Goss, City Manag& FROM: Chris Salomone, Community Development Director -4 t f'z ¿ ç SUBJECT: Agenda for WaterfrontlBayfront Workshop The Chula Vista Bayfront, including the Midbayfront, Tidelands, Rohr, SDG&E and adjacent properties provide major opportunities for new development and redevelopment which can greatly benefit the City. However, there are major issues which must be addressed before further planning and development can take place. With only six major property owners covering over 220 acres, there is a unique opportunity for coordination, sharing of responsibilities and resources to guide future development. The challenge is arriving at a common vision and plan for development. The draft agenda for the WaterfrontlBayfront Workshop scheduled for March 27, 1997 at 6:30 p.m. is attached for Council review and comment. The purpose of the workshop is to identify and discuss major issues impacting future development of the entire Bayfront. Staff wi II report on the status of major and minor projects which are currently in planning or underway. A summary of the history of City efforts to promote development of the Midbayfront is included as an attachment for background information. The most important part of the Workshop will be discussion of major issues impacting future planning and development activities (Section V on the Agenda). It is proposed that discussions under this item include input from major property and business owners who will be represented at the Workshop. As part of this discussion, Council will be asked to identify its image and VISion for future development of the area. The Chula Vista Yacht Harbor Coalition (Port Tenants Association) has provided their vision statement for consideration (Attachment F to the Agenda), Equally important is consideration of staffs recommendation for direction to work with the major property owners to establish a Memorandum of Understanding (MOU) and Action Plan for guiding future planning and development efforts. Entertainment Center on Rohr Property - Recent proposal for reuse of several vacant Rohr industrial buildings in the vicinity of "J" Street. C. "H" Street Expansion - Port District concept plan for the westward extension of "H" Street currently near completion. D. CalTrans Bikewav - Construction to begin in September 1997 on this two year project which will link San Diego with Imperial Beach. E. Sale of Aaencv Properties to the Port District - Sale of Marina View Park to be completed in May. Purchase Agreement for Shangri-La currently under review by staff. F, Border Environmental Commerce Alliance (BECA) - Plans to expand facilities. Possible impacts if "H" Street is extended. G. Environmentallv Sustainable Development - Growing international concept for development in environmentally sensitive areas which respects, preserves and promotes unique features of the area. The Qvcicbllity of the property, lond areo sizes and Improvement, Q~ 'l,Ibjett to chQnge. -.~ ATTACHMENT E BRIEF HISTORY OF MID BA YFRONT FOCUSING ON 1970 TO PRESENT · 1972 City hired Sedway Cook to master plan area · 1972 Prop 20 Coastal Initiative - mandated issuance of Coastal Plan · 1974 Bayfront Redevelopment Project Area established · 1976 City submits plan to Coastal Commission, sent back for environmental review, financial and engineering studies. Also, during this period Santa Fe (major land owner of undeveloped portions) sues City .on because of objections to amount of marsh preservation. The suit was dropped in 1981. · 1978 City formally submits Bayfront Plan for Coastal Commission review. Regional Commission approves plan in 1979 conditioned on the reduction of hotel rooms on Gunpowder Point from 700 to 350. However, State Commission rejects plan in September 1979 due to concerns over Gunpowder Point and D Street Fill areas and circulation plans. · After rejection of plan in 1979, City hires Pacific Legal Foundation to review Coastal Commission procedures in reviewing the plan. Coastal Commission subsequently reheard and denied plan in 1981. · City revised plan to incorporate new environmental information and received certification from Coastal Commission in June 1985. · Following certification, Sierra Club files suit for improper certification. Federal permitting agencies also raised concerns about possible adverse impacts to fish and wildlife from development. · 1 986 Sierra Club sues Secretary of the Army because property that was to be dedicated to the Federal agency for mitigation for the Freeway/flood control project had never been transferred. · Following decision of Ninth Circuit Court of Appeals to enjoin the Federal project in 1987, Army Corps re-initiated consultation with Fish and Wildlife Service resulting in a settlement agreement entered into in April 1988 between Santa Fe, County of San Diego, the Corps, FWS, Federal.Highway Administration and Caltrans that required that Gunpowder Point, D Street Fill, and the entire Paradise Creek and Sweetwater Marsh areas (including the F-G Street Marsh) be.dedicated to FWS as a National Refuge. · In August 1988, the major undeveloped portion of the mid Bayfront was sold to Chula Vista Investors (Bill Barkett et all and the new owner began preparing a plan modifying the certified LCP to allow for mixed use development. A new EIR was required which began in 1989 and was certified by the City Council in August 1991 and again in January 1992. The FEIR analyzed the developer's project, a revised project (alternative 8) and seven other alternatives including one developed by the Bayfront Subcommittee comprised of the Mayor, staff and local residents. The subcommittees alternative substantially reduced commercial and residential densities, and replaced a luxury hotel on the bay with a cultural arts center. The Subcommittee's alternative was approved by the Planning Commission in December 1991 and by the Council in January 1992. At that meeting, the Council approved the subcommittee's plan with several modifications including the addition of an ice skating rink to the project. Concern was expressed over the financial feasibility of the project. Staff was directed to prepare an LCP resubmittal document, General Plan and Redevelopment Plan Amendments consistent with the Subcommittee's plan. · Council approved LCP resubmittal in September 1992. Coastal Commission approved in January 1993. · Staff/developer negotiations fail to ~esolve major ODA issues concerning funding for arts center, Nature Interpretive Center and sharing of future revenues from the project. · September 1994 Barkett