HomeMy WebLinkAboutReso 1984-11743 Revised 8/31/84 RESOLUTION NO. 11743 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE PLAN DIAGRAM OF THE LAND USE ELEMENT OF THE CHULA VISTA GENERAL PLAN TO REDESIGNATE APPROXIMATELY 225 ACRES LOCATED EASTERLY OF BRANDYWINE AVENUE AND NORTHERLY OF OTAY VALLEY ROAD FROM "GENERAL INDUSTRIAL" TO "RESEARCH AND LIMITED INDUSTRIAL" The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City Council of the City of Chula Vista has heretofore on August 21, 1984 held a public hearing to consider an amendment to the General Plan and the rezoning of approximately 225 acres located easterly of Brandywine Avenue and northerly of Otay Valley Road, and WHEREAS, having heard testimony at such public hearing and received the recommendation of the Planning Commission as contained in their Resolution No. GPA-84-2, the City Council now desires to amend the General Plan, and WHEREAS, in accordance with the recommendation of the Planning staff, Council desires to continue the City's considera- tion of the rezoning of said property as contained in Planning Commission Resolution PCZ-84-D until such time as design standards and guidelines for the Otay Valley Road Redevelopment Project Area are brought back, and WHEREAS, IS-84-13 that GPA-84-2 will not environment. and the have a findings stated therein significant impact on show the NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby amend the plan diagram of the Land Use Element of the Chula Vista General Plan to redesignate approximately 225 acres located easterly of Brandywine Avenue and northerly of Otay Valley Road fran "General Industrial" to "Research and Limited Industrial" in accordance with Planning Commission Resolution GPA-84-2. BE IT FURTHER RESOLVED that this General Plan Amendment shall not become effective until such time as the City adopts land use and design standards and guidelines for the Otay Valley Road Redevelopment Project Area. -1- BE IT FURTHER RESOLVED that the City Council hereby finds that IS-84-13 has been prepared in accordance with the California Environmental Quality Act of 1970, as amended, the California Administrative Code, and the Environmental Review Policy of the City of Chula Vista and hereby certifies that it has considered the information contained in said Negative Declaration as it acts upon said General Plan Amendment. Subject Property The subject property is currently designated General Industrial on the plan diagram of the Land Use Element of the Chula Vista General Plan, and is zoned I-P (General Industrial - Precise Plan). Of the 225 acres in question, 110 acres are occupied by industrial users (primarily auto salvage yards), 75 acres are vacant; and, 40 acres are occupied by the buildings and facilities of the Omar Rendering Company, which ceased operations in June 1933. 2.
