RESOLUTION - APPROPR IATING FUNDS FOR THE COM~IERCIAL REHAB ILITATION LOAN No. 529 PRO GU«. Si nce ftlril 1981 $306,000 in Þgency funds and $54,000 in Block Grant funds have been allocated to the Commercial Rehabilitation Loan Program administered by the Town Centre Development Corporation. All th ese fu nds have ei ther been utilized or committed at this time producing $705,000 in construction activity through a leveraging agreement with the Bank of A:1erica. There are currently g385,000 in loan appl ications pending. The Town Cen tre Development Corporation (LOC) currently has funds available to fund $250,000 in loan reques ts. They have, consequently, reques ted that the Agency commit an addi ti ona 1 $200,000 to subsidize cOßlßerc i a 1 rehabi 1 i tati on loans in Town Cen tre . It is the City IS policy that property owners abutting commerc i a 1 alleys bear the cost of improvements. However, in consideration that this alley lies within the Redevelopment District and is in a very poor s tate of repa ir, funds were incl uded in the 1983-84 Capital Improvement Program for improvement of the alley. Funds were approved on the basis that the abutting property owners woul d pay one-hal f the cost of the all ey improvements. The project involves installation of P.C.C. alley paving, P. C. C. alley approaches, s i delia 1 k ramps, asphal t concrete paving, processed miscell aneous base, curb and gutter, excavati on and grading, and preservation of property. RESOLUTIONS OFFERED BY CHAIRMAN COX, the reading of the texts were waived by unanimous consent, passed and approved unanimously. I-ISUC (CoxA·¡oore) to direct staff to contact the balance of the commercial property owners that have alleys abutting their properties to find out their interests and to come up with a similar type of partnership for those areas (east and west of Third Avenue between "E" and "F" Street - the only remaining commercial alleys not constructed to City standards. ) 3. DIRECTOR'S COMMENTS: (None) 4. CHAIR~IAN' S CO~IENTS: Chairman Cox asked the staff to look into the follolling. a. The Money commercial buil ding - the ques ti on of the balance of the landscaping, weeds and the street trees. b. The vacant lot next to the El Torito Restaurant which is being used on a hit-and-i11iss basis for storage of large trucks and collection of debris. c. In answer to the Chairman 's question, Director of Community Development Desrochers stated that Norbert Dallls contract expires next month. d. Chairman Cox discussed having street improvements put in the area north of Otay Valley Road and questi oned hOli far staff is from setti ng up an assessment district. City Engineer Lippitt stated a petition has been received and approved by the Council for this project; however, at this time the staff is Iwrking on the Las Flores assessment and, as soon as that is complete (within the next few weeks) staff will begin to work on the Otay Vall ey Road project. e. Communi ty Development De srochers announced that the first meeting of the Otay Road Redevelopment Project Area Committee will be held Tuesday morning at 8:30 a.m. --~._------ ---...-.- --..-----".. ,----_.._-,_......._-------,----------_..." ~"- Redevelopment Agency Ninutes -3- October 2, 1984 f. Chairman Cox reported on the Coastal Commission hearing last Wednesday in whi ch they approved the findings of the City's Land Use Plan. This completes two of the three hurdles. The implementation plan is the last hurdle and this should be going to the Council prior to the end of this year. Two hundred twenty-three acres have been committed to the marsh land. Chairman Cox noted that in conjunction with the City 's 75th Di amond Jubil ee, he would like to propose having the interpretive cen ter constructed on the Bayfront (one of the first projects) and have th is dedicated in 1986. MSUC (Cox¡t~oore ) to dedicate the Interpretive Center as the 75th Anniversary project for Chul a Vista and set this for a hi gh priority project to be desi gned, buil t and dedi ca ted as the 75th Anniversary project in 1986. Chairman Cox announced the committee for the 75th Di amond J ubil ee has been set wi th 35 to 40 peopl e serving and they will be meeting wi thin the next tl'IO weeks. 5.
