GENERAL PLAN UPDATE OVERVIEW As the first in a series of three workshops, this workshop will provide the Planning Commission and City Council with a broad overview and rerresher of the 3-year General Plan Update (GPU) process toward preparing them in advance of taking final action on the GPU at a public hearing set for March 22,2005. Staff will present an overview of the GPU process starting with the Vision and Themes developed through the Visioneering program and citizen committees, followed by a summary of the community's key issues and inputs, how those are considered in the Plan, and a content overview of each of the General Plan Elements. Expert consultants used in preparation of the GPU will also be present to review key factors and influences. Staff will outline key challenges facing the City and how those relate to choices included among the GPU options. Staff recommendation: No action IS necessary; this IS an information-oriented presentation and discussion. ORAL COMMUNICATIONS Persons speaking during Oral Communications may address the Council on any subject matter within the Council's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Council from taking action on any issue not included on the agenda, but, if appropriate, the Council may schedule the topic for future discussion or refer the matter to staff. Moot of Sullivan Wertz McDade and Wallace. The purpose of this letter is to address Mr. Moot's comments about Crossroads II. But first, allow us to clarify our position on Espanada. Crossroads II would support Espanada if the following changes were made to the project: · Traffic circulation is re-routed so that access to the towers comes trom H Street, instead of Roosevelt Street; · The height of the towers is reduced to seven stories - no more that 100 ft. (making the buildings mid-rise, instead of high-rise); · The project applicant directs his architect to work cooperatively with the Design Review Committee to resolve concerns about design aspects of the project. . With regard to Mr. Moot's comments about Crossroads II as an organization, while we do not have funds to retain an attorney to represent us, we have spoken informally to a couple of knowledgeable people who have told us we are what is called an "unincorporated association," which is a perfectly legal entity. (I want to emphasize here that this is not a formal legal opinion, but just what we have been informally told.) We are a membership organization. Our members pay membership dues that are used primarily to publish a quarterly newsletter, which we hope you are receiving. (If not, let me know.) The attachment to this letter is a hard copy of an electronic message from Ms. Lynn Dysart. Ms. Dysart has given us permission to distribute her message. We are enclosing it because it may help you understand one of the reasons we exist as an organization. Crossroads II does not solicit money. We were approached a couple of months ago by an individual who offered to pay for ads in the Star News, which would run under our banner, in opposition to Espanada as it is currently proposed. We spoke to this individual to ascertain whether his views on Espanada were the same as ours. We saw the ads as a way to inform the community about the project as well as present Crossroads II's views about it. The giftor indicated that s/he preferred to remain anonymous, and we agreed to honor that request. Mr. Moot also raises the issues of openness and transparency. While transparency is required by law and just plain good government to governmental agencies and bodies, the same laws and principles do not apply to non- governmental organizations like Crossroads II, or to Espanada. Thus we would not expect Mr. Moot's client to be transparent about Espanada 's financial analyses and market studies, for example. Finally, we were delighted to note that Espanada does not intend to pursue legal action against us, and that Mr. Moot believes in "full, fair, open and public debate on the issues important to the city of Chula Vista." On this point we are in full agreement. We look forward to working with each of you, as well as with Mr. Moot and his client, to keep Chula Vista a great place to live. I thank you all so much for being there for us. I don't understand the position of Mr. Moot and Mr. Pieri. Are they saying that people who make $33,000 a year and are "young" don't deserve to have a place to live? Where are all of the people who work in the restaurants, stores that they frequent supposed to live? What about the people who clean their homes? Where should the people who work at Fredericka Manor and the Care Center live? I am sure that there are many people that are working in Mr. Pieri's buildings in Chula Vista that make less than $33,000 a year. Do they not deserve a place to live that is near their place of work? We know that most people living on that amount can't afford a home and a car if they have a family. They must rely on public transportation. Wasn't that supposed to be one of the goals of the redevelopment? I doubt that anyone living in his high rise condos would be using public transportation~-unless it was a private rental car with a driver or a limo! > > > Most of the homes on the far west side of the city and many in the center near my home have some of the most high density conditions that I have ever seen.
