefore, it can be developed to a
higher density with only a 1 imited impact on the adjacent uses. Principal
Planner Lee noted that the staff is recommending the inclusion of development
standards specifying no residential structure will exceed two stories in
height and no structure is to be located within 50 feet from the R-1 zone
which would exceed one story in height. The front yard setback along Naples
Street shall be a minimum of 20 feet. Staff is also proposing a zoning wall
and fence along the easterly property 1 ine which will be coordinated with the
adjoining property owners. No further removal of existing trees shall be
permitted wi thout eva1 uation by the City Landscape Architect and shall be
rep1 aced with specimen-sized material. He concluded that staff is
recommending approval of this request with these standards included.
This being the time and the place as advertised, the public hearing was opened.
Richard Nielsen, 1032 Corte Maria, neighboring property owner, expressed
concern that the social and economic factors and their effect have not been
discussed a1 though he had been reassured they would be. He stated that when
the project was first presented to the Club members, it was categorized as
"high-density, luxury condominiums" but when reviewed in the EIR it was
described as "medium-density, medium-income." He pointed out that the EIR

called for the setting aside of 1/2 acre for parkland, yet the mitigating
factor indicated that a fee would be ¡)aid. Mr.' Nielsen concluded by
reexpressing his concern that the Connnission had not received sufficient
public testimony to reach a mature decision.
Principal Planner Lee explained that there was no park located in the area,
therefore the project would be assessed a fee based 'on the nulltler of units.
This fee would be utilized to develop or maintain park1ands in other parts of
the City.
Tony Ambrose, HCH & Associates, 4877 Viewridge Avenue, S.D., representing the
app1 icant, stated concurrence with the reconnnendations and conditions of
approval presented by staff and declared the San Diego Country Club wishes to
prepare this property for 80 high-quality medium-density condominiums.
Others speaking in opposition to the project were: Mrs. Joseph Choate, 25
Moss Street; Bob Pritctíård, 1061 Corte Maria; Donald Thompson, 1052 Corte
Maria; and Joseph Choate, 25 I'Dss Street. Their remarks included: The tall
buildings would obscure the view; rental property would devalue property; only
open space in the heart of Ch.ula Vista is the golf course which is now
threatened; one infringement leads to another; view destroyed; traffic
congestion at Naples and Moss; noise from the shopping center; why should the
residents be subjected to a store in front and back of the property;on the
west and north there is a problem with the air quality--the people in the
south and east and the gol fers deserve air as clean as it is now; why is a
decision about County property being made by Chu1a Vista; for 25 years taxes
have been higher in this location - now the property will be devalued.
In reply to a question, Charles Talbot, 1420 Mapl e Street, stated that the
compost area had been maintained since 1921 and the cost of removing it was
$7,000.
Tat L. Wai, HCH and Associates, 4877 Viewridge Ave., S.D., indicated his
availability to answer any questions re engineering.
Louis Fernandez, 968 Corte Maria, stated there were a number of favorable
things about the project including rejuvenation of the shopping area, that 80
more cars wou1 d not adversely affect traffic, all two-story dwell ings are
below view level, and the·area will be a nicer place in which to live.
Connnissioner Carson remarked that she was assuming that the Connnission had
been addressed by at least three of the homeowners affected by the proposed
project; and requested the petition be read so its contents be ascertained.
At the request of the Chairman, the Clerk read a petition signed by 47
individuals, stating opposition to the project.
No one else wishing to speak, the public hearing was closed.

MSC (Guiles/Carson) - Green abstained - that based on the findings contained
in Section E of the staff report, to recommend that City Council enact an
ordi nance to rezone and prezone approximately 6.0 acres located on the north
si de of Nap1 es Street opposi te Dixon Drive from R-L and S-90 to R-J-P-14
subject to precise p1 an development standards "a" through "e" in the staff
report.
Commissioner Green returned to the dais and resumed the Chairmanship.
