Motion carried. ORAL COMMUNICATIONS: No public input. 1. PUBLIC HEARING: ZAV 03-16; Consideration of a Variance to allow a 0 ft. sideyard setback for a carport addition to an existing residence located at 520 Glover Avenue. Staff recommends that public hearing be opened and continued to April 28, 2004. MSC (Hall/Horn) (5-0-2-0) that the Planning Commission open public hearing and continue it to the April 28, 2004 Planning Commission meeting. Motion carried. 2. PUBLIC HEARING: PCM 04-12; Consideration of an amendment to the Planning Commission Minutes - 2 - April 14, 2004 Eastlake III Planned Community Land Use District Regulations and Map to change 19.48 acres from RS2 to RS1·A within a portion of the VR6 Neighborhood. Applicant: Cornerstone GDCI Chula Vista, LP. Background: Stan Donn reported that Cornerstone Communities is proposing to amend the Eastlake III Planned Community District Regulations and Land Use Districts map within the Vistas' VR6 planning area. The original Eastlake III Vistas subdivision, which approved 130 single-family created a variety of lot sizes ranging in size from 5,000 sf to 10,000 sf. Approximately 35% of the lots are 5,000 to 6,000 sf, and approximately 65% are 6,000 to 10,000 sf. In order to provide a product not available in the Vistas neighborhood, the applicant is proposing to create a new land use designation that is between the existing RS1 and RS2, in terms of property development regulations. Changing the land use designation to a larger lot configuration could allow the opportunity to introduce a higher quality design and offer a wide range of residential products in the Vistas neighborhood. The proposal does not change the number of units permitted within the Vistas or the overall permitted density of the SPA and remains low-medium density. Staff Recommendation: That the Planning Commission adopt resolution PCM 04-12 recommending that the City Council approve the proposed amendments to the Eastlake III Planned Community District Regulations based on the findings contained in the draft City Council Ordinance. Commission Discussion Public Hearing Opened and Closed 6:10. MSC (Hall/Felber) (5-0-2) that the Planning Commission adopt resolution PCM 04- 12 recommending that the City Council approve the proposed amendments to the Eastlake III Planned Community District Regulations based on the findings contained in the draft City Council Ordinance. Motion carried. Planning Commission Minutes - 3 - April 14, 2004 DIRECTOR=S REPORT: COMMISSIONERS COMMENTS: The Commission welcomed the Southwestern College class sitting in the audience and encouraged them to become involved in their community and to continue being present at public meetings to see their government in action.
