REPORT SOUTH COUNTY REGIONAL CENTER INSTRUCTIONS TO
TRUSTEE AND FUTURE EXPANSION OF SOUTH COUNTY
REGIONAL CENTER
Mayor Cox remarked there was a study going on regarding superior
Courts for east and south County. There is 1-1/2 million dollars
to use to reduce the revenue bonds - this money could be used for
funding the Superior Court.
In his written report to the Agency, Community Development
Director Desrochers explained that the County of San Diego is
requesting that the Redevelopment Agency, sponsor of the South
County Regional Center lease revenue bonds, instruct the trustee
to make a $1,500,000 principal and interest payment out of excess
funds now held in a reserve account by the Trustee. In addition,
more space is required at the South County Center in order to
accommodate a Superior Court function at the site. Mr. Desrochers
recommended that the Agency approve the request of the County and
inform the County of the City's willingness to assist in the
sponsorship of additional lease revenue bonds for the expansion of
the South County Regional Center.
MSUC (Malcolm/Cox) to accept the report and recommendations
Chairman Cox questioned the study now being done regarding the
Court complex. Mr. Larry King from the County (CAO - Special
Projects) stated they are planning to implement the legislation

requiring the Superior Court to hold a session in Chula Vista.
They are embarking upon a master plan (year 2005) for additional
court space at the South Bay Regional Center. Currently under
SB365 they are required to have one additional courtroom. They
will be going to the Board of Supervisors for approval of this
branch court in Chula Vista on June 18, 1985. The will ingness of
the Agency to sponsor the revenue bonds will be for remodeling the
third floor and additional needed facilities.
