RESOLUTION 752 ACCEPTING DEEDS FOR PROPERTIES LOCATED AT 232, 281, AND 287 CHURCH AVENUE IN CHULA VISTA AND DIRECTING THE SECRETARY TO RECORD ACCEPTANCE OF THE DEEDS (Community Development Director) At the meeting of September 18, 1986, the Agency approved the purchase of properties at 232, 281 and 287 Church Avenue for conversion of the parcels to public parking lots. The amounts have been agreed to by the sellers and the Agency and the transaction is currently in escrow. Deeds for the properties are being submitted into escrow and will be conveyed to the Agency upon close of the escrows. Funds for purchase of the three properties are to be budgeted in FY 1987-88 for development of the public parking lots. RESOLUTION 753 APPROVING THE AGENCY'S MOBILEHOME PROGRAM, AUTHORIZING THE IMPLEMENTATION OF THE PROGRAM FOR ORANGE TREE MOBILEHOME PARK, AND HOLDING FURTHER PROGRAM IMPLEMENTATION IN ABEYANCE PENDING CONVERSION OF ORANGE TREE MOBILE HOME PARK (Community Development Director) -......-.--....------ ---_.._-----_._-_.._.._-----~.__._._-"--._"..."._. Minutes - 2 - November 18, 1986 On August 5, the Agency approved a $500,000 loan to the Acquisition Association for Orange Tree Mobilehome Park for interim assistance with the understanding that this money would be rolled over to assist low income residents in purchase their spaces. At that time, staff indicated they were working with the County Department of Housing and Community Development to develop an assistance program and would return to the Agency with a program description for its consideration. The recommendation was that the Agency approve the Agency's Mobilehome Assistance Program, authorizing the implementation of the program for Orange Tree Mobilehome Park and holding further program implementation in abeyance pending conversion of Orange Tree Mobilehome Park. The Agency has reviewed many reports concerning assistance to Orange Tree Mobilehome Park over the past several months and has loaned the resident organization $500,000 for park acquisition and assistance to low income purchasers. Before these funds can be converted to permanent financing for use by low income residents in purchasing their space, the Agency must approve guidelines as to how the program will operate. The Program defines the following: a. Purpose b. Resident Organization Eligibility c. Household Eligibility - Low and Moderate Income d. Terms and Conditions of Financial Assistance e. Interim Loan f. Affordability Determination g. Payback of Loans h. Origination and Servicing of Take Out Loans i. Assistance to Other Parks j. Interim Rent Assistance RESOLUTION OFFERED BY MEMBER CAMPBELL, the reading of the text was waived by unanimous consent, passed and approved unanimously. 3. DIRECTORS REPORT None. 4. CHAIRMAN'S REPORT MSUC (Cox/Moore) for a Closed Session regarding potential litigation. 5. MEMBERS' COMMENTS None.
