HomeMy WebLinkAboutAgenda Packet 2003/07/29 AGENDA ITEM 3a SAN DIEGO UNIFIED PORT DISTRICT DATE: July 29, 2003 SUBJECT: PRESENTATION AND STATUS REPORT BY COOPER, ROBERTSON & PARTNERS ON PRELIMINARY EXISTING CONDITIONS, OPPORTUNITIES, AND CONSTRAINTS FINDINGS FOR THE CHULA VISTA BAYFRONT MASTER PLAN EXECUTIVE SUMMARY: Over the past four months, as part of its initial scope of work tasks, the Chula Vista Bayfront Master Plan (CVBMP) consultant team of Carrier Johnson/Cooper, Robertson & Partners has reviewed various background documents and held various meetings and interviews with Port and City staff, the public, and various stakeholders, in order to gather existing conditions, opportunities, and constraints data for the CVBMP. The consultant team will incorporate this data into a report that will be used as a framework for developing three draft master plan alternatives for the Chula Vista Bayfront. Port and City staff have requested that the CVBMP waterfront planning consultant Cooper, Robertson & Partners make a presentation to the joint Board and Chula Vista City Council on its preliminary existing conditions findings for the CVBMP. Port and City staff are not requesting Board or City Council action on the CVBMP at this time. Port and City staff and the consultant team anticipate retuming to the joint Board and City Council this fall to present its preliminary three draft master plan alternatives. RECOMMENDATION: Presentation and status report by Cooper, Robertson & Partners on preliminary existing conditions, opportunities, and constraints findings for the Chula Vista Bayfront Master Plan. FISCAL IMPACT: This presentation and status report will have no fiscal impact to the District. San Diego Unified Port District Board Meeting - July 29. 2003 AGENDA ITEM 3a Page 2 of 3 DISCUSSION: On February 25, 2003, by Resolution No. 2003-34, the Board of Port Commissioners and Chula Vista City Council selected the consultant team Carrier JohnsonlCooper Robertson & Partners to develop the Chula Vista Bayfront Master Plan. Over the past four months, two public meetings have been held on the CVBMP. The first public meeting was held in January, and provided the public with an introduction to the CVBMP project and process. The first public workshop conducted by the consultant team was held in May, and included a brief overview of the CVBMP project and process, and a discussion of goals and opportunities. In addition to the public meetings, the consultant team has gathered input through meetings with Port and City staff and various interest groups, and via an on-line web page survey, to assess the issues that should be addressed in the master plan. Public input received to date on the CVBMP has centered around several common themes, including: joint planning of the Bayfront and Mid-bayfront areas to allow for land swaps, demolition of the existing power plant, retention of the existing boat repair facility, providing additional open space and parks, enhancing environmental resources, and preservation of the Coronado Branch Line. The consultant team is analyzing the information received to date and will prepare an existing conditions, opportunities, and constraints report that will be used as a framework for developing three draft master plan alternatives for the Chula Vista Bayfront. Port and City staff have requested that the CVBMP waterfront planning consultant Cooper, Robertson & Partners make a presentation to the joint Board and Chula Vista City Council on its preliminary existing conditions findings for the CVBMP. These findings will also be presented to the public at the next CVBMP public workshop, scheduled for July 30, from 3:00 to 5:00 p.m. and 6:00 to 8:00 p.m. at the Chula Vista Public Library - Civic Center Branch. Port and City staff and the consultant team anticipate returning to the joint Board and City Council this fall to present its preliminary three draft master plan altematives.
