MSUC (Cox!McCandliss) to continue this item to April 19. ITEM NO.2 - RESOLUTION 502 APPROVING FINANCIAL ASSISTANCE TO LIONS CLUBS OF CHULA VISTA FOR HOUSING PRDJ ECT SUBJECT Tn CERTAI N CONDITIONS AND APPROPRIATING FUNDS THEREFOR Housing Coordinator Gustafson explained that on December 6, 1983, the Agency approved the assi stance in the amount of $6,000 to the Lions Cl ub to study the feasibility of developing a Lions Manor Senior Housing Project at Fourth Avenue and Mankato Street. The result of that study was a compilation of an application to HUD by the Lions Club for funding of an 89-unit subsidized seni or and handicapped rental project. The Lions Cl ub is requesting cash assistance from the Agency to enhance the HUD application. The Club's request has been analyzed by the Agency's Housing Consul tant, Monfric Incorporated, and the recommendation is to approve the request for an appropriation of $791,000 from the unappropriated revenues of the Redevelopment Agency Low and Moderate Income Housing Fund. Detail ed staff recommendations were: 1. Approve a grant to Lions Manor from the Low and Moderate Income Housing Fund for the actual costs associated with providing 40 covered parking spaces in the Lions Manor Project; that grant not to exceed $500,000. 2. Approve a grant to Lions Manor from the Low and Moderate Income Housing Fund for the actual costs associated with providing balconies/patios for the subject units and a fascia or roof line treatment as required by the City's design review process, that grant not to exceed $50,000. -.-.-..- Adjourned Regular Meeting _2_ of the Redevelopment Agency April 10, 1984 3. Approve a deferred, non-interest bearing loan from the Low and Moderate Income Housing Fund to Lions Manor for acquisition of the parcel ow~ed by a separate party, for the purpose of including that parcel in the project site. The amount of that loan would be equal to an opinion of market value rendered by a qualified MAl appraiser and acceptable to the Agency, but not to exceed $221,000. The loan would be due and payable upon funding by HUD of the Section 202/8 mortgage. 4. Approve a grant not to exceed $20,000 to Lions Manor from the Low and Moderate Income Housing Fund for the actual cost of satisfying any relocation responsibilities of the Agency and the Lions Club under the Uniform Property Acquisition and Relocation Act. 5. Make the above approvals contingent upon; a. The execution of a cooperative agreement between the Agency and the Lions Club establ ishing the terms and conditions of the grants and the loan. b. The securing by the Lions Club of all City development approvals. c. Funding of the Lions Manor Section 202/8 project by HUD. Mr. Gustafson commented that the staff is now recommending that instead of the non-interest loan to the Lions Cl ub, the City purchase the property and then transfer the site at a later time to the Lions Club (modification of recommendation No.3) and be reimbursed for its cause. Agency discussion continued regarding the site plan of the proposal, the funding the Lions may receive from HUD, the 18 months it takes to receive the funding, an appraisal request will be comi ng back to the Counc il , the structure will be four-story buildings, deadl ine of submitting the proposal to HUD is April 30. MSUC (Malcolm/McCandliss) for an amendment to the resol ution for the City Attorney to include the purchase of the property instead of the no-interest loan to the Lions Cl ub. RESnLUTION AS AMENDED OFFERED BY MEMBER MALCOLM, reading of the text was waived by unanimous consent, passed and approved with Councilman Scott absent.
