RESOLUTION 693 ACCEPTING BIDS AND AWARDING CONTRACT AND APPROPRIATING FUNDS FOR THE CONSTRUCTION OF THE BAY FRONT NATURE INTERPRETIVE CENTER On May 20, 1986, the Director of Public Works/City Engineer received sealed bids for this project, which included the construction of the center building, landscaping, decks, accessway, sewer storage tank, storm drainage improvements, underground utilities, fire protection tank, and a three-story tower (which consists of a first floor maintenance area, second floor lab, and third floor observation tower). The bid also included a request to submit an individual cost for the construction of the tower first floor maintenance area as a separate one-story building, deleting the lab and observation tower. This provision was included in the event that the three-story tower building became infeasible due to cost or design restrictions. FINANCIAL STATEMENT Funds available from the following account: A. Account #995-9950-BF35 $254,100.00 Community Development Director Desrochers recommended the Agency: l. Appropriate an additional $819,929 from the unappropriated balance of the Bayfront/Town Centre Bond Fund to the Nature Interpretive Center (NIC) account for use in construction of the project. 2. Accept bids and award contract to Ramn Contracting Co. , Inc. , Imperial Beach, in the amount of $1,267,261 for the construction of the NIC and authorize the City Engineer to issue a change order to reduce the contract by $30,000 for the modification of the three-story tower building. 3. Direct staff to work with the architect to design a second story observation deck over the first floor of the maintenance/storage building with all access to the second story platform by ramp (this will provide for a viewing area accessible by handicapped people). 4 . Authorize the Director of Finance to reimburse the unappropriated balance of the Bayfront/Town Centre Bond Fund with the anticipated $375,000 grant monies from the Coastal Conservancy for the NIC construction. Director Desrochers added the Director of Building & Housing concurs with the recommendation to award the contract to Ramn Contracting Company, Inc. RESOLUTION OFFERED BY CHAIRMAN COX, the reading of the text was waived by unanimous consent, passed and approved unanimously. 2 . RESOLUTION 694 ENTERING INTO AN OWNER PARTICIPATION AGREEMENT WITH J. H. HEDRICK COMPANY FOR THE CONSTRUCTION OF A MEDICAL OFFICE BUILDING AT 521-525 THIRD AVENUE The applicant proposed to construct a three story medical office building adjacent to the Coast Savings building at the Southeast corner of Third Avenue and "H" Street (former "Badii" project site). A negative declaration of potential environmental impacts has been issued for the proposal and the Town Centre Project Area and Design Review Committees have reviewed the site plan and architectural design. On April 24, 19886 the Town Centre Design Review Committee conditionally approved the proposed design for the project. --...---.----,- ~-- _ _ ___,.__~._~~__._____., ' ._ w Minutes - 3 - June 10, 1986 Redevelopment Agency Allen Habicht, 900 South San Gabriel Blvd. , San Gabriel 91776, representing the applicant, discussed the traffic circulation and on-site parking spaces to be provided for the medical office building. Discussion followed concerning suggestions for employee parking; requirement for compact car parking spaces should be expanded from 16% to 40% ; Design Review Committee comfortable in making trade-offs concerning parking and circulation. Traffic Engineer Glass suggested employees can park on the upper level and patients can park down below, which would cause only minor inconvenience. In addition, he suggested ingress and egress be restricted to a right hand turn lane only on Third Avenue. MSUC (Malcolm/Cox) to amend the resolution to require an additional 8 parking spaces, allow up to 25% for compact car spaces, specify employee parking spaces on "H" Street, and ingress/egress be restricted to right hand turn only lane on Third Avenue. RESOLUTION OFFERED BY MEMBER MALCOLM, as amended, the reading of the text was waived by unanimous consent, passed and approved unanimously.
