HomeMy WebLinkAboutReso 2005-105 RESOLUTION NO. 2005-105 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE UPGRADE OF PEDESTRIAN INDICATIONS WITH LIGHT EMITTING DIODE (LED) COUNTDOWN CITYWIDE (PROJECT TF-323) TO REPUBLIC ELECTRIC, AND APPROPRIATING TRAFFIC SIGNAL FUNDS WHEREAS, on February 16, 2005, the City Engineer received sealed bids for the upgrade of pedestrian indications with Light Emitting Diode (LED) countdown Citywide (Project TF-323); and WHEREAS, five contractors submitted bids to perform the work as follows: Contractor I Repub¡¡~Efe~tric:(Novato:-CA)-------------------------- HMS Construction, Inc. (San Marcos, CA) Sutherlin Contracting, Inc. (El Cajon, CA) AEC Grading & Paving a Joint Venture dba ACE Electric/AEC Construction, (San Diego, CA) T & M Electric, (Santee, CA) Bid Amount -""-.--.---.-------"-----.--------.- $42,776 $62,688 $64,300 $65,800 $70,080 WHEREAS, staff has reviewed the low bid and recommends awarding the contract to Republic Electric in the amount of $42,776; and WHEREAS, the Engineering Division staff checked references required by the project specifications that the contractor submitted. All references checked were verified and their work has been found acceptable; and WHEREAS, $100,000 was originally approved for design, construction inspection, and contract administration of the project in the Capital Improvement Programs (CIP) Fiscal Year 2004/2005; and WHEREAS, funds for the project were already used for the installation of solar crosswalks at two mid-block locations; Third Avenue between G Street and F Street, and F Street between Fourth Avenue and Fifth Avenue in the approximate amount of $46,569 which leaves a remaining amount of$53,431; and WHEREAS, staff has determined that additional funds in the amount of $15,000 are needed to complete the construction inspection, and contract administration for the TF-323 project; and WHEREAS, sufficient funds are available in the Traffic Signal Fund for the additional requirement; and WHEREAS, the Environmental Review Coordinator has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that Resolution 2005-105 Page 2 the project qualifies for a Class 1 categorical exemption pursuant to Section 15301 of the State CEQA Guidelines. Thus, no further environmental review is necessary. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept bids and award the contract for the upgrade of pedestrian indications with Light Emitting Diode (LED) countdown Citywide (Project TF-323) in the amount of $42,776 and appropriate $15,000 from the Traffic Signal Fund to complete the project. BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is hereby authorized and directed to execute said contracts on behalf of the City of Chula Vista.