sells out to limited partners. New owners study approved project and decide it is economically impractical. Began investigating alternative landuses. Status of approved LCP is thus not clear. Any major deviation from approved plan will require additional environmental study and a new LCP amendment. · 1996 Waterfront Coalition forms and begins holding regular meetings on further development on the Tidelands. Looking for small or large victories every month, your presence was an inspiration to our group, a large victory. Personally, I want to let you know that I understand that governments are an unwieldily animal and appreciate the difficulty of leadership of government. I also appreciate the attitude of the city of Chula Vista which has been generally very supportive. I will not be at the workshop as we are celebrating our first restaurant's 20th anniversary at Kimo's in Lahaina on the 28th of March. I hope the workshop goes well. My speech if given the opportunity would have been that I think the time is ~ ~ for a change. So, throw all the City's resources you legally and ethically can muster toward the waterfront. As you know, sicrnificant chancre takes a well defined focus and lots of effort. Thanks again for your help. L K 1 k' B . aanapa I· OlpU f!ac . aurl! agoons· a apa"J eo, CHULA VISTA YACHT HARBOR COALITION The Chula Vista Yacht Harbor Coalition (CVYH Coalition) was formed in late 1995 to address the problems and opportunities on the Chula Vista Waterfront. Monthly·' meetings attended by landowners, tenants and related public agencies continued to attract more and more interested parties. The meeting in January 1997 had 26 participants. The CVYH Coalition has one main obiective: promote the development of the Chula Vista Waterfront so that within the next three to five years the area beèomes ope of the premier waterfront areas in San Diego. The CVYH Coalition identified several factors that as of 1995 would encourage waterfront development: l. The poor real estate development market in the early 1990's in greater San Diego prohibited growth. The rebounding economy and upturn in real estate activity make 1997 a critical time to move forward. 2 . The lack of appropriate zoning, signing, and infrastructure in the waterfront area had been a hindrance to development. The new management at the Port District, supported by the City of Chula Vista staff, Rhor Industries, and SDG&E, make new zoning and appropriate signing and infrastructure changes real and significant possibilities in the next few years. 3. Prior to 1995 the lack of focus on the potential of this area by the major landowners and public agencies had slowed development progress. A renewed focus by the Port District, City of Chula Vista, and the members of the CVYH Coalition as a spokesperson can act as the Catalvst for Chancre. The CVYH Coalition is determined to help create the Vision for this wonderful piece of property and to promote and encourage the development of this Vision. Page 1 C:\PATTI.WP\JSD\VISION.CV 3/7/97 THE VISION The Vision is of a first class, vibrant, multi-use recreational, commercial, residential waterfront area that: 1. Enhances the image of South Bay and the City of Chula Vista. , 2. Attracts people from allover the region as a major San Diego destination area. 3. . Creates a strong economic base for businesses within the waterfront and for the tax base of the City of Chula Vista. . 4. Provides increased revenue stream for the Port District from the undeveloped real estate. The Coalition sees the entire waterfront as one general cohesive zone (See Exhibit A Planning District 7 Chula Vista) but with two district areas: To the north, E to G Street, an area that is for the most part undeveloped and will be controlled by one major landowner, Chula Vista Capital. To the south, G to J Street or soon to be named Chl1la Vista Yacht Harbor (See Exhibit B Chula Vista, The Port of San Diego), an area that is already partially developed as a multi-use, commercial area with offices, boat yards, light industry, marinas, and restaurants. The major focus of the Coalition at this time concerns the Chula Vista Yacht Harbor. COMPONENTS OF THE VISION 1. Create a First Class Image by the use of coordinated, high quality signing, landscaping, and architectural design standards to attract premiere tenants. 2. Create Development Mass so that the area will become a well known destination in San Diego County. 3. Create multi-use area that functions as a neighborhood with businesses, offices, restaurants and hotels balanced by recreational (boating and parks) and residential uses. Page 2 3/7/97 WATERFRONT COALITION EMPHASIS FOR 1997 SAN DIEGO PORT DISTRICT 1. Rezonina the Port District DrODertv in the Chu1a Vista Yacht Harbor area to a more general commercial designation. This rezoning is underway and is scheduled to be completed by year end. 2. Aaaressive Leasina Droaram at the Port District to lease vacant port lands to first class tenants consistent with the long term vision for the area. 3. Extension of H Street to connect Interstate 5 to Marina Parkway. Preliminary studies by the Port and City are underway in.1997. 4. Straiahten and deeDen the access boat channel from San Diego Bay into Chula Vista Yacht Harbor. Final approval of contracts by Port District anticipated in 1997, completion of work by mid-1998. 5. Box 488 San Diego, CA 92II2~0488 Dear Mr. Wilkens: The City of Chula Vista has recently complcted a comprehensive review and selection proccss for a proposed public art project on the Chula Vista bayfront. 1 am very pleascd to be able to forward this proposal to you at this point for consideration for acquisition by the Port District, The selection process included the solicitation of both locally and nationally recognized artists, and 70 proposals were considered. A Port Art Selection Committee, comprised of City staff members (including the City's Cultural Arts Coordinator), and several members of thc City's Cultural Arts Commission, rcviewed the proposals, selected two speedic pieces, and identi1íed several recommended bay front locations for installation, The City's Cultural Arts Commission supported the Selection Committee's recommendations, as did the Chula Vista City Council. The City Council formally approved the recommendations at their meeting on December 17, 1996. Information regarding the recommended artists, sculptures, and potential installation sites is attached. I am very excited about the potential of having the Port accept our recommendations, and installing these pieces.
