REDEVELOPMENT AGENCY OF THE CITY OF
CHULA VISTA, CALIFORNIA

l. APPROVAL OF MINUTES for the meetings of October 16 and 18,
1986.

2. RESOLUTION 750 APPROVING THE EIR/EIS PROJECT DESCRIPTION
AND DIRECTING STAFF TO CIRCULATE THE
DOCUMENT TO INTERESTED PARTIES (Community
Development Director)
Community Development Director Desrochers reported that the
Request for Proposals approved issuance by the Agency on August 7,
1986 included a list and brief description of the bayfront
projects requiring federal approvals. Since that date, the list
of bayfront projects requiring federal approvals has been refined
and the project descriptions have been expanded. In addition, a
variety of alternatives for each project have been developed for
discussion in the EIR/EIS as required by the National
Environmental Policy Act (NEPA) . Following the incorporation of
any revisions suggested by the Agency, the project description
will be circulated to the Port District, Chula Vista Investment
Company and the City of National City for input.

Director Desrochers added that after this is distributed to the
interested parties, the Army Corps of Engineers will hold a
session and these things will be considered and included in the
EIR/EIS to be completed by the Consultant. In discussing this
with the Corps of Engineers and the Fish & Wildlife
representatives, these are the ten projects foremost in their
minds and staff feels they have now covered everything these
agencies have asked for. In answer to Member McCandliss'
question, Director Desrochers said that to the best of staff's
knowledge, the designated acreage is consistent with what has been
approved.
RESOLUTION OFFERED BY MEMBER MCCANDLISS, the reading of the text
was waived by unanimous consent, passed and approved unanimously.
3. RESOLUTION 751 APPROVING JONES & STOKES ASSOCIATES, INC.
AS THE CONSULTANT TO PREPARE THE BAY FRONT
EIR/EIS AND AUTHORIZING THE CONTRACT
(Community Development Director)
On August 7, 1986 authorization was given by the Redevelopment
Agency to solicit proposals from the four firms that were deemed
"highly qualified" to prepare the Bayfront EIR/EIS by a review
panel which included representatives of the City, U.S. Army corps
of Engineers, and U.S. Fish & Wildlife Service. Community
Development Director Desrochers reported proposals were received
from prospective environmental consultants. The firm of Jones &
Stokes Associates, Inc. was ranked the highest by the participants
in the consultant recommendation process.
The San Diego Unified Port District has committed to contribute
$30,000 for the preparation of the EIR/EIS. In addition, Chula
Vista Investment Company has agreed to contribute 40 percent of
the total EIR/EIS project cost. The Agency's contribution would
be 40 percent of the total EIR/EIS cost. Based on the contract,
the cost to finance 40 percent of the consultant fees would be
$161,314. This is sUbstantially less than the $200,000 set aside
by the Agency in FY 1986-87 for preparation of the EIR/EIS.
Member McCandliss questioned whether the Jones & Stokes Agency has
the credibility and representation in the appropriate areas to
give the City the best representation on this particular project
noting the challenges to their past biological recommendations.
Robin Putnam, Principal Community Development Specialist, stated
staff feels this is the best representation. Both the Army Corps
of Engineers and U.S. Fish & Wildlife Service have stated that any
of the top four consultants (Jones & Stokes among them) would be
acceptable to them.

The Agency recessed to Closed Session at 8:40 p.m. for Sierra Club
vs. Marsh - pending litigation. The City Clerk was excused and
the City Attorney reported the Session ended at 8:55 p.m.
ADJOURNMENT AT 9:35 to the Redevelopment Agency meeting scheduled
fOllowing the City Council meeting on November 18 at 7:00 p.m.
